TOWNSHIP OF FLORENCEBURLINGTON COUNTYNEW JERSEY__________________________________________________________REQUEST FOR PROPOSALFORCERTIFIED LEAD BASED PAINT INSPECTOR/RISK ASSESSORSUBMISSION DUE: 10:00 a.m., Tuesday, April 14, 20261NOTICE TO BIDDERSTOWNSHIP OF FLORENCENotice is hereby given that the Township of Florence (“Township”), located in the County ofBurlington in the state of New Jersey, is requesting the submission of proposals from licensedindividuals and/or firms interested in providing Certified Lead Based Paint Inspector/RiskAssessor. Sealed proposals must be received by the Township Clerk no later than Tuesday, April14, 2026 at 10:00 a.m. prevailing time, addressed to Township of Florence, 711 Broad Street,Florence, NJ 08518. Proposals will not be accepted after the specified time. Proposals must beon the official proposal form which can be downloaded from www.florence-nj.gov. Allsubmitted proposals must be enclosed in sealed envelopes and must bear the name andaddress of the firm submitting and “Request for Proposals for “Certified Lead Based PaintInspector/Risk Assessor” on the outside, including the outside of any delivery service envelope.This RFP is being solicited through a fair and open process in accordance with N.J.S.A.19:44A-20.4 et seq. Nothing herein is intended to exclude any responsible firm or in any wayrestrain or restrict competition. All responsible firms are encouraged to submit proposals.All firms are required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 etseq.2SECTION I – Scope of ServicesThe Township of Florence is seeking the services of a state certified lead evaluation contractor.The certified lead evaluation contractor shall inspect via dust-wipe sampling any applicableproperties in accordance with the provisions of P.L. 2021, c.182 and implementing regulationsand shall certify the dwelling unit as lead-safe on a form prescribed by the Department ofCommunity Affairs; or, if lead-based paint exists in a dwelling unit upon conducting aninspection, the said contractor shall conduct additional inspections to certify that the hazard nolonger exists.SECTION II – Proposal ContentSample Result Reports. Attach two (2) examples of Lead Based Paint Inspection Reports.Testing Equipment. Identify make, model, condition, and serial number, licensing andregistration of testing device(s) to be used. Describe the source of radiation, type of analyzer,protocol for substrate corrections, and use of a dosimeter.Ability. Describe your firm’s ability to provide services. Include your hours and days ofoperations. Describe your commitment to provide expedited services upon request. Providehow many of your current employees are capable of providing the requested services.SECTION III – Fee Schedule1. Provide a cost proposal consisting of information on your fee structure(s) based on thescope of services indicated herein, including anticipated reimbursable costs.2. Provide cost quote for lead inspection services on per housing unit basis. Stateassociated turnaround time.3. Provide cost for clearance examination costs if required.4. Identify available discounts. Identify surcharge for expedited services, state associatedturnaround time.5. Provide cost quote for less than full-scope lead inspection services. Describe basis forquotation (ex. Per hour, per surface, per room, other), state associated turnaroundtime.List discount for multiple combination risk assessment/paint inspections or clearanceexaminations completed on the same day (use additional paper if needed):List discounts, additional charges, turnaround time and additional information below (useadditional paper if needed):SECTION IV – Contract TermThe contract time period will be for one (1) year commencing from the contract date.3SECTION V – General RequirementsAT A MINIMUM, THE RESPONDING FIRM OR ENTITY:1. Must demonstrate proficiency, knowledge and experience in the above areas and thatit/he/she is qualified and/or licensed to perform and provide all services set forth withinthe body of this Request for Proposals as defined below.2. Must obtain the submission package and complete and return the sealed submissionform and enclosures by the due date set forth in this notice.SECTION VI – Insurance RequirementsWorker’s Compensation InsuranceWorker’s Compensation Insurance shall be maintained in full force during the life of thecontract, covering all employees engaged in performance of the contract pursuant to N.J.S.A.34:15-12(a) and N.J.A.C. 12:235-1.6.General Liability InsuranceThe contractor shall furnish evidence to the Township of Florence prior to commencement ofthe work that he/she or any of his/her subcontractors perform and will provide StandardLiability for any operations to be performed by contractor or subcontractors as follows:General Liability Insurance shall be provided with limits of not less than $1,000,000.00 for anyoccurrence and $2,000,000.00 aggregate for bodily injury and property damage. Coverage shallbe maintained in full force during the life of the contract.Automotive Liability InsuranceAutomotive Liability Insurance covering the contractor for claims arising from owned, hired andnon-owned vehicles with limits of not less than $1,000,000.00 for any one occurrence and$1,000,000.00 aggregate for bodily injury and property damage. Coverage shall be maintainedin full force during the life of the contract.Professional Liability InsuranceProfessional Liability Insurance covering contractor for claims arising from its representation ofthe municipality with limits of not less than $1,000,000.00 for any one occurrence, which shallbe claim based, and coverage shall be maintained in full force and effect during the life of thecontract.The preceding insurance requirements maybe amended before the issuance of the finalcontract at the sole and absolute discretion of the Township of Florence on a case-by-casebasis.SECTION VII – Work Product/DeliverablesAll work products of the Contractor which result from this contract are the exclusive propertyof the Township of Florence.4SECTION VIII – Evaluation ProcessAn evaluation team will review all proposals/responses to the RFP. The team will determine ifthe proposals/responses satisfy the RFP Requirements, determine if a proposal/responseshould be rejected and then evaluate the proposals/responses based upon the EvaluationCriteria. The highest-ranking respondent will then be recommended to the governing body foraward of contract, based on rates and other factors. Multiple contracts may be awarded at theTownship’s discretion. Listed below are the criteria that the Township of Florence will considerin the evaluation of each proposal/response. The arrangement of the criteria does not implyorder of importance in the selection process. All criteria will be used to select the successfulrespondent.1. RequirementsPossess the general requirements stated herein.2. Understanding of the Requested WorkThe proposals/responses will be evaluated for general compliance with instructions andrequests issued in the RFP. Non-compliance with significant instructions shall begrounds for disqualification of proposals/responses.3. Knowledge and Technical CompetenceThis includes the ability of the respondent to perform all of the tasks and fulfilladequately the stated requirements.4. Management, Experience and Personnel QualificationsExpertise of the respondent shall be demonstrated by past contract successes providinggovernment agencies with similar services. The respondent will be evaluated onknowledge, experience, prior collaboration and successful completion ofprojects/services similar to those requested in the RFP. In additional to relevantexperience, respondents shall provide personnel qualifications in theProposal/Response.5. Ability to Complete the Services in a Timely MannerThis is based on the estimated duration of the tasks and the respondent’s ability toaccomplish these tasks as stated.6. CostThe contract shall be based on rates set forth in the response to this RFP in an amountnot to exceed the specified contract amount, or where a cost proposal is required (RFP),as submitted in the cost proposal. Prices are firm for twelve (12) months. Any servicesnot included as part of any resulting contract scope of services or cost proposal must beapproved and authorized by the Township of Florence before such work is initiated. TheTownship of Florence shall pay for such approved services, at the rate or cost agreedupon between the Township of Florence and contractor.5
