Description: ADVERTISEMENT FOR BIDS JOHNSON PROPERTY REMEDIATION City of Stanwood Sealed bids will be received by the Public Works Director at 10220 270th Street NW, Stanwood, Washington 98292, until 2:00 PM, May 12, 2026, and not later, and will then and there be opened and publicly read at that time for the construction of the following improvements: The work to be performed under these specifications consists of furnishing all labor, tools, materials, and equipment necessary for mobilization to the site; site preparation; excavation and disposal or recycling of soils contaminated with petroleum; excavation, removal, and disposal of a 300 gallon abandoned underground storage tank (UST); excavation, removal, and disposal of septic tank and attached lines within the excavation zone of the UST; excavation of overburden soils from areas of contaminated groundwater and stockpile for later use; as needed dewatering and treatment of water from excavation locations to improve excavation stability; mixing of bioremediation reagents into the 2-feet of soil at the bottom of the remediation locations; and backfilling the excavations with stockpiled overburden soils, salvaged soils, or approved import material and associated project restoration as shown on the Contract Plans, these Contract Provisions, and the Standard Specifications. The Engineer’s estimate (including Alternate 1) for this project is $280,000-$345,000. The time of completion (performance period) for this Project is 20 working days. It is recommended that Bidders “Register” to receive automatic email notification of future addenda and to place themselves on the “Self-Registered Bidders List.” Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Project Bid documents (Plans, Specifications, and Addenda) will also be available on the City of Stanwood’s website by going to https://www.stanwoodwa.org and checking on “Bid Opportunities”, under “Doing Business”. All bids shall be submitted on the prescribed Bid Forms and in the manner as stated in this advertisement and in the Project Manual and said bids shall be accompanied by a bid deposit in the form of a cashier's check, postal money order, or surety bond to the City of Stanwood in the amount of five percent (5%) of the total amount of the bid. If a surety bond is used, said bond shall be issued by a surety authorized and registered to issue said bonds in the State of Washington. The bond shall specify the surety's name, address, contact and phone number, and shall include a power of attorney appointing the signatory of the bond as the person authorized to execute it. Should the successful bidder fail to enter into the Contract and furnish satisfactory performance bond within the time stated in the Information for Bidders, the bid deposit shall be forfeited to the City of Stanwood. Faxed bids and/or surety bonds will not be accepted. Minority and women owned businesses shall be afforded full opportunity to submit bids in response to this invitation, shall not be discriminated against on the grounds of gender, race, color, age, national origin, or handicap in consideration of an award of any contract or subcontract, and shall be actively solicited for participation in this project by direct mailing of the invitation to bid to such businesses as have contacted the City for such notification. Further, all bidders are directed to solicit and consider minority and women owned businesses as potential subcontractors and material suppliers for this project. The City of Stanwood reserves the right to accept the bid that is in the best interest of the City, to postpone the acceptance of bids and the award of the Contract for a period not to exceed sixty (60) days, or to reject any and all bids received. Subject to the foregoing, the bid may be awarded to the lowest responsible bidder. When awarded the Contract, the successful bidder shall promptly execute the Contract and shall furnish a bond of faithful performance of the Contract in the full amount of the Contract price.
