1. Disclaimer and Important Notes



This Request for Information (RFI) is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), nor does it restrict the Government/Organization to any ultimate acquisition approach.



The Government/Organization will not pay for any information or administrative costs incurred in responding to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitation, if issued.



2. Introduction and Objective



The purpose of this RFI is to conduct market research to identify qualified vendors for two distinct operational tracks at the facility located at 4700 River Road, Riverdale, MD:




  • Track A: Immediate Temporary Caretaker Services (Short-Term)

    A rapid-mobilization, four (4) month caretaker contract running from September 01, 2026, to December 31, 2026. This contract provides minimal interior sustainment and "occupied standard" exterior grounds maintenance to prevent building degradation prior to a scheduled major renovation.

  • Track B: Future FY-27 Building Operations Support Services (BOSS) Contract (Long-Term)

    A comprehensive, long-term facility operations contract anticipated to begin in Fiscal Year 2027 (FY-27). This contract will consist of a one (1) year base period and four (4) consecutive one-year option periods (Base + 4 Options).



Vendor Participation Note: We recognize that the short-term nature and rapid mobilization timeline of Track A may not align with every vendor's current operational capacity. Vendors who are not capable of meeting the rapid Track A requirements are highly encouraged to submit their information and capabilities specifically for the Track B (FY-27 BOSS) opportunity.

4. Facility and Scope Summary



4.1 Facility Profile




  • Location: 4700 River Road, Riverdale, MD.

  • Property Size: A 6-story, 337,000 gross square foot office building situated on 12.5 acres of land.

  • Status: Currently vacant. For the duration of Track A, it will remain vacant. Under Track B (FY-27 BOSS), the facility operations scope will scale to support the occupancy and full operational status of the building post-renovation.



4.2 High-Level Scope of Work (Track A - Caretaker Services)



The temporary contract objective is to provide minimal interior sustainment to prevent building degradation while maintaining the exterior grounds to an "occupied" standard.




  • Building Maintenance (Minimal Sustainment):






    • Provide a qualified, on-site Building Engineer during normal business hours to maintain major building systems (boilers, chillers, HVAC, elevators, emergency backup power, etc.).

    • Daily visual walkthroughs and inspections of interior and exterior envelopes (roof, plumbing, structure) to prevent leaks, pest intrusion, or imminent failures.

    • Execute minimal preventative maintenance (such as freeze protection and mold prevention).

    • Handle emergency repairs to mitigate active damage or address life, health, safety, and security vulnerabilities.

    • Monthly (or as-needed) trash and debris removal.



  • Custodial Services (Tiered Approach):

    • Lobby Area: Weekly custodial services (sweeping, mopping, dusting, window cleaning, trash removal) and restroom stocking.

    • Remaining Facility: Monthly documented inspections, with cleaning performed strictly on an "as-needed" basis to remediate localized issues.



  • Landscaping and Grounds Maintenance (Occupied Standard):

    • Bi-weekly or as-needed turf management, pruning of shrubs/low branches for aesthetics and security sightlines, and debris/leaf removal.

    • Minimal snow removal on a one-time cost basis within 72 hours of a snow event ending, specifically to allow emergency vehicle access.





4.3 High-Level Scope of Work (Track B - FY-27 BOSS Contract)



The subsequent long-term BOSS contract will transition the property from a "caretaker/vacant" status to a fully occupied, active facility. Anticipated services will include full-scale operations and maintenance (O&M), comprehensive custodial services, full-service landscaping, pest control, waste management, and 24/7 emergency response engineering.



5. Vendor Capability Questionnaire



Interested vendors are requested to provide concise responses (no more than 12 pages total) addressing the sections below.



Please clearly state at the beginning of your response whether you are submitting for Track A (and Track B) or strictly for Track B (FY-27 BOSS Contract only).



5.1 Corporate Profile and Experience




  1. Company Information: Provide company name, address, point of contact, email, phone number, and business size status (e.g., Small Business, 8(a), SDVOSB, Large Business).

  2. Relevant Past Performance: Summarize up to three (3) active or completed projects of similar size (~300,000+ sq ft) and scope (facility caretaker, vacant building maintenance, or full BOSS operations) managed within the last five years.



5.2 Track A: Mobilization and Lead Time (Skip if responding to Track B Only)




  1. Sept 01 Start Feasibility: Can your organization guarantee full operational readiness on-site at 4700 River Road by September 01, 2026, assuming a contract award in mid-to-late August 2026?

  2. Mobilization Timeline: Provide a high-level mobilization plan detailing your critical path milestones from contract award to day one of performance.

  3. Short-Term Challenges: What operational or staffing challenges do you foresee with a short-term, 4-month contract, and how does your firm mitigate them?



5.3 Track A: Technical Capabilities and Staffing (Skip if responding to Track B Only)




  1. On-Site Building Engineer: How will your firm identify and source a qualified Building Engineer to be on-site daily? Do you have local, pre-vetted engineers in the Maryland/DC region ready to be deployed?

  2. Subcontractor Management: Do you plan to self-perform all aspects of this contract (Building Maintenance, Custodial, and Landscaping/Snow Removal), or will you utilize subcontractors?

  3. Winterization and Freeze Protection: Describe your experience and approach to managing freeze protection and minimal HVAC heating in a vacant 6-story building.



5.4 Track B: Future FY-27 BOSS Contract Interest




  1. Capability Alignment: Describe your firm's capability to perform as a prime contractor on a multi-year BOSS contract (Base + 4 Options) for a 337,000 sq ft office facility.

  2. Transitioning Experience: Describe your experience transitioning a facility from a vacant/caretaker state to full operational occupancy. What are the key mechanical, electrical, and plumbing (MEP) risks during such transitions?

  3. Long-Term Staffing Strategy: Briefly explain your approach to recruiting, retaining, and managing key personnel (such as Chief Engineers, HVAC technicians, and safety managers) for multi-year contracts in the Riverdale, MD/Washington D.C. metropolitan area.



5.5 Pricing and Contracting Structure Suggestions




  1. Track A Pricing Recommendations: Given the highly variable services in the caretaker phase (as-needed custodial, emergency repairs, snow removal), what pricing structure would be most cost-effective and low-risk for the owner (e.g., FFP with T&M/Unit Price CLINs)?

  2. Track B Pricing Recommendations: For a multi-year BOSS contract, what contract type (e.g., FFP, Cost-Plus-Fixed-Fee, or Performance-Based Incentive models) do you believe delivers the best long-term value and operational reliability?
