The Judicial Council of California (“JudicialCouncil”), chaired by the Chief Justice of California, is the chief policy makingagency of the California judicial system. The California Constitution directs thecouncil to improve the administration of justice by surveying judicial business,recommending improvements to the courts, and making recommendationsannually to the Governor and the Legislature. The council also adopts rules forcourt administration, practice, and procedure, and performs other functionsprescribed by law. The Judicial Council of California is the staff agency for thecouncil and assists both the council and its chair in performing their duties.1.2 This annual training provides specialized continuing education for any judicialbranch members who are involved in the title IV-D child support program andprovides a single-event forum to meet the mandatory training requirements forchild support commissioners, family law facilitators, court clerks, paralegals, andadministrative staff.1.3 History of the program.• This conference has been held 29 times. The conference was held virtually in2020, 2021, and 2022 due to the Covid-19 pandemic. It returned to an in-person event in 2023. The last six in-person venues were: Hilton OrangeCounty/Costa Mesa (2025), Los Angeles Airport Marriott (2024), LosAngeles Marriott Burbank Airport Hotel (2023 and 2019), Hyatt RegencyOrange County (2018), Anaheim Marriott Hotel (2017), Los Angeles AirportMarriott Hotel (2013, 2014, and 2016).2.0 DESCRIPTION OF SERVICES AND DELIVERABLES2.1 Program. Proposers must indicate the RFPnumber and RFP title in the subject line of the email and on each attachmentsubmitted.6.3 Proposals must be delivered by the date and time listed on the coversheet of thisRFP. The only acceptable proof of delivery for submittals made by email will bethe automated receipt (with a date and time receipt) generated by the JudicialCouncil mailbox upon the successful receipt of the Proposer’s emailed proposal.Submission acceptance will be based on the date and time the emails are receivedby the Judicial Council.6.4 Late proposals will not be accepted.
