Project Description: Request for Qualifications – RFQ 2024-085, Waco MPO Place Based Safety and Demonstration Projects. Sealed Qualifications will be accepted at the City of Waco’s Operations Center, 1415 N. 4th Street, Waco, TX until 2:00 P.M., Thursday, December 12, 2024. The City of Waco Metropolitan Planning Organization (MPO) is seeking consultants qualified to manage the planning, execution, and evaluation of demonstration projects focused on improving vulnerable road user (VRU) safety through low-cost, high-impact interventions across McLennan County, TX. The selected consultant will oversee sub-consultants and ensure that all phases of the project are carried out in a timely manner, with a focus on interventions that have the potential to be scalable or made permanent. The six demonstration projects will take place in high-visibility, high-impact locations, including a downtown Waco corridor, Baylor University, Valley Mills Drive, and key school zones, all chosen for their significant safety challenges and traffic volumes. These projects will implement FHWA Proven Safety Countermeasures and meaningful placemaking strategies designed to enhance pedestrian and cyclist safety, improve quality of life, and prioritize equitable access to transportation in historically underserved communities and Disadvantaged Census Tracts.
