All questions shall be directed to the attention of CleveHaddock at haddocgc@guc.com.ABOUT GREENVILLE UTILITIES COMMSSIONSince 1905, Greenville Utilities has been an integral part of Greenville and PittCounty, growing and progressing along with our expanding service area. GUCprovides electric, water, sewer, and natural gas services to the City of Greenvilleand 75% of Pitt County. We serve a combined total of nearly 165,000 customerconnections. Greenville Utilities is owned by the citizens of Greenville but operatesunder a separate charter issued by the N.C. General Assembly. We are governedby an eight-member Board of Commissioners. The Board is responsible forapproving rates, development plans, and the annual budget as well as settingoperating and extension policies. Our fiscal year budget runs July 1st through June30th. Policies are implemented by the General Manager/CEO. The City Managerserves as a full voting member; five other Board members are nominated by theCity Council, and two are nominated by the County Commissioners. All Boardmembers are approved by the City Council. Our highly experienced ManagementTeam is dedicated to working together to operate GUC in the best interest of ourcustomers.Mission StatementGreenville Utilities is dedicated to enhancing the quality of life for those we serveby safely providing reliable utility solutions at the lowest reasonable cost, withexceptional customer service in an environmentally responsible mannerPage 2 of 24PROJECT BACKGROUNDAccording to the North Carolina Megasite Readiness Program, Pitt County is wellsituated both geographically and economically to support the goals of theeconomic development partners of the State of North Carolina. The selection anddevelopment of the proposed Pitt County North Megasite aims to attract andsupport leading industries in advanced manufacturing, creating new economicopportunities for the region. To achieve that end, it is crucial to first verify existingutilities in the project vicinity and establish new and sustainable infrastructure tosustainably meet the needs of the development well into the future. The Pitt CountyMegasite property is situated at Latitude: 35.7128° North, Longitude: 77.4017°West, approximately seven (7) miles north of the City of Greenville, North Carolina.Page 3 of 24Purpose of the ReportThe Consultant is expected to produce a Preliminary Engineering Report (PER)which will serve as the foundational document for planning, design, andapplications for funding the necessary natural gas infrastructure to support the PittCounty Megasite development. The PER will verify existing infrastructure, identifyexisting and future needs, evaluate alternatives, and recommend a phased optimalapproach for providing reliable and cost-effective utility services to the industrialdevelopment. The Consultant is expected to break down all proposed developmentcosts for natural gas expansion for Phase I development to serve the Pitt CountyNorth Megasite property.Objectives• Evaluate the capacities of existing natural gas in the vicinity of the PittCounty North Megasite development.• Project reasonable demands which can be expected to be generated byend users of the development. This will include an estimate of expectednatural gas demands placed on the region through the projected industrialdevelopment users at the site. Significant development of this nature isexpected to increase stress on existing utility networks and the PER willaddress avenues which can be relied upon to sustainably relieve that stresswith infrastructure sustainability in mind. Demands should be presented ina phased approach as the Megasite will be the initial user and ultimately thelargest customer in a broad development buildout strategy.• Identify potential delivery points for natural gas supplies to support theMegasite development without compromising the existing demands of theGreenville Utilities Commission customer base or the future demands of theoverall industrial park development.• Analyze and present multiple alternatives to extend and upgrade gasservice in the development area. This effort will strive to meet existing andprojected demands while also considering economic factors andenvironmental impacts.• Presentation of preliminary routing and cost estimates for therecommended phased utility infrastructure improvements of natural gas.• Identify State and Federal regulatory requirements, and permittingprocesses required by the proposed infrastructure development.SCOPE OF SERVICESThe Consultant shall provide Greenville Utilities Commission with the followingservices:A. Site SurveyConduct a comprehensive site investigation to gather information onexisting utility infrastructure. These findings will support the assembly of thePage 4 of 24engineering report. Existing basemaps and reports will also be madeavailable to the Consultant by Greenville Utilities Commission staff.B. Analysis of Existing Infrastructure• Review existing Greenville Utilities Commission (GUC) locationmaps and identify the location and sizing of all existing GUC naturalgas mains and delivery points (City Gate and Regulator Stations)inthe vicinity of the Pitt County North Megasite.• Utilize existing GUC Synergi Gas by DNV models to evaluate theavailable capacities of all existing components which will serve theproposed development.• The Consultant shall determine potential impacts of the proposedindustrial development on both primary and secondary networks ofthe GUC natural gas system.C. Projected Utility Demands• The Consultant shall estimate immediate and projected futurenatural gas usage for a range of potential Megasite tenants withfeedback as appropriate by GUC.• Develop projections for peak and average demands over theplanning horizon. Since this is a phased development, projectionswill directly affect the sizing of specific infrastructure components.The Consultant shall analyze demands placed on the system byPhase I development as they pertain to natural gas. Conversationshould take place on how the proposed development will impactservice to the existing GUC customers. The Pitt County NorthMegasite and the associated surrounding developments areexpected to spur community growth, strengthening the local tax baseand therefore are considered a primary demand objective for theCommission. It is crucial to consider upgrades to natural gas assetsas part of this analysis.• Review GUC’s current natural gas supply from Piedmont NaturalGas and determine if additional future capacity with be needed.D. Alternatives Analysis• The Consultant shall identify and evaluate several options forextending and upgrading existing natural gas infrastructure toreliably meet the projected utility demands. All feasible alternativesshould be considered with specific attention to the most cost-effective and environmentally considerate options.• The Consultant shall assess the feasibility and environmentalimpacts for each alternative and recommend an optimal alternative.E.
