Bid Title: Geotechnical, Coastal Engineering, and Environmental Health Peer Review Services
Category: Professional Consulting Status: Open Description: The City of Malibu is seeking proposals from highly qualified and experienced consulting firms to provide comprehensive peer review services across multiple technical disciplines. The selected firm will be responsible for conducting independent, expert evaluations of studies, reports, plans, and related technical materials submitted to the City. Areas of required expertise include Engineering Geology, Geotechnical Engineering, Coastal Engineering, and Environmental Health.
NOTE: Qualified consulting firms are invited to submit proposals for either the full scope of services or for specific components thereof. Proposals must clearly indicate the services being proposed and ensure that this is accurately reflected in both the Scope of Work and the Cost Proposal. Work in each category may be contracted for separately and a contract award in one category does not guarantee a contract award in another category. As the selected firm will function as an extension of City staff, the City expects the highest standards of professionalism, transparency, and customer service in all interactions and deliverables.

Areas of required expertise include Engineering Geology,Geotechnical Engineering, Coastal Engineering, and Environmental Health.The purpose of these services is to ensure that all submitted documents meet applicableprofessional standards, comply with City and regulatory requirements, and provide accurate,reliable information to support decision-making. The City is looking for a firm withdemonstrated technical proficiency, strong professional credentials, and a proven track recordof delivering objective, high-quality peer review services for public agencies.The selected consultant will work collaboratively with City staff, respond to technicalinquiries, provide written and verbal assessments, and recommend revisions or additionalwork as necessary to ensure the adequacy and completeness of submitted materials. Firmswith multidisciplinary capabilities or established partnerships across these disciplines areencouraged to apply.Qualified consulting firms are invited to submit proposals for either the full scope of servicesor for specific components thereof. Scope of Work: The Scope of Work, as may be modified through negotiation and/or bywritten addendum, will be made a part of the Agreement. Through this RFP, it is specificallyintended to procure the following services:Geotechnical:1. Review and evaluate engineering geology and geotechnical engineering reports. Reviewsshall be performed with reference to the City’s “Guidelines for the Preparation ofEngineering Geologic and Geotechnical Engineering Reports & Procedures for ReportSubmittal.” Provide City staff with specific recommendations regarding the acceptabilityof such reports and provide detailed review comments to bring the report in compliancewith City requirements.2. Review foundation and grading plans for proposed development projects to ensurecompliance with applicable geotechnical recommendations.3. Review “As-Built” geotechnical engineering and geological reports foradequacy/completeness.4. Provide field observation and recommendations as to adequacy/completeness duringgrading or during other geotechnical aspects of construction projects, as requested by theCity. Review field testing procedures being implemented by the developer’s geotechnicalconsultant, as requested by the City.5. Assist City staff in processing excavation permits for geotechnical consultants to performsubsurface exploration on properties in the City as part of the geotechnical investigation.6. Review geological/geotechnical section of various Environmental Impact Reports (EIR)and Specific Plans for adequacy/completeness as requested by the CommunityDevelopment Department, Planning Division.7. Maintain the City’s Geotechnical Guidelines, as appropriate, to maintain conformancewith latest state regulations, laws, and acceptable engineering geological andgeotechnical engineering practices. This shall be done with each code cycle in addition toCity codes and ordinances.8. Peer review to verify geotechnical adequacy, compliance with code and regulatoryrequirements, and to support complex projects.9. Hold routine office hours at City Hall, including over-the-counter services for projectreviews at the Public Counter Monday-Friday (8:00 AM-4:00 PM). Time and days forsuch services will be mutually agreed upon with the City and Consultant.Coastal Engineering:1. Review and evaluate coastal engineering reports. Reviews shall be performed withreference to the City’s “Guidelines for the Preparation of Coastal Engineering Reports.”Provide City staff with recommendations as to the acceptability of such reports andprovide detailed review comments to bring the report in compliance with Cityrequirements.2. Maintain the City’s Coastal Engineering Guidelines, as appropriate, to maintainconformance with standards of practice and applicable City and State codes andordinances. This shall be done with each code cycle in addition to City codes andordinances.3. Provide monitoring, maintenance, data review, evaluation, database maintenance, capitalimprovements, reporting and regulatory compliance, annual public hearing, emergencyservices and project administration.4. Provide 24-hour on-call emergency response services as necessary to evaluate existing orpending geological hazards (or damages resulting therefrom) to public or privateproperty, including earthquakes, landslides, mud/debris flows, flooding, fires and anyother natural hazards. When requested, provide recommendations to the Building Officialregarding the necessity for yellow-tagging or red-tagging structures threatened bygeological hazards.5. Hold routine office hours at City Hall, including over-the-counter services for projectreviews at the Public Counter Monday-Friday (8:00 AM-4:00 PM).Environmental Health:1. Review and evaluate environmental health project submittals in accordance with Cityrequirements. Provide City staff with recommendations as to the acceptability of suchreports and provide detailed review comments to bring the report in compliance with Cityrequirements.2. Perform conformance reviews and plan check of conventional and alternative onsitewastewater treatment systems (a.k.a., private sewage disposal systems). Evaluate landdevelopment projects with respect to compatibility with existing onsite wastewatersystems’ capacity and layout.3. Peer Review of Environmental Site Assessments and Hazardous Materials Issues.4. Review compliance with local, state, and federal environmental health laws; providerecommended mitigation measures.5. Facilitate or attend public meetings on an as-needed basis and incorporate communityfeedback into an assessment.6. Hold routine office hours at City Hall, including over-the-counter services for projectreviews at the Public Counter Monday-Friday (8:00 AM-4:00 PM). Time and days forsuch services will be mutually agreed upon with the City and Consultant.General Requirements:1. Operate with full transparency and accountability in all aspects of its work for the City ofMalibu including:• Conduct all reviews in accordance with City-adopted code and standards• Maintain clear and comprehensive records of methodologies, assumptions, datasources, and findings used in preparing technical reviews or recommendations.• Provide all written reports, correspondence, and fee schedules in a transparent andreproducible format subject to City oversight and public disclosure under theCalifornia Public Records Act.• Ensure that all fees, review timelines, and decision-making processes are fullydocumented and consistent with the City’s established guidelines.• Communicate findings and decisions with professionalism and clarity, reinforcingthat the City retains all final decision-making authority.2. Provide exceptional customer service to answer various questions at the Public Counterrelated to the development process, project review status updates, and the relevant local,state, or federal requirements.3. Maintain one (1) individual as the contact for all communication with the City.4. Coordinate with outside agencies and City departments involved as part of thedevelopment review process.5. Project review services shall be completed utilizing the City’s adopted plan reviewsoftware (e.g., Bluebeam Studios) to, for example, markup plans with corrections andredlines and/or coordinate with other internal departments.6. Provide personnel with all necessary materials, resources, and training to conductreviews, including a current copy of applicable City amendments, policies, procedures,and forms.7. Provide the applicant designee and the City a list of items needing clarification or changeto achieve conformance with all State, Federal, and local regulations.8. Plan approval shall not be recommended to the City until all code compliance issues areresolved to the best of the applicant’s knowledge, and all requirements of the City havebeen satisfied.9. Receive final review and approval by the City on all Code interpretations.Perform services within ten (10) business days upon receipt notification that a review hasbeen authorized. *Due to the Permit Streamlining Act, calendar days shall apply toplanning application reviews. Review letters for rebuild applications shall be within 10calendar days.10. Provide administrative personnel to support project intake and tracking related toGeotechnical, Coastal Engineering, and Environmental Health reviews.11. Respond within one (1) business day to questions from the City.
