This addendum forms a part of the Contract Documents and modifies the original

Bidding Documents as noted below. Acknowledge receipt of this addendum in the space

provided on the Bid Form. Failure to do so may subject the Bidder to disqualification.

GENERAL

Bid Opening Date has been changed from Thursday March 5, 2026 at 2:00 p.m. to

Tuesday March 10, 2026 at 3:30 p.m.

ADVERTISEMENT FOR BID:

The following changes are to be made:

1. Replace “Bids are due by 2:00 p.m. on Thursday, March 5, 2026”

With

“Bids are due by 3:30 p.m. on Tuesday, March 10, 2026”

2. Replace “Additional forms disclosing first tier subcontractors are due by 4:00

p.m.”

With

“Additional forms disclosing first tier subcontractors are due within two working

hours after the date and time of the deadline when bids are due.”

INVITATION TO BID:

The following changes are to be made:

1. Replace “The City of Roseburg will receive sealed bids or bids submitted via

email marked "Bid for Parrott Creek Culvert Replacement Project No. 25PW15"

until the hour of 2:00 p.m. on Thursday, March 5, 2026”

With

“The City of Roseburg will receive sealed bids or bids submitted via email marked

"Bid for Parrott Creek Culvert Replacement Project No. 25PW15" until the hour of

3:30 p.m. on Tuesday, March 10, 2026”

2. Replace “Any and all bids received after the 2:00 p.m. deadline for submission, or

for which the list of first-tier subcontractors has not been submitted by 4:00 p.m.

that same day, shall be considered nonresponsive and returned to the bidder.”

With

“Any and all bids received after the 3:30 p.m. deadline for submission, or for which

the list of first-tier subcontractors has not been submitted within two working hours

after the bid deadline and no later than 8:30 a.m. on Wednesday, March 11, 2026,

pursuant to ORS 279C.370, shall be considered nonresponsive and returned to

the bidder.”
