INTRODUCTIONThe County of Humboldt (“the County”) is administering a CommunityDevelopment Block Grant (CDBG) for the City of Rio Dell (“Rio Dell”). TheCounty will handle administrative matters and payments will be made by Rio Dell.Bids are invited, on behalf of homeowner Ms. Angelina Lasko, from qualifiedcontractors to provide construction services for home repairs, including roofingand HVAC 223 Belleview Ave, Rio Dell, California.The Lasko residence suffered damage due to the severe earthquakes onDecember 20, 2022, and January 1, 2023. The residence is a 1948 two-story1150 square foot site-built residence. See photos in Attachment B. The budgetof this project is $20,000.THIS PROJECT IS NOT SUBJECT TO PREVAILING WAGE REGULATIONS.II. Bid Form: The Bid Form below must be completed and signed by anemployee authorized to receive consideration.B. Non-Exclusion: Contractor must have or obtain a Unique EntityIdentification (UEI) from SAM.gov. The UEI enables confirmation of eligibilityto receive federal funds.C. Subcontractors: Provide company contact information and a UEI for each.D. Rates: Provide cost of materials and labor for construction services itemizedin the Scope of Work below. Indicate a cost estimate for each itemized task.E. Timeline: Identify date of availability to commence work and brief timeline.F. Sealed envelope/PDF: All responses shall be submitted in a sealed envelopeor single PDF via email, which is clearly marked with “PLN-2025-02”.G. Cost of bid preparation: Cost of preparing a bid shall be borne by therespondent.IV. PRE-BID WALK THROUGHOwner is available for pre-bid walk throughs Thursday, November 13, 2:00 to5:00. Contact Ms. Lasko for alternative times at (707) 497-7207.IFB: PLN 2025-02 Construction ServicesPage | 1V. SELECTION CRITERIA AND PROCESSSealed bids will be opened publicly at an appointed time. Bidders and thehomeowner may attend. County staff will review bids and provide homeownerwith a list of vendors to perform the work based on the following selection criteria.Bidders will be notified of final selection.A. Minority/Woman/Section 3 owned businessesB. Capacity to perform the scope of workC. Cost to perform the scope of workD. Possession of licenses in good standing and insurance certificatesE. Ability to complete the task in a timely mannerF. Ability to work cooperatively with County staffG. Vendor has UEI and clears debarment reviewVI. CONTRACT TERMSThe successful bidder shall enter into a prime construction contract with thehomeowner and shall include the addendum in Attachment C and shall complywith the terms and conditions required by County and Rio Dell. County is notparty to the contract. Rio Dell is not party to the contract. Contractor must agreeto comply with all CDBG state and federal regulations. Objections to the termsand conditions not made prior to submission are deemed waived.VII. ACCEPTANCE OF WORKProgress payments will be made after acceptance of work by the homeownerand the County, and signoff of permit items by building inspector as applicable.Ten percent (10%) will be withheld from each invoice. Final payment will bemade to the contractor when a) the building inspector has accepted the work asevidenced by signing the building permit, and b) completion of items on the finalpunch list is approved by the homeowner. Thirty days after the County records aNotice of Completion signed by the homeowner, the ten percent retention will bepaid to the contractor.VIII. RESERVATION OF RIGHTSThe County reserves the right to do any of the following:1. Cancel the IFB process at any time2. Amend or modify the Scope of Work prior to the submission of bids3. Cancel the IFB after opening but prior to award4. Negotiate contract terms and conditions with any qualified bidder5. Reject any response which is in any way not in compliance with the IFB6. Decline award of a contractIX. PUBLIC RECORDSAll bids and materials submitted become the property of the County and aresubject to disclosure under the Public Records Act (Government CodeInvitation for Bids: PLN-2025-02 Construction ServicesPage | 2§7920.000 et seq.). However, if prior to the award of a contract furthernegotiations are contemplated, the County must discern whether publicdisclosure should await the completion of the negotiations. In thesecircumstances the County must establish that the public interest in nondisclosureclearly outweighs the public’s interest in disclosure (Government Code §§7929.000 & 7922.540(a); Michaelis, Montanari and Johnson v. Superior Court(Los Angeles) (2006) 38 Cal.4th 1065).X. CONFLICT OF INTERESTBidder warrants and covenants that no official or employee of the County or theCity of Rio Dell, nor any business entity in which an official of the County or theCity of Rio Dell has an interest, has been employed or retained to solicit or assistin the procuring of the resulting contract, nor that any such person will beemployed in the performance of such contract without immediate divulgence ofsuch fact to the County.XI. INDEMNIFICATIONContractor shall hold harmless, defend and indemnify County and its officers,officials, employees and volunteers from and against any and all liability, loss,damage, expense, costs (including without limitation costs and fees of litigation)of every nature arising out of or in connection with contractor’s performance ofwork hereunder or its failure to comply with any of its obligations contained in theagreement, except such loss or damage which was caused by the solenegligence or willful misconduct of the County.XII.
