Peck Roadfor the City of Geneva.The City of Geneva is seeking qualified vendors with experience and interest to present theirqualifications and capabilities to provide demolition services for the City of Geneva, Illinois.Proposal forms and specifications are available for pick-up at the City of Geneva, Public WorksFacility located at 1800 South Street, Geneva, IL 60134.Proposals are due and will be accepted until 10:00 a.m. on Monday, May 18, 2026 with thefollowing provisions:1. Submit Three (3) Complete Copies of RFP / Qualifications2. RFP / Qualifications are to be contained in Sealed Envelopes marked with the RFP Title("64 N. Peck Rd Barn Demo, Calendar Year 2026"), Proposal Due Date and Time.3. PROPOSALS SUBMITTED BY FACSIMILE OR E-MAIL WILL NOT BE ACCEPTED!Proposal shall be submitted to:City of Geneva Public WorksAttn: Nate Landers, Assistant Director of Public Works22 S. 1st StreetGeneva, Illinois 60134Offers may not be withdrawn for a period of 90 days after proposal due date without the consentof the City of Geneva.Any Proposal submitted unsealed or unsigned, received via fax transmissions, electronically orreceived subsequent to the aforementioned date and time, may be disqualified and returned tothe submitter.The City of Geneva reserves the right to reject any and all proposals or parts thereof, to waiveany irregularities or informalities in proposal procedures and to award the contract in a mannerbest serving the interest of the City. Proposals will be opened in a public forum.REQUEST FOR PROPOSALSBarn Structure DemolitionCity of GenevaSERVICES SUMMARYThe City of Geneva is seeking proposals and statements of qualifications from interestedvendors to provide demolition of the barn structure and all associated outbuildings, silos, andagricultural infrastructure located at 64 N. Peck Road, in accordance with the attachedspecifications.A. GENERAL PROCESSING AND SELECTION PROCEDURESUnless otherwise directed by the City the following general procedures are used in the selectionof vendors:1. The City prepares a project description, criteria for selection and requirements for thespecific contract. An invitation for Proposal submission is posted in a local newspaper aswell as on the City of Geneva web page; complete proposal packages are posted on theCity of Geneva web page.2. The City receives written proposals. The proposals should include a resume of the firm,references from past and present clients, and similar experience.3. The City reviews and evaluates the proposals based on the established selection criteriaand a comparison of all proposals. If necessary, the City may request a meeting withone or more offerors to clarify and/or expand on the proposal.4. The City selects the proposal which, based on the ability to meet the criteria, appears tobe the most advantageous selection for the City and subsequently recommends contractaward to the City Council or City Administrator.B. REQUEST FOR PROPOSALSDefinition:Request for Proposals (RFP) is a method of procurement permitting discussions withresponsible offerors and revisions to proposals prior to award of a contract. Proposals will beopened and evaluated in private. Award will be based on the criteria set forth herein.Familiarity with Conditions:Offerors are advised to become familiar with all conditions, instructions, and specificationsgoverning this proposal. Once the award has been made, failure to have read all the conditions,instructions and specifications of this Request for Proposal shall not be cause to alter theoriginal contract or request additional compensation.Discussion of Proposals:All offerors are advised that in the event of receipt of an adequate number of proposals which inthe opinion of the City require no clarification and/or supplementary information, such proposalsmay be evaluated without discussion. Hence, proposals should be initially submitted on themost complete and favorable terms which offerors are capable of offering to the City.The City may conduct discussions with any offeror who submits an acceptable or potentiallyacceptable proposal. Offerors shall be accorded fair and equal treatment with respect to anyopportunity for discussion and revision of proposals. During discussions, the offeror shall beprepared to cover the following topics:1. The specific demolition and site restoration services to be provided;2. Qualifications of the offeror, including work on similar agricultural or structural demolitionprojects, and experience of personnel;3. The working relationship to be established between the City and the offeror.C. TERMS AND CONDITIONSAuthority:This Request for Proposals is issued pursuant to applicable provisions of the City of Geneva.Responses to this RFP shall be opened in public by City officials.Reserved Rights:The City reserves the right, at its sole discretion, to reject any or all proposals, to supplement,add to, delete from, or otherwise change this RFP if conditions dictate. The City may seekclarifications from a Respondent at any time and failure to respond promptly may be cause forrejection.Incurred Costs:The City of Geneva will not be liable in any way for any costs incurred by respondents inreplying to this RFP.Award:Award shall be made by the City of Geneva to the responsible offeror whose proposal isdetermined to be the most advantageous to the City, taking into consideration price and theevaluation criteria set forth herein.Final Contract:This Document will serve as the Final Contract. Any agreement or contract resulting from theacceptance of a proposal shall be on forms approved by the City's legal counsel and shallcontain, as a minimum, the applicable provisions of this request for proposal and the proposalitself.Taxes:The City is exempt from paying Illinois Use Tax, Illinois Retailers Occupation Tax, FederalExcise Tax, and Municipal Retailer's Occupation Tax. A copy of the Tax Exempt Letter shall beprovided to the successful vendor.Payment Terms and Conditions:By submitting an invoice, Contractor certifies that the supplies or services provided meet allrequirements of the Contract, and the amount billed and expenses incurred are as allowed inthe Contract. Payments will be paid in accordance with the Local Government Prompt PaymentAct (50 ILCS 505/1, et seq.).Indemnification and Liability:To the fullest extent permitted by law, the Contractor shall defend, indemnify and hold harmlessthe City, its officials and employees against all injuries, deaths, loss, damages, claims, suits,liabilities, judgments, costs and expenses, which may in anywise accrue against the City arisingin whole or in part from the negligent performance of the work by the Contractor or itsemployees.Law Governing:
