Article I. Executive Summary and Exhibits
1.1 Executive Summary
The City of Hutto is soliciting a competitive sealed proposal is soliciting sealed
proposals from qualified contractors to provide all labor, materials, tools, equipment,
and supervision necessary to perform water utility meter change-outs throughout the
City.
The selected contractor will be responsible for:
•Removal of existing water meters (sizes 5/8” and 3/4”).
• Installation of new water meters provided by the city.
•Verification of proper meter operation and leak detection.
•Recording of meter serial numbers, and GPS location.
•Coordination with the City’s Utility Billing Department to ensure accurate
customer account updates.
• Providing all traffic control, safety procedures, and restoration of disturbed
areas (e.g., landscaping, pavement, curbs).
• Proper disposal of removed meters, in accordance with City direction.
• Adherence to all applicable OSHA, TCEQ, and City safety standards.
The City of Hutto will consider proposals from business entities that demonstrate the
ability to complete the Project within the guidelines of this solicitation, following all
applicable federal, state, and local rules, laws, and regulations and the terms and
conditions contained in Exhibit B. Respondent must execute Exhibit A and complete
other items listed on the Submission Checklist to be considered for award.

The dates provided represent a tentative schedule of events related to this solicitation.
The City of Hutto reserves the right to modify these dates before the deadline for
submission of Solicitation Responses upon notice being posted on the City website and
its Vendor Connection website, Bonfire.

website. It is the sole responsibility of the Respondent to check for Addenda.
Respondents are expected to examine all documents that make up this
solicitation. Respondents shall promptly notify the City of any omission,
ambiguity, inconsistency, or error they may discover upon reviewing the
solicitation. The City assumes no responsibility for errors or misrepresentation
that result from the use of incomplete submissions.
