REQUEST FOR PROPOSALRFP# 26-09Consultative Services for Harms Report for PotentialReparations ProgramCity of Ann ArborCity Administrator’s OfficeDue Date: February 20th, 2026 by 2:00 p.m. (local time)Issued By:City of Ann ArborProcurement Unit301 E. Huron StreetAnn Arbor, MI 48104TABLE OF CONTENTSSECTION I: GENERAL INFORMATION .....................................................................…3SECTION II: SCOPE OF SERVICES ........................................................................... 10SECTION III: MINIMUM INFORMATION REQUIRED ................................................. 12SECTION IV: ATTACHMENTS .................................................................................... 16APPENDIX A: SAMPLE PROFESSIONAL SERVICES AGREEMENT ........................ 232SECTION I - GENERAL INFORMATIONA. OBJECTIVEThe City of Ann Arbor is seeking the services of a consultant (firm, nonprofitorganization, private agency) to conduct a research project for the purpose ofgenerating a Harms Report (also known as an Impact Report), which will inform apotential Municipal Reparations Program in Ann Arbor to remediate historicalinjustices and discrimination against its Black residents. Several communities havemade a decided effort to examine their past practices, policies, regulations, ordinances, and collective levied experiences to determine if they had an adverseimpact on specific segments of the community. An ongoing narrative in Ann Arbor is that factors such as the aforementioned, including affordability, have played a pivotal role in the gradual but steady decline ofthe Black community. At one point in time the City had a thriving Black community withan identifiable business district alongside various amenities that contributed to thecultural character of the City. Today the Black population of Ann Arbor hovers aroundthe 6-7% range. Many have scattered to surrounding communities like Ypsilanti,Detroit, or even outside of the immediate area altogether. It is acknowledged that thisdispersal will make this a more challenging undertaking.Research projects that are conducted for the purpose of producing a Harms Reporthave focused on multiple areas of study. The City of Ann Arbor would like its reviewto be centered on two areas only: housing and policing. The City of Ann Arbor has not debated or passed a policy position regardingreparations. The outgrowth of obtaining a Harms Report is to enable the City to betterunderstand its history and to ensure that any controllable factors that may havecontributed to the dispersal of the Black community are not replicated. The consultant will report operationally to the City Administrator’s Office. It isanticipated that this research project will unfold over 12 months, or possibly longer.B.
