Submittal of ProposalsBidders must provide one (1) sealed hard copy bid (paper) and an electronic version on a flash drivecontaining all required documentation in Word, Excel, or PDF format. No faxed or emailed bids will beaccepted. Bids shall be received at the Contra Costa Water District, 1331 Concord Avenue, Concord,California, by 4:00 pm, (PST), Wednesday, December 3, 2025. Bids received after the due date and timewill be returned unopened and deemed unresponsive.B. Pre-Bid Meeting-OptionalAt this time, CCWD will not be conducting a voluntary or mandatory pre-bid meeting.C. Conditions of Request for ProposalsTerms of AgreementThis service is for a one (1) year base period Fiscal Year 2026 (FY26) July 1, 2025, through June 30, 2026.Liability of Cost and ResponsibilityCCWD shall not be liable for any costs incurred in response to this ITBs. All costs shall be borne by theperson or organization responding to the request. The person or organization responding to therequest shall hold CCWD harmless from any and all liability, claim or expense whatsoever incurred byor on behalf of that person or organization. All submitted material becomes the property of ContraCosta Water District.InsuranceCCWD has initiated an insurance compliance program. This program requires all companies providingproducts and services to CCWD to have insurance coverage prior to the issuance of any contract. Oncethe most responsive bidder has been established, that vendor will have until 15 days after selection toprovide all required insurance documents per the samples provided and register with CCWD’sinsurance compliance tracking system, MyCOI. Failure to provide this insurance documentation willresult in CCWD considering this bid or response to be unresponsive.Page 2 of 4Business LicenseBusiness licenses will be verified with the issuing agencies and references will be checked.Prevailing WagePursuant to Section 1770, et seq., of the California Labor Code, the successful bidder shall pay not lessthan the prevailing rate of per diem wages as determined by the Director of the California Departmentof Industrial Relations.
