INVITATION TO BIDTOWN OF CARYCary, North CarolinaSealed bids must be submitted no later than 11:00 a.m. on Tuesday, June 23,2026 to the Town of Cary at the office of the Utilities Department, Conference Room11130, 1st floor of Cary Town Hall, 316 North Academy Street, Cary, North Carolina.Bids will be opened and read publicly for the furnishing of materials, labor, andequipment for the construction of the 2026 Force Main Inspection and MaintenanceProject, Project No. SW-03550-01. A brief project description is as follows:A. Contractor services are required to perform the following tasks on theMedfield force main as described in the Contract Documents:a. Remove existing bypass connection and pipingb. Installation of pigging access/bypass connectionB. Contractor services are required to perform the following tasks on the RockyBranch and Holly Brook force mains as described in the Contract Documents:a. Pigging of force mainsb. Pipe condition inspection of force main using “smart pig” internalinspection device.c. Access pit(s) for pipe inspection by Engineer.C. Contractor services are required to perform the following tasks on the ForestOaks force main as described in the Contract Documents:a. Installation of pigging access/bypass connectionb. Locate and raise to grade buried ARV manholec. All bids must include anon-collusive affidavit. Contractors offering a proposal on this project must comply,and must ensure that their subcontractors comply, with the requirements of Article 2of Chapter 64 of the North Carolina General Statutes, “Verification of WorkAuthorization,” and must provide documentation or sign affidavits or any otherdocuments requested by the Town of Cary demonstrating such compliance.Each proposal shall be accompanied by a bid deposit in the amount of not less thanfive percent (5%) of the amount of the bid in the form and subject to the conditionsprovided in the Instruction to Bidders.The Town of Cary reserves the right to reject any or all proposals.Jamie Revels, P.E.Utilities DirectorSW03550-0100200-22026 Force Main Inspectionand MaintenanceINSTRUCTIONS TO BIDDERSEach proposal shall be submitted in a sealed envelope, upon blank formsprovided in the Project Manual. These proposals shall be plainly marked:“2026 Force Main Inspection & Maintenance ProjectTown of Cary Project No. SW-03550-01”.The envelope shall also be marked with the Bidder’s name, address, NorthCarolina contractor license number, and name and phone number of a contact person.Each proposal shall be accompanied by a Bid Bond payable to the Town of Caryfor an amount of not less than five percent (5%) of the total amount bid; or in lieu of theBid Bond, the bidder may offer the bid deposit in the form of a cashier’s check, or acertified check on a bank or trust company insured by the FDIC. The bid bond must beexecuted by a corporate surety licensed in North Carolina. The bid deposit may be heldfor a period of sixty (60) days pending award of the contract. Notification of award ofcontract shall be evidence of intent to contract and shall extend time for holding thecontractor's bid surety for a time mutually agreed between the Town of Cary and thebidder.A pre-bid meeting will be held with the Engineer and Owner at 1:00 p.m. onWednesday, June 10, 2026 in Conference Room 11130 – 1st Floor of Town Hall, 316North Academy Street, Cary, North Carolina to discuss the project and answerpertinent questions. No oral interpretations will be made as to the meaning of theContract Documents. Interpretation, if deemed necessary, will be in the form of awritten Addendum.The award of the Contract, if it is awarded, will be to the lowest responsive,responsible bidder whose qualifications indicate the award will be in the best interest ofthe Town of Cary (Owner). The Town of Cary reserves the right to waive technicalitiesand/or reject any or all proposals.A Performance Bond and a Payment Bond, each in the amount of one hundredpercent (100%) of the contract price, with a corporate surety approved by the Town ofCary, will be required for the faithful performance of the contract. Bidders shall providecertification that performance and payment bond sureties are licensed in North Carolina.All questions about the meaning or intent of the Contract documents shall besubmitted in writing to Jim Perotti, P.E., CDM Smith, Inc. 4130 Parklake Avenue, Suite350, Raleigh, NC 27612. Email questions may be sent to perottijl@cdmsmith.com.Replies will be issued by Addenda, mailed or delivered to all parties recorded by theEngineer as having received the Bidding Documents. Questions received less than fivebusiness days prior to the date for opening of Bids may not be answered. Onlyquestions answered by written Addenda will be binding.
