Greene Street, Greenville, NorthCarolina 27834 until 2:00 pm (EST) on the day of opening. Bids submitted in a fax or e-mailin response to this Invitation for Bids will not be acceptable. Late Bids will not beconsidered.2.0 STANDARD FORMS REQUIREDEach bidder must submit a proposal on the enclosed bid forms. The bid must be signed byan authorized official of the firm. Return only the attached Proposal Form. Do not returnthe Advertisement for Bids, Instructions to Bidders or Specifications.3.0 PREPARATION OF BIDBids must be in sealed envelopes clearly marked on the outside with the name of the bid andthe bid opening date and time. Bid shall be addressed to PROCUREMENT MANAGER,GREENVILLE UTILITIES COMMISSION, 401 S. GREENE STREET, GREENVILLE, NORTHCAROLINA 27834.4.0 TIME FOR OPENING BIDSBids will be opened promptly and read at the hour and on the date set forth in the advertisementin the Office of the Procurement Manager, Greenville Utilities Main Office, 401 S. Greene Street,Greenville, North Carolina.5.0 DEPOSITA deposit is NOT required for this bid.6.0 NC SALES TAXDo not include NC sales taxes in bid figure; however, Greenville Utilities Commission (GUC)does pay sales tax. Sales tax should be added to the invoice as a separate item.7.0 FEDERAL EXCISE TAXGUC is exempt from Federal Excise Tax and will issue a Federal Exemption Certificate uponrequest to the successful bidder.Page 2 of 218.0 EXCEPTIONS TO BE CLEARLY STATEDIf bid is not in strict accordance with Section II, “Specifications,” bidder must list or note allexceptions on the Request for Proposal Form, otherwise, it is fully understood that thesuccessful bidder will furnish equipment and/or materials exactly as specified. GUC reservesthe right to accept or reject bids with noted minor deviations from specifications and todetermine the lowest and best responsible bid from the standpoint of quality, performance, andprice.9.0 EVALUATION AND AWARD OF BIDSGUC reserves the right to reject any and all bids, to waive any and all informalities, and todisregard all nonconforming or conditional bids or counter proposals. In evaluating bids, GUCshall consider whether the bids comply with the prescribed requirements, plus all alternates oroptions requested. GUC reserves the right to include or exclude any option or alternative inGUC’s opinion is in GUC’s best interests. If a bid is to be awarded, it will be awarded to thelowest responsible bidder whose evaluation by GUC indicates that the award will be in GUC’sbest interests. Only firm prices will be considered for award of this bid.10.0 PROMPT PAYMENT DISCOUNTSBidders are urged to compute all discounts into the price offered. If a prompt payment discountis offered, it may be considered in the award of the contract.11.0 NUMERICAL ERRORSIn the case of a discrepancy between a unit price and the extension (the unit price multiplied bythe number of units), the unit price governs. In the case where numerical bids are stated both innumbers and in words, the words govern.12.0 BID WITHDRAWALA bidder must notify GUC in writing of its request to withdraw a bid within seventy-two (72)hours after the bid opening, not including Saturdays, Sundays, or holidays. In order to justifywithdrawal, the bidder must demonstrate that a substantial error exists and that the bid wassubmitted in good faith.13.0 MINORITY BUSINESS PARTICIPATION PROGRAMGUC has adopted an Affirmative Action and Minority and Women Business Enterprise Plan(M/WBE) Program. Firms submitting a proposal are attesting that they also have takenaffirmative action to ensure equality of opportunity in all aspects of employment, and to utilizeM/WBE suppliers of materials and/or labor.14.0 QUANTITIESQuantities specified are only estimates of GUC’s requirements. GUC reserves the right topurchase more or less than the stated quantities at prices indicated in the submitted ProposalForm based on our actual needs.Page 3 of 2115.0 DELIVERYShipments will be made only upon individual releases from a blanket purchase order issued byGUC in accordance with GUC’s current needs. Time is of the essence with respect to alldeliveries under this Agreement.Delivery of all equipment, materials, or supplies shall be made Free on Board (FOB) GUCWarehouse, 701 Utility Way, Greenville, North Carolina 27834, unless otherwise specified. Theagreed price for such equipment, materials, or supplies shall include all costs of delivery andownership, and risks of loss shall not be transferred from Provider to GUC until express writtenacceptance of delivery and inspection by GUC. Delivery hours are between 8:00 AM and 4:30PM Monday-Friday only. GUC’s purchase order number is to be shown on the packing slipor any related documents. GUC reserves the right to refuse or return any delivery with nopurchase order number or which is damaged. GUC will not be charged a restocking fee for anydelivery which is refused or returned.16.0 DELIVERY TIMEDelivery time is to be stated and will be considered in the evaluation of bids. Failure by thesuccessful bidder to meet quoted delivery shall be interpreted as non-compliance with thesespecifications and may be deemed sufficient cause for removal of the manufacturer and/ordistributor from our lists as acceptable manufacturers or bidders.17.0 MANUFACTURERBidder is to specify the manufacturer of materials being quoted. Questions should bereceived by or before January 29, 2026 end of business day.19.0 TERMS AND CONDITIONSThe attached Terms and Conditions apply to all purchases made by Greenville UtilitiesCommission (GUC) and must be considered as part of the bid proposal.[Balance of page left blank intentionally]Page 4 of 21SECTION IIGREENVILLE UTILITIES COMMISSIONSPECIFICATIONS FOR RECOATING OF METER/REGULATOR PIPINGFEBRUARY 5, 2026The Greenville Utilities Commission (GUC) is requesting Bids from qualified paintingcompanies for furnishing labor, equipment and materials for sandblasting and coating naturalgas metering stations located in Greenville, NC.Work will meet or exceed current specifications for applying coatings on natural gas pipelinemetering stations in inland and coastal areas and as follows:• Cover stoned area to allow for encapsulation and disposal of sandblast sand.• Cover fencing to protect from sandblasting and paint overspray.• Cover and protect valve shafts/seals and relief on valve flow indicator.• Protect valve vents located on top of indicator on all wheel valves from sand and paint.• Furnish and erect tent over work area to protect coatings from condensation duringcuring.• Block pipe and remove existing support stands to allow for sandblasting and coating ofstands and pipe. Replace stands when completed and level station.• Apply protective tape over identification tags to prevent damage duringsandblasting/coating.• Sandblast to NACE No. 1/SSPC-SP 5 White Metal Blast Cleaning specifications.• Remove stone and soil from riser pipes and valve operators to allow for extra coatingprotection to be applied at air to soil interface area.• After blasting and painting is completed, apply Tapecoat H35 over existing epoxycoating for extra protection on riser pipes. Apply wrap from 12 inches below air to soilinterface area to 12 inches above top of stone.• Prime with 4 mils Sherwin Williams Zinc Clad 4100 Organic Zinc-rich three-part epoxy.• Intermediate coat: apply 8 mils Sherwin Williams Macropoxy 646 two-part marineepoxy.• Finish coat: apply 5 mils Sherwin Williams Acrolon Ultra High Performance two-partmarine polyurethane with UV additive in ANSI 49 PNG gray.• Replace Acrolon Ultra finish with Sher-Loxane 800 two-part polysiloxane for enhanceddurability where piping is subject to continuous heavy condensation.• Seal flanges with Trenton Innercoat Flange-Fill and overcoat with Chase TapecoatH35.• Rake stone, dispose of spent sandblast sand and clean site, leaving no trace of sandor paint.Page 5 of 21
