Those received after this date maynot be answered at the discretion of the County.PRICING: The County may award a contract on the basis of initial quotations. Your price(s) should be the lowest possiblefor the RFQ requirements. Omit Sales and Use Taxes unless otherwise specified.The Estimated Quantities in the Pricing Schedule are provided solely for evaluation of quotations. They representapproximate anticipated use based on historical consumption. If the County’s actual requirements do not result in orders inthe quantities described as “estimated” in the Schedule, that fact shall not constitute the basis for price adjustment.EVALUATION AND AWARD. Quotations are subject to acceptance at any time within 90 days after submission duedate/time, unless otherwise stipulated by the County. This RFQ is an informal negotiated procurement process. Lowest pricemay not always be the sole criteria for award of an RFQ. The County reserves the right to waive a variation in specificationif, in the opinion of the County, such variation does not materially change the item or its performance within parametersacceptable to the County. The County reserves the right to reject any or all quotations and to accept or reject any item(s)thereon, or waive any informality in the quotation. The County reserves the right to perform a pre-award survey of theofferor to determine capability to perform, including but not limited to facilities, financial responsibility, materials/supplies,and past performance. The determination of the County as to an Offeror’s prospective ability to perform the contract shallbe conclusive.SAMPLES: Samples, at Offeror’s expense, may be required for evaluation by the County. Delivery of sample must bescheduled with contracting officer and provided within required timeline. The County shall have the right to review sampleand to determine if such sample is acceptable. The County’s decision to award is contingent upon its acceptance of theproducts provided in the sample. During the term of the award, the County must approve any substitutions from the initialsample in writing in advance of substitution. In no event shall the supplier be permitted to increase prices on the basis ofsubstituted item(s).Sample, if not destroyed by tests, will, upon request, be returned at Offeror’s expense. Offeror must advise contractingofficer at time of sending sample that they must be returned, provide return address and Federal Express account number.DUTY TO INQUIRE: Should the Offeror find discrepancies in or omissions from the RFQ, plans, specifications or otherdocuments, or should the Offeror be in doubt as to their meaning, the Offeror must at once notify the Buyer, in writing. No legal liability on the part of the Countyshall arise for payment beyond June 30 of the calendar year unless funds are made available for such performance.CALIFORNIA REVENUE AND TAXATION CODE SECTION 18662: In compliance with California Revenue andTaxation code section 18662, if you are a non resident of California (out-of-state invoices) who receives California sourceincome, the County will pay California Use Tax directly to the State of California per permit no. Fifteen(15) business days prior to the first payment, new suppliers or suppliers with expired forms or forms with incorrectinformation, must submit new forms to the County (forms are available from the Franchise Tax Board website listed below).Under certain circumstances you may be eligible for reduced or waived nonresident withholding. If you have alreadyreceived a waiver or a reduced withholding response from the State of California and the response is still valid, submit theresponse to the County in lieu of the forms. Failure to submit the required forms will result in withholding of payments.Refer to the Franchise Tax Board websites (listed below) for tax forms and information on nonresident withholding,including waivers or reductions. Scope of WorkThe County of San Diego, Department of Public Works (DPW) has a requirement for Traffic Beads on an as needed basis to usefor traffic stripes and pavement markings. All materials must comply with the most current California Department ofTransportation (Caltrans) standards and be listed on the Caltrans Authorized Materials (AML).2. Background InformationThe County of San Diego, Department of Public Works is responsible for maintaining nearly 2,000 miles of road in theunincorporated areas of San Diego. DPW must make sure that the roadways are safe for the public and emergency vehicles toalways use. Traffic beads are used to enhance safety, organization, and efficiency in traffic flow.3. Specific Requirements of Service DeliveryThe Contractor shall furnish and deliver Traffic Glass Beads that meet all State and County specifications. Deliveries will bemade on an as-needed, on-call basis as requested by DPW.3.1. Contractor shall:3.1.1. Supply only materials listed on the Caltrans High-Performance Retroreflective Glass Beads Authorized MaterialsList (AML).3.1.2. Ensure all products conform to State Specification 8010-004 (Type II) as referenced in the Greenbook, 2024Edition.3.1.3. Provide pricing per pound, inclusive of all delivery, freight, and handling charges.4. Product Specifications4.1. Material Requirements:Traffic Glass beads shall meet the following specifications:4.1.1. 214-3 Glass Beads – Glass beads shall conform to State Specification 8010-004 (Type II) as noted in GreenbookEdition 2024.4.2. Approved Manufacturers and Products4.2.1. Supply only materials listed on the Caltrans High-Performance Retroreflective Glass Beads Authorized MaterialsList (AML).5. Packaging and Labeling Requirements5.1. Packaging:5.1.1. Product must be packaged in bulk bags weighing no less than 2,000 pounds and no more than 2,500 pounds perpallet.5.2. Pallets5.2.1. All pallets become the property of the County of San Diego, Department of Public Works upon delivery.5.3. Labeling5.3.1. Each package must display:5.3.1.1. Manufacturer name and address5.3.1.2.
