VAR-General Engineering ServiceLorain County Storm Water Management DistrictResponse Due Date: December 30, 2025The Lorain County Storm Water Management District will select a consultant team to provideServices to the District for the upcoming NPDES Permit Period. The term is expected to be 5years.Services include update of the Stormwater Management Plan, Assistance in maintain the billingdatabase and producing the materials for the County Auditor to include on the tax bill; assistancein implementing the Storm Water Management Plan and its 6 MCMs; have staff available toback up for plan review and inspections if needed, have design capabilities for stormwaterprojects including ditch restoration, storm sewer improvements, and stormwater controls;assistance in maintaining GIS map of stormwater system and other tasks as may be required ordesired.Required Prequalification, Combination of Prime Consultants and Sub consultants: NONEThere are no selection subfactors for this project.It is anticipated that the selected Consultant will be authorized to proceed by April 1, 2026.Findings, Suspended or Debarred Firms: Firms and Principals on the State Auditor Findingsfor Recovery are not eligible for selection. Firms included on the current Federal list of firmssuspended or debarred are not eligible for selection.Selection ProceduresThe District will directly select a consultant based on the Letter of Interest (LOl). Instructions for Preparing and Submitting a Letter of Interest1. Provide the information requested in the Letter of Interest Content (Item Bbelow), in the same order listed, in a letter signed by an officer of the firm. Do notsend additional forms, resumes, brochures, or other material.2. Letters of Interest shall be limited to ten (10) 8½" x 11" single sided pages plustwo (2) pages for the Project Approach (Item B.5 below).3. Please adhere to the following requirements in preparing and binding letters ofinterest:a. Please use a minimum font size of 12-point and maintain margins of 1" onall four sides.b. Page numbers must be centered at the bottom of each page.c. Use 8½" x 11" paper only.d. Bind letters of interest by stapling at the upper left hand corner only. Donot utilize any other binding system.e. Do not provide tabbed inserts or other features that may interfere withmachine copying.B. Letter of Interest Content1. List the types of services for which your firm is currently able to provide for theongoing design and management of Storm Water Management Utilityorganizations and systems.2. List significant subconsultants, their current prequalification categories and thepercentage of work to be performed by each subconsultant.3. List the Project Manager and other key staff members, including keysubconsultant staff. Include project engineers for important disciplines and staffmembers that will be responsible for the work, and the project responsibility ofeach.Address the experience of the key staff members on similar projects, and thestaff qualifications relative to the selection subfactors noted.4. Describe the capacity of your staff and their ability to perform the work in a timelymanner, relative to present workload, and the availability of the assigned staff.5. Provide a description of your Project Approach, not to exceed two pages.Confirm that the firm is familiar with the operations of the Lorain County StormWater Management District and address your firm’s: 1) Technical approach; 2)Understanding of the project; 3) Your firm's qualifications for the project; 4)Knowledge and experience concerning relevant ODNR, OEPA and localstandards, procedures and guidance documents; 5) Innovative ideas; 6) Yourfirm's project specific plan for ensuring increased quality, reduced project deliverytime and reduced project costs.Items 1 thru 4 must be included within the 10-page body of the LoI. The proposed project manager for each consultant shall be ranked, with the highestranked project manager receiving the greatest number of points, and lower rankedproject managers receiving commensurately lower scores. The rankings and scoresshould be based on each project manager’s experience on similar projects and pastperformance for the District and other agencies. The selection committee may contactoutside agencies if necessary. Any subfactors identified should be weighed heavily inthe differential scoring.Differential scoring should consider the relative importance of the project manager’s rolein the success of a given project. The project manager’s role in a simple project may beless important than for a complex project, and differential scoring should reflect this, withhigher differentials assigned to projects that require a larger role for the project manager.2. The experience and strength of the assigned staff, including subconsultant staff, shouldbe ranked and scored as noted for Number 1 above, with higher differential scoresassigned on more difficult projects. Any subfactors identified in the project notificationshould be weighed heavily in the differential scoring.As above, other agencies may be contacted.3. The consultants' past performance on similar projects shall be ranked and scored on arelative, differential scoring type basis, with the highest ranked consultant receiving acommensurately greater number of points. The selection team should consider andconsult other agencies as appropriate.The differential scoring should consider the complexity of the project and any subfactorsidentified in the project notification.4. The consultant's workload and availability of qualified personnel, equipment and facilitiesshall be ranked and scored on a relative, differential scoring type basis. The scoringshall consider quantifiable concerns regarding the ability of a firm (or firms) rated higherin other categories to complete the work with staff members named in the letter ofinterest.Scope of ServicesThe Lorain County Storm Water Management District hereby requests Letter of Interestfrom qualified consultants to provide professional services for the following work: Continued Development and Design of a Storm Water Utility organization andsystems that will include but may not be limited to funding development, billingpolicies, business plan development, implementation plan, budgeting and othernecessary items. Assistance in development and Implementation of Storm Water ManagementPlan including updates to legislation as needed for compliance with NPDESPermit and the requisite reporting. Limited modeling and design work on an as needed basis. Maintenance and updating of County GIS storm water mapping Technical Assistance to County Engineer, Townships and partners for projectidentification, development, estimating and design within the Storm WaterDistrict’s existing programs Assistance in plan review and inspection as needed. Assistance in performing Dry Weather Screening in NEORSD areas and supportfor remainder of MS4 area of District Other services as determined necessary by the Board.
