REQUEST FOR QUALIFICATIONS2026 PAVEMENT CONDITION SURVEYTown of Apex, NCTransportation & Infrastructure DevelopmentRequest for Qualifications - 2026 Pavement Condition SurveyIntroductionHigh PerformingGovernmentThe Town of Apex is soliciting proposals from engineering firms to provide a PavementCondition Survey. The Town is currently maintaining a 3-year interval for surveys with themost recent survey completed in 2023. The Town road system consists of approximately259.66 miles of paved roads.SelectionThe qualification and selection of consultants will be in accordance with the N.C.G.S. 143– 64.31 (Mini-Brooks Act). The Town intends to contract with one (1) consultant to provideprofessional engineering services.Scope of WorkThe following shall be included in the scope of work:1. An evaluation of the town road system for asphalt roadways. The informationgathered will include physical characteristics and pavement distress types. Thissurvey will be conducted at break points established by road centerlines. Ashapefile will be provided by the Town of Apex.2. The pavement condition evaluation shall be performed in accordance withPublication No. FHWA-RD-03-031, Distress Identification Manual for the Long-Term Pavement Performance Program (Fourth Revised Edition), June 2003 utilizingdistresses that the Town currently employs as follows: Crackingo Fatigue Crackingo Block Crackingo Reflection Cracking at Jointso Transverse Cracking Patching and Potholes Surface Deformationo Rutting Surface Defectso Raveling3. Identify maintenance needs, estimate costs, and calculate pavement conditionrating/index for each road segment.4. The production of summary tables, an alphabetical listing, and a priority listing forthe street system shall be included. Begin and end descriptions will reflectcenterline break points.Page 2 of 6Request for Qualifications - 2026 Pavement Condition SurveyHigh PerformingGovernment5. Development of separate technical reports with tables and figures to summarizethe condition of town streets and maintenance needs. These reports shall containall collected pavement data and recommended maintenance and preservationactivities.6. A shapefile shall be provided to the Town of Apex containing all collectedpavement data, and recommended maintenance and preservation activities.Proposal ContentProposals shall include the following which will be used by the Town for evaluating andselecting a firm: Introduction: introductory letter including firm name, address, telephone number,contact person, table of contents; Firm experience – a detailed description of similar projects successfully completedby the firm; name, telephone number, and email address of a contact person foreach client who can verify the information provided; Firm personnel experience – a listing of team personnel who will actually beassigned to perform substantial amounts of the work on this project; provideexperience record, anticipated amount of time each person will actually work onthis project, and location of each person; Sub-consultant personnel experience – names and addresses of any outsideconsultants or associates proposed to be involved with this project; include eachproposed sub-consultant's experience and qualifications as described above forfirm personnel experience; Project Approach – a detailed description of how the firm proposes to approachthis project; include sufficient discussion of proposed methodologies, techniques,and procedures for each work item; provide a breakdown and description of tasksassigned per project team member; Project Schedule – a proposed time schedule; Insurance - Provide the amounts of professional liability and general liabilityinsurance carried by the firm. Hourly Rates - Provide a list of billable hourly rates for all classifications ofpersonnel to be used on the project and your firm's current NCDOT approvedoverhead rate. If you do not have an approved rate, provide your current rate withan appropriate explanation.Page 3 of 6Request for Qualifications - 2026 Pavement Condition SurveyFormatHigh PerformingGovernmentThe submittal package is required to contain the following information with an emphasison conciseness, clarity and completeness. Firms interested must submit the proposal on8½” x 11” size paper, minimum font size 11, Proposal shall contain a Table of Contentsand be organized in sections according to the content requirements. The package shallnot exceed 12 pages (front and back counts as 2 pages). Cover letter, Table of Contents,and resumes are excluded from the page count total.Applicants must provide their submittal in PDF format.CostsAny cost incurred by a respondent in preparing or submitting an RFQ for the project shallbe the respondent’s sole responsibility.Evaluation CriteriaIn evaluating the proposals, the following criteria will be used for scoring: Strength of firm’s or teaming partner’s experience. (20% of total score) Strength of project team including qualifications of key personnel. (30% of totalscore) Project Approach and Schedule (15% of total score) Quality of work performed by the project team on previous assignments which aregenerally similar to the proposed project. (20% of total score) Organization, completeness, and overall presentation of RFQ. (15% of total score)After reviewing the proposals by the Selection Committee, selection of the top firm willbe made, and fee negotiations will commence. The Selection Committee may conductconsultant interviews or make other contacts for clarification of issues that may ariseduring proposal review.Contract TermsThe Town of Apex Professional Services Agreement is included for reference and will beused for this project. A respondent must notify the Town if any modifications to thiscontract are requested. Modifications will be considered and will not affect the proposalevaluation.Ownership of ProposalsUpon receipt by the Town, each RFQ becomes the property of the Town and is considereda public record except for material that qualifies as “Trade Secret” information underPage 4 of 6Request for Qualifications - 2026 Pavement Condition SurveyHigh PerformingGovernmentNorth Carolina General Statute 66-152 et seq. RFQs will be reviewed by the Town’sselection committee, as well as other Town staff and members of the public who submitpublic record requests after a selection result has been announced to the public.To properly designate material as a trade secret under these circumstances, each firmmust take the following precautions: (a) any trade secrets submitted by the firm shouldbe submitted in a separate, sealed envelope marked “Trade Secret – Confidential andProprietary Information – Do Not Disclose Except for the Purpose of Evaluating thisQualification package,” and (b) the same trade secret/confidentiality designation shouldbe stamped on each page of the trade secret materials contained in the envelope. Anyfirm that designates its entire proposal as a trade secret may be disqualified fromconsideration.Registration of NC Secretary of State, Licensed EngineersConsultants wishing to be considered for Engineering and Surveying Services must beproperly registered with the Office of the Secretary of State and with the North CarolinaBoard of Examiners for Engineers and Surveyors at the time of submission of the RFQ.Engineering firms selected under this RFQ will be responsible for providing allprofessional, technical, managerial, and administrative staff with the appropriate skills andqualifications to perform required services.The engineers in responsible charge of the work must be registered ProfessionalEngineers in the State of North Carolina and must have good ethical and professionalstanding. Any firm proposing to use corporate subsidiaries or subcontractors must includea statement that these companies are properly registered with the NC Board of Examinersfor Engineers and Surveyors. It will be the responsibility of the prime firm to verify theregistration of any corporate subsidiary or subcontractor prior to submitting an RFQ.Disclosures of Conflict of InterestPursuant to the North Carolina Board of Examiners for Engineers & Surveyors Rules ofProfessional Conduct (21-56.0701), the Consultants wishing to be considered forEngineering and Surveying Services are asked to inform the Town regarding all potentialorganizational conflicts of interest in its proposal, including any subconsultants which maypresent an organizational conflict of interest. If there are any such conflicts, theinformation should be attached in a letter addressed to the Town’s project manager asidentified on first page of this RFQ. The letter should carefully consider roles andresponsibilities of the organization and/or individual identified and provide arecommended approach for resolving any said conflicts.Page 5 of 6
