CPFUA currently operates and monitors 20 wells to supply water to the Richardson Water Treatment Plant. Each well head is covered with a fiberglass building that provides protection from weather and unwanted intrusion. The fiberglass buildings need to be removed and replaced/upgraded.

A MANDATORY Pre-Bid Conference will be held at a wellsite with one of the buildings to be updated at Well G at 7564 Plantation Rd, Wilmington, NC 28411 on Wednesday, April 22, 2026 at 10:00 am. A representative must attend the pre-bid conference for their bid to be considered.

forms a part of the Contract Documents and modifies the original bidding documents as noted
below. Acknowledge receipt of this Addendum as required in the bid documents. Failure to do so

QUESTIONS RECEIVED:
Does this project have Davis Bacon or AIS requirements? No, this project would not fall under
these Federal requirements
If Davis-Bacon wage rates are applicable, can you please provide the wage rate sheet and
construction type classification that applies to this project? N/A
What factors will determine the award of this project? Proposals will be evaluated by
determining the lowest responsible, responsive bidder considering: Bidder’s ability and
capacity to provide services, and Character, integrity, reputation, judgment, experience,
and efficiency of bidder
Is the award to be based on the lowest single prime amount on the bid form or is the intention to
be able to breakup and select pricing based on the unit prices? Is the intention to increase or
decrease these quantities? In North Carolina, public bidding unit prices prevail based on
competitive bidding procedures.
Is a list of subcontractors and suppliers required to be submitted with the bid? The bid does not
require it. However, our agreement language states that the Contractor shall utilize no
subcontracts for carrying out the services to be performed without the written approval of
the Authority.

Are digital signatures for bid documents acceptable in lieu of wet ink signatures? Digital
signatures are accepted when accompanied by the dated digital signature certificate.
In light of the unprecedented and unpredictable market conditions arising out of or relating to
newly enacted or changed tariffs or other enactments and/or changes to laws, regulations,
executive orders and other orders or decrees of government officers and authorities relating to
ongoing and/or future trade in or with the United States, will the Owner modify the terms of the
Contract to provide Contractor with reasonable equitable relief due to the unpredictable effect of
such tariffs and market conditions on the cost or time for performance of the Work after the
submission of bids or completed negotiations of price? CFPUA is willing to reimburse for
tariffs actually required and actually paid, but only under certain circumstances. Our
bidding process relies on Vendors providing their best and final price, and as a result we
cannot honor any costs other than freight that are added after the PO is issued. Any tariff
payments must be included in the initial quote, as a separate line item, and documentation
of the actual payment of the tariff by the Vendor must be provided. Additionally, CFPUA
will only pay the tariff amount actually paid by the Vendor – no mark up on tariff prices
will be allowed.
Will the Contractor be responsible for running any new power lines to the new fiberglass
buildings, or terminating any existing power lines for the new buildings? No
Are there any existing pump control panels that will need to be taken out of service while
replacing the fiberglass buildings? No
Are there any temporary power requirements while replacing the buildings? No
Are there any temporary chemical feed requirements while replacing the buildings? No
What is the standard height of the fiberglass buildings? 6'6" x 16' x 8’ 8.25” (WLH)
FIBERGLASS BUILDING
Is the roof of the fiberglass buildings to be peaked in the center? Yes
Can you please clarify what all is to be included in the labor rate & cost sheet? This
requirement is to provide CFPUA with the bidder’s standard hourly rate for labor and
other fixed costs the bidder maintains.
Will the Contractor be responsible for carrying a building permit for each site? If needed, the
Contractor will be responsible for this.
Will the Contractor be able to temporarily dismantle any existing piping to assist with the
removal/install of the existing/new fiberglass buildings? They can only remove the blowoff
pipe and nothing else. The blowoff pipe “should” be easily removed by unthreading it from
the flange. This is only allowed at the 7 well sites that have 2 old fiberglass buildings with 1
pipe coming out of the fiberglass building.
Do the fiberglass buildings need crane lifting rings or lugs? Yes
Do the fiberglass buildings need to be wind rated? Yes

Why type of fittings are acceptable? Building fittings, to include handles, latches, hinges, etc. are
to be comparable to what is currently installed on the building visited during the pre-bid meeting.
What is currently installed, based on O&M description by Fiberglass Specialties, at Well Site G,
location of pre-bid meeting.

CAN VARY A LITTLE BECAUSE MATERIAL IS CHOPPED ON AND ROLLED.

POLYISOCYANURATE FOAM INSULATION 207 YIELD CHOPPED STRAND GLASS
FIBER INTERIOR AND EXTERIOR: RESIN TO BE PIGMENTED: ONE CONTINUOUS
SKIN WITH NO JOINTS
