Professional Engineering Design Services for Bill Carruth Parkway, from SR 6 to south of
WellStar Hospital Driveway/Breezy Valley Connector - Roadway Improvement Project
Proposals will be received no later than 10:00 AM ET in the Finance Department – Purchasing Division, 2nd
floor, 240 Constitution Boulevard, Dallas, GA 30132. Proposals received after the designated time will not
be considered. The OWNER of the project is the Paulding County Board of Commissioners.
The approximate extent and character of the Work is generally described as follows:
Paulding County is soliciting proposals from firms with demonstrated expertise in transportation
engineering design for a roadway improvement project along Bill Carruth Parkway from SR 6 to
south of WellStar Hospital Driveway/Breezy Valley Connector in Paulding County, Georgia. The
project must be designed to achieve at least a Level of Service “D” 20 years from the base /
open year.
The purpose of this project is to improve safety, traffic operations, and multimodal accessibility.
Proposers shall inform themselves concerning the laws of the State of Georgia and comply with same.
A virtual non-mandatory pre-bid meeting will be held on Friday, February 27, 2026 at 10:00 a.m. via Zoom:

To obtain a full copy of the RFP, submit a written request via email to purchase@paulding.gov stating your
name, company and contact information. The telephone number to the Purchasing Department is 770-443-
7512. There is no charge to request this proposal.
Each proposal shall consist of two (2) separate sealed submittals: The Technical Proposal Package
and the Cost Proposal Package. The Technical Proposal Package shall include one (1) unbound
original, five (5) bound copies, and one (1) electronic version. The Cost Proposal shall include one
(1) hard copy, utilizing the GDOT Cost Estimating tool. Each submittal must be enclosed in its own
sealed envelope, addressed to the OWNER, and clearly marked on the outside as: RFP #26022-1514
– Professional Engineering Design Services for Bill Carruth Parkway from SR 6 to South of
WellStar Hospital Driveway/Breezy Valley Connector – Roadway Improvement Project, and
shall include the proposal due date and time, along with the name of the company or individual
submitting the proposal.
If the proposal is forwarded by mail, the sealed envelope containing the proposal must be enclosed in a
separate mailing envelope to the attention of the OWNER at the address previously given.
Paulding County will consider the competency and responsibility of proposers in making the award. The
Georgia Security and Immigration Compliance Act Affidavit form must be submitted with all bid packages.
Paulding County reserves the right to reject any and all proposals, to waive informalities and technicalities, to
reject portions of the proposals, and to award contracts in a manner consistent with the County and the laws
governing the State of Georgia.
