Any questions submitted after the deadline shall be rejected.All questions will be answered in the form of an addendum.1.3 Proposal Submission:To be considered, all proposals must be submitted in the manner set forth in the RFP. It is theResponder’s responsibility to ensure that its/their proposal arrives on or before the specifiedtime. Proposers shall provide one (1) hard copy in a SEALED envelope clearly marked withthe Proposal Number, and one (1) PDF electronic copy sent via email to the PurchasingRepresentative, Nicole Supan at nsupan@cityofventura.ca.gov. If discrepancies are foundbetween the hard copy and the PDF, the hard copy will provide the basis for resolving suchdiscrepancies. Proposalspostmarked prior to submittal deadline, but received after the deadline, will be returned.1.4 Elevated Consultant InterviewsThe City may elect, at its option, to elevate the most qualified firms to an interview phase.1.5 Proposal Format:Proposals must be submitted in the format described in the Proposal Format andRequirements Section No. 3.2. Proposals must be complete in all respects as required in theProposal Format and Requirements Section. Proposals are to be prepared in such a way asto provide a straightforward, concise description of capabilities to satisfy the requirements ofthe RFP. Expensive binding, colored displays, promotional materials, etc., are not necessaryor desired. Emphasis should be concentrated on conformance to the RFP instructions,responsiveness to the RFP requirements, and on completeness and clarity of content. Aproposal may not be considered if it is conditional or incomplete.3 of 16RFP No. P-130000867 Olivas Links Golf CoursePermanent Structure Design1.6 Insurance Requirements:Successful firm shall provide insurance as noted in Exhibit “D” of Attachment “B” ProfessionalServices Agreement.1.7 Agreement Prices:At any time during the course of this anticipated contract the City may alter the Scope of Work,making changes to the assignments and times indicated, and/or adding or deletingassignments as deemed necessary. The City and firm will negotiate changes to the contractpricing accordingly.Unless otherwise stated, prices are maximum for the term of the Contract. Price adjustments,if allowed under this Contract, must be requested in writing and accompanied by the requiredinformation to substantiate the request for price adjustment, as set forth in the Contract. Noprice adjustment allowable under this Contract will be granted retroactively. The CITY mustalso be given the benefit of any decline in prices. If any price increase is granted by the CITY,the increase shall not be greater than the Consumer Price Index (CPI) of the current year.1.8 Professional Services Agreement:A copy of the City of Ventura’s Professional Services Agreement, Attachment “B” is includedherein, as it will be the document executed into a final contract between the City and theawarded Consultant. You do not have to return Attachment “B” with your proposal submission;the sample Professional Services Agreement is provided for reference only and does not haveto be returned with the bid.1.9 Subcontracting:No Subcontracting any portion of Consultant’s duties under this agreement without priorwritten consent of the City.1.10 Communication with City Staff or Elected City Representatives:Any communication with City staff or City Elected Representatives, except for the Purchasingand Contracts Division, regarding this RFP is prohibited. SCOPE OF SERVICES2.1 IntroductionThe City of San Buenaventura (Ventura) is a coastal community located just north of Los AngelesCounty and south of Santa Barbara County and is frequently considered one of America’s mostdesirable places to live. The City is a full-service municipality, providing police and fire services,parks and recreation, public works, and community development in addition to water treatmentand distribution, storm water processing, and wastewater management. The City employs nearly700 employees, boasts a population of 110,000 residents within its 32 square miles whichincludes 32 parks and historic sites, and more than 800 acres of open green space. The Cityoperates under its own charter with the City Council/City Manager form of governmentcomprised of seven members elected by district for terms of four years. The City Council hirestwo of the principal officials of the City, the City Manager and the City Attorney.2.2 Project Overview and DescriptionThe City of San Buenaventura (City) owns the Olivas Links Golf Course property located in thesoutheastern portion of the City. The property is in an industrial area and is adjacent to SantaClara River.In 2001, a complete Golf Course redesign and construction project was initiated using a links-oriented format to take advantage of natural sandy soil, few trees, frequent winds, thick grass,and plentiful bunkers. Permanent structures were retired and demolished to accommodate theredesign. Intentions were to site future replacement structures on the northeast parcel corner toshare parking with the Olivas Adobe facility. Temporary leased modular structures providedinitial restroom and office capability as a bridge to permanent structures. Golf Cart storage andcharging are facilitated in a makeshift structure adjacent to the maintenance facility near the“mushroom farm”. There is also a fueling station in the vicinity. There have been no noticeableupgrades, modifications, or improvements to address asset depreciation, obsolescence, or toreplace temporary facilities with permanent ones. (See Figure 1: Vicinity Map).A recently updated 2017 Golf System Evaluation report outlines three potential configurationsfor a “clubhouse” at Olivas Links, seating 60, 120, and 250 respectively. When the indirectbenefits of a new clubhouse (beneficial impact on tournaments and public play) are considered,a modest size clubhouse may be supportable. Even with indirect benefits, a large full-serviceclubhouse with extensive banquet facilities at Olivas Links is not considered supportable.The City is requesting proposals from qualified professionals to identify optimal permanentstructure site locations and provide design elements that incorporate flood plain mitigations,enhance physical security, and also improve both the general public and golf course userexperience and patronage.5 of 16
