Description: General Information The City of Portland, Texas (“City”) hereby issues this Request for Qualifications (“RFQ”) for qualified engineering and consulting firms to provide technical advisory services related to the development, evaluation, and oversight of a public-private partnership (P3) for a proposed brackish groundwater desalination plant.
