REQUEST FOR SEALED BIDProvide labor, material, and equipment to paint the interior of the Bedford TownshipBranch Library, 8575 Jackman Road, Temperance, MI 48182 in three phases over aperiod of three years.Bids should be marked “Paint the Bedford Branch Library” and will be accepted during regular businesshours 8-5 daily at the Bedford Township Government Center located at 8100 Jackman Road, Temperance,MI 48182. They can be hand delivered or delivered by courier/mail to:Bedford Township Government CenterAttention: Trudy Hershberger, Clerk8100 Jackman RoadTemperance, MI 48182Bids must be received no later than Friday December 12th, 2025 at 4:00 PM at the Clerks Office. Bidproposals received after this time will not be considered or accepted. Oral, telephone, fax or electronicmail bids are invalid and will not receive consideration. Bids will be opened by the Clerk’s Office at theirearliest convenience and may not be opened immediately following the bid deadlineAll bidders must provide familial disclosure in compliance with MCL 380.1267 and attach thisinformation to the bid proposal. The bid proposal will be accompanied by a sworn and notarizedstatement disclosing any familial relationship that exists between the owner or any employee of the bidderand any member of the Bedford Township Board or employee of the Monroe County Library System.All bids will remain firm for a period, at minimum, of 60 days.The Bedford Township Board of Trustees reserves the right to accept or reject any or all bids, to awardthe contract to other than the low bidder; to waive any irregularities and/or informalities; and in general,to make awards in any manner deemed to be in the best interest of the Township.To set up an appointment to view the area, please call the Bedford Branch Library asking for JodiRuss at 734-847-6747 or Chase Lindecker at 734-224-7322.Examination of Specifications, and site is to be done by each bidder. Each Bidder is to thoroughlyexamine the work site and be familiar with the specification and do their own measurements. The failureor omission of any bidder is to do the above shall in no way relieve the bidder from any obligation withrespect their bid. By submitting a bid, the Bidder agrees and warrants that he/she has done the above. Noclaim for additional compensation will be considered or paid to the Contractor due to Bidder's failure toexamine the site. If unforeseen issues should occur from the original scope of work that would be deemedan extra, that will be brought forth to the Bedford Township Board of Trustees for necessary approvals.All bids will contain the proposed completion date for the project. Bidder needs to have general liabilityinsurance, workmen's compensation insurance and provide certificates to the Clerk's office. Product Data: For each type of product include preparation requirements and applicationinstructions.22. Indicate VOC content.3. Sustainable Design Submittals:a. “Product Data” Subparagraph below applies to LEED 2009 NC, CI, and CS.Coordinate with requirements for paints and coatings.b. Product Data for LEED 2009 Credit EQ 4.2: For paints and coatings, showing printedstatement of VOC content.4. Laboratory Test Reports:a. For paints and coatings, indicating compliance with LEED 2009 Credit EQ 4.2requirements for low-emitting materials.b. Label each Sample for location and application area.5. Product List: For each product indicated, include the following:a. Cross-reference to paint system and locations of application areas. Use samedesignations indicated on Drawings and in schedules.b. Indicate VOC content.1.3 CLOSEOUT SUBMITTALS1. Maintenance Manual: Provide painting maintenance manual including area summary withfinish schedule, area detail designating location where each product/color/finish was used,product data pages, material safety data sheets, care and cleaning instructions, touch-upprocedures, and color samples of each color and finish used.1.4 MAINTENANCE MATERIAL SUBMITTALS1. Finish extra materials that match products installed and that are packaged with protectivecovering for storage and identified with labels describing contents.2. Paint: One gallon of each material and color applied marked with Color number and locationsused.1.5 QUALITY ASSURANCE1. Applicator Qualifications: A firm and individuals experienced in applying paints and coatingssimilar in material, design and to the extent indicated for this project. A Firm and individualswhose work has resulted in application with a record of successful in-service performance.2. Apply a three foot by three foot splotch of each paint system and color at locations selected bythe owner.1.6 DELIVERY, STORAGE, AND HANDLING1. Delivery and Handling: Deliver products to Project site in an undamaged condition inmanufacturer’s original sealed containers, complete with labels and instructions for handling,sorting, unpacking, protecting, and installing. Packaging shall bear the manufacturer’s labelwith the following information:a. Product name and type (description).b. Batch date.3c. Color number.d. VOC content.e. Environmental handling requirements.f. Surface preparation requirements.g. Application instructions.2. Store materials not in use in tightly covered containers in well-ventilated areas with ambienttemperatures continuously maintained at not less than 50 degrees.3. Maintain containers in clean condition, free of foreign materials and residue.4. Remove rags and waste from the facility daily.5. If necessary, insert special requirements for fire protection, heating, ventilation, and otherconditions for storage areas on-site.1.7 FIELD CONDITIONS1. Apply paints only when temperature of surfaces to be painted and ambient air temperatures arebetween 50 and 90 degrees.2. Do not apply paints when relative humidity exceeds 85 percent; at temperatures less than 5degrees above the dewpoint; or to damp or wet surfaces.3. Lead Paint: it is not expected that lead paint will be encountered in the work as the buildingwas built in 2004.PART 2 – PRODUCTS2.1 MANUFACTURERS1. Sherwin-Williams or equal2. Comparable Products: Comparable products of approved manufacturers will be consideredincluding the following:a. Products are approved by manufacturer in writing for application specified.b. Products meet performance and physical characteristics of basis of design productincluding published ratio of solids by volume, plus or minus two percent.3. All paint materials will come from a single source and from a single listed manufacturer.4. Manufacturers listed color schedule are for color reference only and do not indicate priorapproval.2.2 PAINT, GENERAL1. Definitions: Standard coating terms defined in ASTM D 16 apply.a. Flat refers to a lusterless or matte finish with a gloss range below 15 when measured atan 85-degree meter.b. Eggshell refers to a low-sheen finish with a gloss range between 20 and 35 whenmeasured at a 60-degree meter.c. Semi-gloss refers to a medium-sheen finish with a gloss range between 35 and 70 whenmeasured at a 60-degree meter.4d. Full gloss refers to a high-sheen finish with a gloss range more than 70 and 35 whenmeasured at a 60-degree meter.2. Material Compatibility:a. Provide materials for use within each paint system that are compatible with one anotherand substrates indicated, under conditions of service and application as demonstratedby manufacturer, based on testing and field experience.b. For each coat in a paint system, provide products recommended in writing bymanufacturers of topcoat for use in paint system and on substrate indicated.3. VOC Content:a. For interior paints applied the following VOC limits exclusive of colorants added to atint base, when calculated according to 40 CFR 59, Subpart D (EPA)b. Flat Paints and Coatings: 50 g/L.c. Non-flat Paints and Coatings: 150 g/L.d. Primers, Sealers, and Undercoaters: 200 g/L4. Colors: See the paint schedule for colors.PART 3 – EXECUTION3.1 EXAMINATION1. The library facility will be in service during the execution of this project. Limited areas willneed to be isolated from the public. Performance outside business hours is recommended.2. The painter will work with and provide a schedule to coordinate book removal andreinstallation with library personnel.3. Examine existing surfaces and conditions. Patch any and all surface imperfections in order toprovide a smooth and uniform painted surface.4. Report, in writing, conditions that may affect application, appearance, or performance of paint.5. The project intent is to paint over all the painted surfaces in the library in a rotation tocomplete the entire building once every five years.3.2 PREPARATION1. Comply with manufacturer’s written instructions and recommendations in “MPI Manual”applicable to substrates indicated.2. Remove hardware, covers, plates, bookshelves and similar items already in place that areremovable and are not to be painted. If removal is impractical or impossible because of size orweight of item, provide surface-applied protection before surface preparation and painting.3. All books on shelves attached to walls shall be removed by library personnel.4. All shelving shall be removed by the painter, marked and returned to the original location.The shelf support tracks shall be covered and protected before surface preparation andpainting.5. After completing painting operations reinstall items that were removed. Remove surface-applied protection if any.5
