Bridge to Practice grants support the implementation of the Science of Reading legislation, the 2025–2028 Early Literacy Plan, the Early Literacy Playbook, and the Delaware DOE Strategic Plan. The statewide strategic plan and early literacy plan provide direction, while the Early Literacy Playbook translates that direction into daily classroom practice.
• These are competitive grants.
• Projects will be evaluated via a rubric aligned to the Playbook’s Critical Moves by a review committee.
• Priority will be given to schools with practices and resources in their plan or proposal aligned with the Early Literacy Playbook’s Critical Moves (pp. 12–13), including adopted HQIM aligned to the Science of Reading, protected daily foundational skills and knowledge-building literacy blocks, structures for weekly collaborative planning, teacher coaching and professional learning, systems for using assessments to identify student needs early and effectively, and aligned opportunities to build the capacity of district and school leadership alongside teachers.
• All LEAs can apply, with additional prioritization given to systems with schools identified for school improvement (TSI/CSI) based on connections to their approved school improvement plan.
• Stipends are an eligible use of funds for successful completion of LETRS Volume 1 and/or LETRS Volume 2 as well as AIM Pathways to Proficient Reading. Stipends may also be used for successful completion of LETRS or AIM Facilitator Training (range of $1,200–$1,500), recognizing the hours required to complete training outside the classroom day. Justification is required based on the amount proposed.
Per Delaware HB 225 of the 153rd General Assembly, Section 369: Funds shall be used to support evidence-based literacy programming for students in pre-kindergarten through third grade. Funding priority shall be given to schools with the lowest levels of literacy proficiency, and/or which have been designated for TSI or CSI. The Department shall submit a report by April 1 summarizing programs funded, services offered, number served, and data demonstrating impact.
