CITY OF TUSCALOOSAADVERTISEMENT FOR BIDS ANDPREQUALIFICATION PROCESS REQUIRED FOR RAILROAD BRIDGE CONSTRUCTION CONTRACTORSFOR:Project Name:Martin Luther King, Jr. Boulevard / Jack Warner Parkway Improvements, Phase IIIFile Number: OCA-25-0206 Engineering Project Number: 2016.126.003A. PROJECT DESCRIPTION1. The project includes but is not limited to new construction of approximately 2000 LF of road-way improvements and associated infrastructure along Martin Luther King, Jr. Boulevard /Jack Warner Parkway, as well as two new overpass bridges for the CPKC Warrior Main andGoodrich Spur railroads over Martin Luther King, Jr. Boulevard / Jack Warner Parkway.2. The two new overpass bridges will be for the CPKC Warrior Main and Goodrich Spur railroadsover Martin Luther King, Jr. Boulevard / Jack Warner Parkway. A portion of the existing timberWarrior Main bridge will be replaced with two through plate girder spans, 112’ and 62’. Thenew superstructure will be supported by a concrete abutment and two concrete bents ondrilled shafts. The new Goodrich Spur bridge will consist of four new spans supported by steelgirders (2 at 65’, 1 at 42’, and 1 at 35.5’). The superstructure will be supported by two con-crete abutments and three concrete bents on drilled shafts.3. The project is being constructed for the City of Tuscaloosa, which is the awarding authority.4. THIS PROJECT REQUIRES PREQUALIFICATION OF ANY CONTRACTOR THAT WILL BEPERFORMING RAILROAD BRIDGE WORK ON THIS PROJECT. Details of the Prequalificationprocess follow below in paragraph D.B. PLANS & SPECIFICATIONS1. Plans and specifications and all related Contract Documents are open for public inspection atthe Office of the City Engineer, located at 2201 University Blvd., Tuscaloosa, Alabama.2. Plans, specifications and other elements of the contract documents may also be obtainedfrom Thompson Engineering, designated as the office of the awarding authority for this pur-pose, located at 2900 8th Street, Tuscaloosa, AL 35401.3. Additional qualifications and requirements for General Contractor Bidders, Joint VentureBidders and Subcontractors are indicated in the Bid Package and Contract Documents.C. BIDS WILL ONLY BE ACCEPTED FROM:1. A General Contractor as a Prime bidder with a successfully prequalified Railroad Bridge Con-struction contractor as a subcontractor identified by name inside the sealed bid to performthe Railroad Bridge Construction work; or2. A General Contractor as a Prime bidder who is also a successfully prequalified Railroad BridgeConstruction contractor; or3. A Joint Venture who identifies a successfully prequalified Railroad Bridge Construction con-tractor by name as either a member of the Joint Venture or as a subcontractor identified byname inside the sealed bid to perform the Railroad Bridge Construction work.Rev 10/2025D. PREQUALIFICATION OF RAILROAD BRIDGE CONSTRUCTION CONTRACTORS:1. The intent of prequalification of Railroad Bridge Construction contractor is to identify respon-sible and competent Contractors with recent and relevant experience performing RailroadBridge Construction Project work of a similar type and scale. The pre-qualification packageswill identify the information that must be submitted by contractors so the City of Tuscaloosacan make the final determination of qualification.2. Pre-qualification packets will be made available on November 19, 2025 by contacting JoshRogers via email to jrogers@thompsonengineering.com3. Pre-qualification packet submissions are due on December 15, 2025 no later than 5:00 p.m.local time to William R. Butler via email to wbutler@tuscaloosa.com4. The list of pre-qualified Railroad Bridge Construction Contractors will be released on January8, 2026.5. Contractors determined to be successfully prequalified to perform the Railroad Bridge Con-struction portion of the project may participate in this project in the following ways:a. as a named prequalified Railroad Bridge Construction subcontractor inside the bid of aPrime Contractor;b. as a Prime Contractor bidder who also successfully prequalified as a Railroad Bridge Con-struction Contractor;c. as a part of a Joint Venture bidder as a either a member of the Joint Venture or as a namedprequalified Railroad Bridge Construction subcontractor inside the bid of a Joint Venture.6. ANY CONTRACT TEAM THAT DOES NOT INCLUDE A PRE-QUALIFIED BRIDGE CONTRACTORWILL BE ELIMINATED FROM CONSIDERATION FOR THIS PROJECT.E. PRE-BID CONFERENCE1. Attendance at the Pre-Bid Conference is required for a General Contractor or Joint Ventureto submit a bid on this Project.2. The MANDATORY Pre-Bid Conference will be held at the Council Chamber of City Hall, 2201University Boulevard, on January 27, 2026 at 10:00 a.m. local time.3. If a Joint Venture is formed, ALL members of a Joint Venture MUST ATTEND the Pre-Bid Con-ference.F. BID OPENING:1. Sealed Bid Proposals will be received by the City of Tuscaloosa, at the Council Chamber ofCity Hall, 2201 University Boulevard, on March 10, 2026 at 10:00 a.m. local time for this pro-ject, at which time bids will be opened and read.2.
