STATEMENT OF PURPOSE:1. Overview and GoalsThe goal of this solicitation is to secure a source to purchase a 4-Inch Submersible Solids HandlingPump for the Water and Sewer Department of the City of Tulsa.2. Term of ContractThe City intends to award a one-year annual contract. The City may offer the Seller the opportunityfor additional one-year terms. The City also reserves the right to make multiple or partial awards. Todo business with the City, You must agree to the terms and conditions of the City’s standardPurchase Agreement, indicated by Your Authorized Agent’s signature on the Purchase Agreement.Capitalized terms used in this IFB and not defined in the Purchase Agreement shall have themeanings as ascribed to them in Title 6, Chapter 4 of the Tulsa Revised Ordinances.The entire Invitation for Bid (IFB), including any additional information submitted by Bidder andAccepted by City will be included as part of the Agreement between Seller and City. All sheets ofthis IFB (including Sections I-VI) must be submitted.Authorized AgentSeveral parts of the Bid (Affidavits, Purchase Agreement) must be signed by an “AuthorizedAgent.” An Authorized Agent means an agent who is legally authorized to bind the Seller under thelaw of the state in which the Seller is legally organized. For instance, under Oklahoma law, theAuthorized Agent for each of the following types of entities is as stated below:o Corporations – the president, board chair or board vice chair (or the vice president if the corporationwas formed in Oklahoma) can sign; others can sign if they have and provide the City with (i) a corporateresolution giving them authority to bind the Seller, and (ii) a recent certificate of secretary indicatingthe authority is still valid and was in full force and effect on the date of the signature. (See IFB SectionVI for sample of a Certificate of Secretary)o General Partnerships – any partner can sign to bind all partners.o Limited Partnerships – the general partner must sign.o Individuals – no additional authorization is required, but signatures must be witnessed and notarized.o Sole Proprietorship – the owner can sign. Any other person can sign if s/he provides a recent Powerof Attorney, signed by the owner, authorizing him/her to bind the sole proprietorship.o Limited Liability Company (LLC) – any manager of the LLC elected by the members of the LLC, orany member signing as manager of the LLC. All other signers will need a Consent of Members signedby all the Members of the LLC authorizing their signature on or up to 30 days before the date of theirsignature. SCOPE OF SERVICES AND SPECIFICATIONS1. Scope of ServicesThe City is requesting Bids for a 4-Inch Submersible Solids Handling Pump for the Water and SewerDepartment.Delivery RequirementsAll prices quoted shall be based on delivery F.O.B. Tulsa, Oklahoma or to any other points as maybe designated in the Specifications, with all charges prepaid by Seller to the actual point of delivery.Bids must state the number of Days required for delivery under normal conditions.Absolutely no items over 500lbs. may be directly shipped to the City requiring the City personnel tounload from the shipping truck or trailer. The City carries no responsibility for any damages incurredduring an unloading occurrence. All unloading shall be the responsibility of the Seller and/or shippingentity.2. SpecificationsThe Bid must meet or exceed the following Specifications.Fairbanks Submersible D5432MV 4” Solids-Handling Pump or AcceptableEquivalentPart 1. General1.01 This specification includes the supply of 1 (one) pull-up submersible solids-handlingpumping unit(s), UL Listed for explosion proof Class I, Division 1, Groups C and Dhazardous locations. The pumps shall be clockwise rotation and connect to thedischarge piping when lowered into place.1.02 Quality AssuranceA. All pumping equipment furnished under this Section shall be of a design andmanufacture that has been used in similar applications, and it shall bedemonstrated to the satisfaction of the City of Tulsa Water and SewerRepresentative that the quality is equal to equipment made by that manufacturerspecifically named herein.B. Unit responsibility. Pump(s), complete with motor and all other specifiedaccessories and appurtenances, shall be furnished by the Seller to ensurecompatibility and integrity of the individual components, and provide the specifiedwarranty for all components.C. The pull-up submersible solids-handling pump(s) and motor(s) specified in thissection shall be furnished by and be the product of one manufacturer.D. Pumps are to be engineered and manufactured under a written Quality Assuranceprogram. The Quality Assurance program is to be in effect for at least ten years,to include a written record of periodic internal and external audits to confirmcompliance with such program.E. Manufacturers1. Pump(s) shall be the product of Fairbanks Morse Pump or acceptableequivalent.2. Manufacturers shall have installations of like or similar applications with aminimum of 5 years’ service for this pump size.B. Design1. Rotationa. The pump will be clockwise rotation when viewed from the driver endlooking at the pump.2. Impellera. Impeller shall be of the balanced non-clogging type matched to its constantvelocity equalizing pressure volute and be made of close-grained cast ironconforming to ASTM A48 CL30. It shall be of one-piece construction,single suction, enclosed (bladeless)(two-vane), radial flow design withwell-rounded leading vanes and then tapered toward the trailing edge fora circular flow pattern to prevent the accumulation of solids and stringymaterial.b. The clearance between the impeller outside diameter and cutwater shallbe capable of passing a 2” sphere.c. The impeller is to be balanced and secured to the shaft by means of a bolt,washer, and key. The arrangement shall be such that the impeller cannotbe loosened from torque in either forward or reverse rotation.d. Wiper vanes on the back impeller shroud are not allowed.e. Impellers shall be trimmed to specifically meet the conditions of operation.3. Volute/Casinga. Volute is to be cast with extra thick walls made of close-grained cast ironconforming to ASTM A48, Class 30. It is to be one-piece, constant velocityequalizing pressure with smooth fluid passages large enough to pass anysize solid that can pass through the impeller.b. The volute shall have an integral tapered suction inlet area to direct flowto the impeller eye and have a centerline-flanged discharge. Volutedischarge shall be minimum 4” diameter as measured on the insidediameter of the discharge flange opening.c. A sliding bracket assembly shall be a part of the pumping unit constructedso that when lowered to the discharge base/elbow, the knifing action ofthe vertical metal-to-metal seal provides a self-cleaning, non-clogging,non-sparking UL Listed explosion-proof assembly.IFB Rev 02/20244IFB 26-541 | 4-Inch Submersible Solids Handling Pump | Issue Date: 06/04/20264. Wear Ringsa. Wear rings shall be provided on both the impeller and fronthead so thatclearances can be maintained throughout the life of the rings and minimizerecirculation.b. Impellers wear rings shall be of the axial- or face-type.c. Fronthead wear rings shall be of the axial- or face-type.d. Wear rings shall be attached to the impeller and fronthead using aninterference fit and Loctite.e. Wear rings shall be stainless steel, with the impeller wear ringapproximately 50 Brinell softer than the fronthead wear ring.f. Wear ring clearance adjustment shall be attained through impelleradjustment shims.5. Motora. Pump(s) shall be driven by completely sealed, electric submersiblesquirrel cage induction motors with a maximum NEMA nameplate ratingof 25 HP, 1.15 service factor, 1760 RPM, 460 volts, 3-phase, 60 Hertz.b. Submersible equipment shall be UL Listed for Class I, Division 1, GroupsC and D explosion-proof hazardous locations as defined by the NationalElectric Code. All electrical parts shall be housed in an air-filled (or oil-filledin 210 frame construction) cast iron, watertight enclosure which is sealedusing O-rings and rabbeted joints with extra-large overlaps.c. The stator winding and lead shall be insulated with moisture-resistantClass F insulation for continuous duty in 40 degree C ambient. The motorshall be designed for continuous duty capable of ten (10) starts per hour.Automatic reset, normally closed thermal overloads shall be imbedded inthe motor windings to provide overheating protection. Motor windingthermostats must be connected to an electric controller per local and statecodes and the National Electric Code.d. Motor shaft shall be one-piece, 416 stainless steel. Carbon steel shafts orshaft sleeves are not acceptable. Rotor is to be dynamically balanced tomeet NEMA vibration limits; all external hardware is to be stainless steel.e. Cable leads are to enter at the top of the motor and are to allow the cable-to-motor connection to be accomplished in the field without soldering. Allpower and control lead wires are to be double sealed as they enter themotor in such a manner that cable-wicking will not occur. This sealingsystem shall consist of a rubber grommet followed by epoxy that is high inadhesive qualities and has a low coefficient of expansion. Each cable wireis to have a small section of insulation removed to establish a window areaof bare wire and each wire is to be untwisted and surrounded by epoxypotting material. A cable strain relief mechanism shall be an integral partof this sealing system. Cable sealing system shall be capable ofwithstanding an external pressure test of 1200 PSI as well as a cableassembly pull test as required by Underwriters Laboratories. mSingulargrommet or other similar sealing systems are not acceptable. Motor shallbe supplied with 40 feet of multi-conductor type “SOW-A” or “W” powercable and control cable. Cable sizing shall conform to NEC specificationsand be UL Listed.f. Power and control leads shall be terminated on a sealed terminal board.The terminal board and its bronze lugs shall be O-ring sealed.IFB Rev 02/20245
