2026 Roadside Mowing Program
Sealed bids for the following project: 2026 Roadside Mowing Program will be accepted by the Board of Licking County Commissioners until March 31, 2026 at 11:00am. Sealed envelopes containing bids must be addressed to the Licking County Commissioners, 20 South Second Street, Newark, Ohio 43055, and project name endorsed on the outside of the envelope.
Complete specifications,including contract and proposal forms and full information for bidders may be obtained from the Licking County Engineer’s Office or at the Licking County Website, www.lickingcounty.gov , posted under Bid/RFP’s items.
If the bid is in excess of fifty thousand dollars ($50,000.00) bidder must submit a Bid Surety in compliance with ORC Section 307.88.
The Board reserves the right to accept the lowest and best bid. If, in the opinion of the Board, the acceptance of the lowest bid is not in the best interest of all concerned, the Board may accept another proposal so opened or reject all proposals and advertise for other bids. The Board reserves the right to waive any informalities or irregularities in the bids received.

Quotations to be exclusive of State and Federal Tax. Exemption Certificate availableon request.All prices must be firm. Bids must be prepared in ink or typewritten. Bids must be signed inink. No bid will be accepted if it is not signed and dated in the space provided.Unit prices shall be entered, extended, and totaled on all items.The Board of Commissioners reserves the right to accept or reject any or all bids and to waive anyirregularities. The County Engineer reserves the right to non-perform any specific portion ofthe 2026 Roadside Mowing Program.If the bid is in excess fifty thousand Dollars ($50,000.00) a Bid Surety in the form of a bond orcertified check, cashier’s check, or money order on a solvent bank in the amount of five percent(5%) of the total bid shall accompany each bid pursuant to Section 307.88 of the OhioRevised Code. Official checks and Company checks are not acceptable forms of Bid Surety.A contract will be awarded as a whole based on the Total Bid.SpecificationsGENERALFollowing are the specifications to be used in bidding a roadside mowing program for the year2026. The contractor is to furnish all labor, equipment, and necessary items to perform the work.LENGTH OF CONTRACTThe contract shall be for one (1) mowing season with an option of two (2) separate "mowing seasonrenewals at year 1 bid prices", provided the County Engineer and contractor are both in agreement eachsubsequent year.ROADS TO BE MOWEDAll Licking County roads are to be included in the contract. The total mileage to be mowed is410.6 miles.METHOD OF MOWINGAll mowing along the pavement edge, including guardrail, shall be performed with theequipment moving in the direction of traffic flow.Each round shall be mowed up to 12 feet from the edge of the road and shall be mowed at least 8 feetfrom the edge of the ditch to the opposite side of the ditch, or fence line, or crop line. Field adjustmentsmay be made by the County Engineer’s representative for extenuating conditions. Contractor ispermitted to use any mowing equipment that complies with this contract. The approximate time framefor each round of mowing is as follows:Round No. 1: Begin mowing approximately May 1, 2026 and completed no later than May 19, 2026.Round No. 2: Begin mowing approximately June 12, 2026 and completed no later than June 30, 2026.Round No. 3: Begin mowing approximately July 24, 2026 and completed no later than August 11, 2026.Round No. 4: Begin mowing approximately Sept 18, 2026 and completed no later than Oct 13, 2026.Bidders should be aware that rainfall and growing conditions may necessitate revisions of the abovedates as well as additional mowing cycles. Bidders shall be capable of adjusting to these demands andsupply the services required.The height of the grass after cutting shall be no more than five (5) inches.The contractor shall control his/her rate of travel to insure that the equipment provides this result; aswell as adjust mowing times to avoid moisture conditions which inhibit these results. Areas beingmowed shall be sufficiently dry so as not to cause rutting or other damage.Intersections shall receive concentrated effort and extended treatment to ensure that clear sight distancesare obtained.Obstacles in the cut area; signposts, mailboxes, poles, etc., shall be mowed as close to as possible withthe equipment. The intent is to not arbitrarily circle or swerve around these items but rather to mow upto them.The County Engineer shall establish the priority of roads to be mowed for each round and will advise thecontractor of this before each round begins. Inspection will be provided by Licking County and thedesignated representative shall have the right to alter or suspend operations based on conditions andperformance.When mowing along surface treated roads in extremely warm weather, care should be taken so as not topull up the pavement with tractor tires. It is suggested that the roads with excessive bleeding problemsbe mowed during cooler weather.MOWING HOURSThe contractor shall operate his/her equipment only during the hours of daylight. No mowing shall bepermitted on Sundays or holidays unless otherwise authorized.POSTED "NO MOWING AREAS"The contractor shall review the mowing routes with the County Engineer or his representative tofamiliarize the mowing operators with the areas not to be mowed. Violation of posted no mowing zonesmay subject the contractor to a $100.00 penalty per violation.REPORTS AND NOTIFICATIONThe contractor shall notify the County Engineer or Highway Superintendent 24 hours prior to startingthe mowing operation for each round of mowing. In addition, the contractor shall be required to providethe County Engineer daily, or as required by the Engineer, a highlighted county map indicating whichroads have been mowed and to notify the County Engineer when each round of mowing has beencompleted.METHOD OF PAYMENTContractor will be paid at the completion of each round of mowing, with approval by the CountyEngineer.WAGE RATESAs determined by the Ohio Department of Industrial Relations prevailing wage section, this work isclassified as maintenance and does not require payment of prevailing wage rates.EQUIPMENTContractor shall furnish, operate, and maintain suitable and adequate equipment necessary to performthe above operations in an approved and workman like manner without hindrance or delay. A minimumof two mowing units shall be utilized.
