INVITATION FOR BIDS
FOR
WORK ORDER 366
SCHOOL ZONE FLASHERS
FOR
CITY OF LAKE OSWEGO
LAKE OSWEGO, OREGON


Bid Closing Time: 2:00 p.m., local time, Tuesday, June 24, 2025


SCOPE OF WORK: Removing 4 existing school flasher systems (pole, foundation, control box, signs, junction boxes, wires and flashers) and installing 6 new school zone flasher systems (poles, signs, foundations, flashers, cables, wires, control boxes, cellular controller, junctions boxes, conduits, pull tape, grounding rods, cabinet). Install tree fencing and erosion control measures as required by permit. Tree Removal and landscape restoration. Use Temporary traffic control measures as approved in traffic control permit. Coordinate with PGE service energization. See plan sheet for which conduits need to be HDD installed. See Bid Form and contract plans and specifications for all Work.

COMPLETION: Project Substantial Completion shall be November 07, 2025 and Project Final Completion shall be December 02, 2025. See contract documents for additional project milestones.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the David-Bacon Act – 40 U.S.C. 3141 to 3148.

HOW TO SUBMIT A BID: Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. To submit electronic (PDF) bids, a bidder must accurately complete the required fields and upload bid forms at:

Once submitted, the Bidder will receive an automated email confirmation. Bidder may also verify receipt by phone: 503.675.2533. Bids will not be accepted after the Bid closing time. Bidders are encouraged to submit bids early.


Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.


BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, June 24, 2025. The Bid Opening will be accessible to the public online or telephone conference. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference. Interested bidders may attend by:

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.


Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:00 pm local time on the date for the receipt of Bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.


QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted through the project bid site no later than seven (7) days prior to Bid Closing Time. Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
