REQUEST FOR QUALIFICATIONS
#2026-47-01-01 RENOVATION DESIGN SERVICES FOR THE MANSFIELD
WELCOME CENTER AND FACILITIES AT GEYER COMMONS
OVERVIEW: The City of Mansfield, Texas (the “City”), is soliciting Statements of Qualifications
(SOQs) from experienced and qualified firms to provide design-build services to support the Mansfield
Welcome Center and Facilities at Geyer Commons (RFQ #2026-47-01-01). This is a
qualifications-based solicitation; cost proposals are not to be submitted and will not be considered as
part of the evaluation process. This procurement will follow all applicable local, state, and federal
regulations governing qualifications-based selection, including compliance with Texas Government
Code Chapter 2254, where applicable. The SOQs should demonstrate that respondents have experience
with and are qualified to design and provide construction administration services for a phased capital
renovation plan for administration offices, function and pre-function areas, and historically significant
facilities.
SUBMISSION DEADLINE: To be considered, four (4) hard copies and one (1) electronic version
(Acrobat PDF format-one file only/USB Flash Drive) of the SOQs are to be submitted to the City
Secretary’s Office, City Hall, 1200 E Broad, Mansfield, Texas 76063, before Tuesday, June 23, 2026,
at 2:00 p.m. SOQs must be signed by a duly authorized official of the Firm’s/Consultant's organization.
Sealed SOQs should be addressed to:

and Facilities at Geyer Commons” printed on the envelope.
SOQs will be accepted in person by the United States Postal Service, by the United Parcel Service, or by
a private courier service. Oral communication, telephone, electronic mail, telegraphic transmission, or
facsimile transmission will not be acceptable submissions.
Any SOQ received after the date and hour specified will be rejected and returned unopened to the firm.
The City reserves the right to postpone the date and time for opening SOQs through an addendum.
SOQs may be withdrawn prior to the above-scheduled time set for closing of RFQs. No SOQ may be
withdrawn for a period of ninety (90) days after the time and submission of said SOQ. A respondent
may modify or withdraw the SOQ at any time prior to the submission deadline by a written request,
signed by the same person who signed the original SOQ. Failure to manually sign the SOQ will
disqualify it.
NON-COLLUSION: By signed submission, firms certify that their SOQ is not the result of, or affected
by, any unlawful act of collusion with any other person or company engaged in the same line of business
or commerce, or any other fraudulent act punishable under Texas or United States Law.
DISCLOSURE OF CONFLICTS OF INTEREST: Chapter 176 of the Texas Local Government

Code requires entities seeking to contract and/or contracting with local government entities, such as
cities, for the sale of goods or services, and their agents, to complete, sign, and file a Disclosure of
Interests form. If the Firm has a business relationship with the City or with a City Official, the name of
the City contact or City Official must be disclosed on the enclosed form. If the Firm or a principal of
the Firm has no business relationship with the City or a City Official, write/type in “none” in the
form and write/type in the name of the Firm and the person acting for the Firm and sign the Form. A
blank Disclosure of Interests Form is enclosed and should be completed, signed, and submitted with
your SOQ. If you are not sure how to fill in the form, contact your attorney for advice.
NON-DISCRIMINATION: By signed submission, firms certify they will not discriminate against any
employee or applicant because of race, color, religion, sex, handicap, familial status, national origin,
sexual orientation, or gender identity in employment or the provision of services for the duration of the
Contract. Further, the City prohibits retaliation against a person who files a complaint of discrimination,
participates in an Office of Federal Contract Compliance Programs (OFCCP) proceeding, or otherwise
opposes discrimination under Federal law.
DEBARRED/SUSPENDED: Firms that are debarred, suspended, or otherwise excluded from or
ineligible for participation in federal assistance programs may not undertake any activity in part or in
full under this project.
PROOF OF FINANCIAL AND BUSINESS CAPABILITY: Firms must, upon request, furnish
satisfactory evidence of their ability to furnish products or services in accordance with the terms and
conditions of these specifications.
FIRM DEFAULT: The City of Mansfield reserves the right, in case of firm default, to procure the
articles of services from other sources and hold the defaulting firm responsible for any excess costs
occasioned thereby.
CANCELLATION OF PROCUREMENT: The City of Mansfield reserves the right to cancel the
procurement at any time for any reason before the Contract is fully executed and approved on behalf of
the City.
AVAILABILITY OF FUNDS / NON-APPROPRIATION: This procurement is subject to the
availability of funding. The City’s obligation hereunder is contingent upon the availability of
appropriated funds from which payment for the Contract purposes can be made. No legal liability on the
part of the City for any payment shall arise until funds are made available to the Contracting Officer for
this Contract and until the Contractor receives notice of such availability, to be confirmed in writing by
the Contracting Officer. Any award of Contract hereunder will be conditioned upon said availability of
funds for the Contract. In the event that sufficient appropriation, grants, and monies are not made
available to the City to pay for these services for any fiscal year, this Agreement shall terminate without
further obligation of the City. In such an event, the City Manager of the City shall certify to the
contractor that sufficient funds have not been made available to the City to meet the obligations of this
Agreement; such certification shall be conclusive upon the parties.
ACH PAYMENTS: If awarded, Contractor shall submit to the City its ACH information within ten
(10) days of the notice of award of the contract. City payments shall only be paid via ACH.

REFERENCES: Each submission will be required to provide a minimum of five (5) verifiable
references in which the proposer has provided similar services. Letters, in addition to contact
information, from references may also be included in the submission.
AWARD OF RFQ: The City is soliciting responsible firms and/or individuals who have established
knowledge and expertise in the Scope of Work requested in this RFQ. Each SOQ will be reviewed to
determine if the proposal is responsive to the Content and Submittal Requirements outlined herein. A
responsive proposal is one that follows the requirements of this RFQ, includes all documentation, is
submitted in the format outlined, is submitted on time and has the appropriate signatures as required.
Failure to comply with these requirements may result in the proposal being considered non-responsive.
BASIS OF AWARD:
The City of Mansfield reserves the right to award this RFQ to the most qualified Respondent or, if in the
City’s best interest, to multiple Respondents to establish a pool of qualified firms for future task orders
or project assignments. Selection shall be based on demonstrated competence and qualifications in
accordance with Texas Government Code Chapter 2254, where applicable. If multiple awards are made,
the City may assign work at its sole discretion based on project scope, availability, expertise, and the
best interest of the City. The City further reserves the right to reject any or all submittals, waive
informalities, or re-advertise the RFQ
TEXAS OPEN RECORDS ACT AND CONFIDENTIALITY: All materials submitted to the City of
Mansfield pursuant to this Request for Qualifications become subject to the mandates of the Texas Open
Records Act, Government Code, Chapter 552, Subchapter A, §§552.009; Subchapter D, §§552.205; and
Subchapter F, §§552.261 through 552.274. The purpose of this Act is to ensure and facilitate the
public's right of access to and review of government records so they may efficiently and intelligently
exercise their inherent political power. Almost all "records," as that term is defined in the Act, may be
disclosed to the public upon request. Except where specific state or federal statutes create a confidential
privilege, persons who submit information to public bodies have no right to keep this information from
public access or a reasonable expectation that this information will be kept from public access. If you
believe that any of the information you have submitted to the City pursuant to this Request for
Qualifications is confidential under a specific state or federal statute and therefore not subject to the
public access, you must comply with the following: (A) Place said documents/records in a separate
envelope marked "Confidential" DO NOT label your entire response to the Request for Qualifications as
"Confidential" – label only those portions of the response that you feel are made confidential by state or
federal law as "Confidential." If only a portion of a document is confidential, please identify
specifically the portions of the document you are claiming are confidential. Under the State of Texas
Open Records Act, the City is obligated to produce documents for public inspection even if the
documents contain a portion that is confidential, but can redact the confidential parts. (B) For each such
document for which you are claiming a confidential privilege, identify the federal and/or state law that
creates said privilege, e.g., for trade secrets. Should an Open Records request be presented to the City
requesting information you have identified as "Confidential," you will be responsible for defending your
position in the Court where the proceeding is filed, if needed. Failure to identify any records
submitted as part of your SOQ as "Confidential" by placing them in the "Confidential" envelope,
AND failure to identify the specific state or federal law creating said privilege, constitutes the
firm’s affirmation that said records are not confidential and are subject to public access.
