Sealed proposals for the services named above will be received at the Office of the Director of Finance until 11:00 a.m. EST on Wednesday, June 24, 2026. Thereafter, proposals will be opened in public and read aloud or opened and read aloud pursuant to the applicable provisions of the Governor’s Executive Orders. Responses received after this date and time will not be accepted.

INTRODUCTIONThe Town of Enfield is soliciting proposals for the above-named services. If there are anyconflicts between the instructions in these Standard Instructions and any other proposaldocument(s), these Standard Instructions shall prevail.2.KEY EVENT DATESAdvertisement of Request for ProposalsPublic Proposal OpeningProposal Awarded (Not Definite)Commencement of WorkJune 3, 202611:00 a.m. EST, Wednesday, June 24, 2026Week of June 29, 2026July 1, 20263. OBTAINING PROPOSAL DOCUMENTSSpecifications and proposal documents may be obtained from the Office of the Director ofPublic Works, Stanley E. Jablonski DPW Complex, 40 Moody Road, Enfield, CT 06082 attelephone number (860) 763-7599 or the Town’s website www.enfield-ct.gov/Bids.aspx.4. PROPOSAL SUBMISSION INSTRUCTIONSA. One (1) original and two (2) copies of all proposals must be submitted in a sealedenvelope clearly marked "Yard Waste Grinding and Removal Services”. If forwarded bymail or courier, the sealed envelope must be addressed to "Director of Finance, Townof Enfield, 820 Enfield Street, Enfield, Connecticut 06082". Since all submissions mustbe time and date-stamped, the Finance Department will accept proposals Mondaythrough Friday, from 9:00 a.m. to 5:00 p.m. EST (excluding holidays). Proposals mustbe at the Office of the Director of Finance by the time of the Public Proposal Openingdate noticed in Section 2 entitled KEY EVENT DATES. Postmarks are NOT an acceptablewaiver of this policy. Corrections and/or modifications received after the first proposalis publicly opened will NOT be accepted.B. Ditto marks or words such as "SAME" on the Proposal Form are NOT considered writingand must not be used.C. All information must be submitted in ink or typewritten. Mistakes may be crossed outand corrections inserted. Corrections must be initialed by the person signing theproposal.D. Proposals are considered valid for ninety (90) days after proposal(s) are opened.Proposers may not withdraw, cancel or modify their proposal for a period of ninety(90) days after proposal(s) are opened.E. Proposals must be signed by an authorized person representing the legal entity of thefirm submitting the proposal.F. The inability to meet any specified requirements(s) must be stated in writing andattached to the Proposal Form or written on the Proposal Form.2STANDARD INSTRUCTIONS TO PROPOSERS (continued)5. PRESUMPTION OF PROPOSER BEING FULLY INFORMEDAt the time the first proposal is opened, each Proposer is presumed to have read and bethoroughly familiar with all proposal and contract documents for this project. Failure oromission of the Proposer to receive or examine any information shall in no way relieve anyProposer from obligations with respect to their proposal.6. INTERPRETATION OF ACCEPTABLE WORKThe specifications, proposal and contract documents are to be interpreted as meaning thoseacceptable to the Town of Enfield. Any substantive changes or interpretations will be issuedby the Town in writing as an addendum.7. TAX EXEMPTIONSThe Town of Enfield is exempt from Federal Excise taxes and Connecticut Sales and Use taxes.Proposers shall avail themselves of these exemptions.8. INSURANCEProvider shall agree to maintain in force at all times during the contract the following minimumcoverage. Insurance shall be written with Carriers approved in the State of Connecticut andwith a minimum AM Best’s Rating of “A“ VIII. In addition, all Carriers are subject to approval bythe Town of Enfield. Minimum Limits:A. Commercial General Liability - Each Occurrence $1,000,000 and $2,000,000 Aggregate.Town of Enfield shall be named as an Additional Insured on a primary non-contributorybasis for ongoing and completed operations. Waiver of Subrogation to be provided.B. Auto Liability – Combined Single Limit $1,000,000 for all owned, hired, and non-ownedvehicles for property damage and liability. Proof of Inland Marine coverage. Town ofEnfield shall be named as an Additional Insured on a primary non-contributory basis.Waiver of Subrogation to be provided.C. Umbrella/Excess Liability - $5,000,000 per occurrence and $5,000,000 Aggregate. GeneralLiability, Auto Liability and Workers’ Compensation to be listed as underlying coverages.Umbrella/Excess Liability to follow form with respect to Additional Insured on a primarynon-contributory basis and Waiver of Subrogation.D. Workers’ Compensation - For all the employees employed on said Work shall bemaintained in accordance with Connecticut’s Workers’ Compensation Act. In case any classof employees engaged in hazardous Work under the contract at the site of the Work is notprotected under the Workers’ Compensation Act, the CONTRACTOR shall provide Workers’Compensation Insurance for the protection of its employees not otherwise protected.Waiver of Subrogation to be provided.E. A thirty (30) day Notice of Cancellation applies for the Town of Enfield.F. Exceptions to the Town’s Insurance requirements are subject to the sole discretion of theTown of Enfield.G. If any policy is written on a “Claims Made” basis, the policy must be continually renewedfor a minimum of two (2) years from the completion date of this contract. If the policy isreplaced and/or the retroactive date is changed, then the expiring policy must be endorsed3H. STANDARD INSTRUCTIONS TO PROPOSERS (continued)I. to extend the reporting period for claims for the policy in effect during the contract fortwo (2) years from the completion date.J. Where permitted by law, the Contractor shall defend, indemnify, and hold harmless theTown of Enfield and all of its officers, employees, and agents from all suits, actions, orclaims of any character, name, or description brought for or on account of any injury ordamage caused to any person or property as a result of, in connection with, or pursuant tothe performance of the Contractor, including all costs incurred by the Town of Enfield indefending itself against such claims or actions, in proportion to the extent that theContractor is held liable for same by an arbiter of competent jurisdiction. As much of anymoney that may be due to the Contractor under the Contract as the Town of Enfieldconsiders necessary for the purpose of such indemnification or holding the Town of Enfieldharmless may be retained for such use by the Town of Enfield; and the Contractor’s suretybonds may be held until such suit or suits, action or actions, claim or claims, as aforesaid,shall have been settled and until the Contractor has furnished to the Town of Enfieldsuitable evidence to that effect. Such indemnity shall not be limited by reason of anyinsurance coverage required under the Contract.9. PROPOSAL BONDProposers are required to furnish a proposal surety at the time the first proposal is opened inthe amount of five thousand ($5,000) dollars. The proposal surety should be in one of thefollowing three (3) forms: (a) a bank certified check, (b) a bank check, or (c) a surety companybond. The surety company must be authorized to write such surety bonds in the State ofConnecticut. Checks or bonds must be drawn to the order of "Town of Enfield, AttentionFinance Director".10. PERFORMANCE BOND AND PAYMENT BONDTo ensure the faithful execution of this proposal according to its provisions, the Contractorawarded this proposal must provide to the Town of Enfield, at the Contractor's expense, aperformance and payment bond in the amount of five thousand ($5,000) dollars. The bondsmust be issued by a company authorized to write such surety bonds in the State of Connecticut.The bonds shall be drawn to the order of the "Town of Enfield, Attention Finance Director",and delivered to the Town prior to commencement of work. On projects less than fiftythousand ($50,000) dollars the Contractor may substitute the performance bond (but not thepayment bond), for a bank certified check or a bank cashier's check in the amount of fivethousand ($5,000) dollars.11. GUARANTEEThe Proposer shall provide a one (1) year minimum guarantee for all work performed and allmaterials provided to the covered system(s). The Proposer shall provide the Town with awritten statement of guarantee for the covered systems. In addition, any product warrantyoffered by the manufacturer or distributor in excess of one (1) year shall be given to the Townby the Proposer at the time of substantial completion.4STANDARD INSTRUCTIONS TO PROPOSERS (continued)12. PERMITSThe Contractor is solely responsible for obtaining all required permits, obtaining all necessaryinspections and approvals and satisfying any and all fees. The Town will waive all Town ofEnfield fees for building permits and inspections.13. FAIR EMPLOYMENT PRACTICESThe Contractor agrees not to discriminate against any employee or applicant for employmentin the performance of this Contract's work with respect to hire, tenure, terms, conditions, orprivileges of employment due to race, sex, age, religion, national origin, or other conditionsproscribed by State or Federal law.14. CONTRACT PERIODIt is anticipated that the initial Contract period shall be from July 1, 2026, through June 30,2027. Subsequent one (1) year renewals, at the option of the Town of Enfield, may be availablefor two (2) additional years. Total contract period, including all options, shall not exceed thirty-six (36) months.15. STANDARD FORM OF CONTRACTUAL AGREEMENTThe Town of Enfield intends to enter into a contract with the successful vendor. The contractwill include and incorporate the provisions of this Request for Proposals including the StandardInstructions to Proposers, the Scope of Work and the successful vendor’s proposal. In the eventof any conflict between the Request for Proposals and the successful vendor’s proposaldocuments, the Request for Proposals shall prevail.16. AWARDING THE PROPOSALThe Town of Enfield reserves the right to accept or reject, any, all, or any part of proposals, towaive formalities or informalities and to make an award that is deemed to be in the bestinterests of the Town. It is the Town's policy not to award to those who owe Town of Enfieldprior year(s) property taxes. The "Proposal Awarded" date noticed in Section 2 entitled, KEYEVENT DATES, is the date the proposal is anticipated to be awarded. It is not a date certain.The lowest priced proposal is NOT the sole determining factor when awarding this proposal.17. MODIFICATIONS AND ADDENDAThe Town may, before or after proposal opening and in its sole discretion, clarify, modify,amend or terminate this RFP if the Town determines it is in the Town’s best interest. Any suchaction shall be effected by a posting on the Town’s website, www.enfield-ct.gov/bids.aspx.Each respondent is responsible for checking the Town’s website to determine if the Town hasissued any addenda and, if so, to complete its proposal in accordance with the RFP as modifiedby the addenda.NOTE:During the first thirty (30) days of the contract, the Town may terminate the contract forconvenience upon twenty-four (24) hours written notice to the Contractor.
