Description:

The City of Cambridge (“City”) is soliciting Statements of Qualifications (“SOQs”) from qualified contractors, energy professionals, and firms.  The purpose of this Request for Qualifications (“RFQ”) is to establish a pool of pre-qualified contractors capable of providing residential energy efficiency, weatherization, electrification, and related energy improvement services to eligible residential units within the City of Cambridge, as authorized under the MEA Residential Energy Equity Program.

After the initial RFQ to establish a qualified contractor pool, the RFQ may reopen throughout the grant-funded activity period to allow for the ongoing enrollment and qualification of additional contractors. The period of performance begins July 1, 2026, and ends June 30, 2028, or when all funding has been expended, whichever occurs first.

Qualifications:
Contractors must demonstrate:
•        Minimum three (2) years of experience performing residential energy efficiency or weatherization work;
•        Experience with low-to-moderate income housing programs preferred;
•        Experience with publicly funded projects preferred.

Technical Capacity
Contractors must demonstrate the ability to:
•        Perform whole home energy audits;
•        Perform residential energy efficiency improvements;

•        Complete work in compliance with applicable building codes;
•        Coordinate inspections and permits;
•        Maintain project schedules;
•        Provide accurate documentation and invoicing.

Compliance History
Contractors must:
•        Be in good standing with the State of Maryland;
•        Not be debarred or suspended from public contracting;
•        Have no outstanding tax liabilities;
•        Have no unresolved licensing violations.


Special Requirements:
Contractors must:
•        80% of worksite workers must reside within 50 miles of Maryland’s borders
•        American Manufactured Goods in compliance with State Finance and Procurement Articles 14-416 and 17-303. (Please see the above links in the description or the documents as attached below.)

Request for Qualifications (WREEP) Program
Respondents must be able to demonstrate qualifications to address specific requirements for
efficiency and electrification measures, as listed below:
All building shell improvements shall be completed by a BPI-certified
contractor or supervised by a BPI-certified auditor.
Projects may not replace fossil fuel-powered equipment with new fossil fuel-
powered equipment.
Repairs to existing fossil fuel-powered HVAC and water heating equipment
are eligible if the repairs improve safety or improve the system’s efficiency.
For projects that involve fuel switching, the awardee must equip the City to
inform participating households of the post-retrofit energy and cost
implications of fuel switching. Projects involving fuel switching must result in
a post-retrofit net energy cost savings for the residents based on current
energy prices.
For retrofits to multi-family buildings, the energy cost burden must not shift
from the building operator to the occupants unless there is an overall net
energy cost reduction for the occupants. This outcome must be documented
using current energy rates.
The awardee must be able to inform the City to ensure that any dwelling unit
receiving energy efficiency upgrades and weatherization services under
WREEP has not received the same energy efficiency upgrades or the same
weatherization measures proposed in the WREEP program through another
program.
For projects involving HVAC replacements, reporting must include Manual J
heating/cooling load calculations or equivalent.
The awardee is required to conduct a preliminary solar screening at each
project site where work is conducted under AOI1. This screening will account
for the home’s roof orientation, pitch, shading conditions, and general roof
condition and age. This information will be included in the Monthly Reporting
template that grantees submit to MEA.
The awardee must be able to take photo documentation (geotagged and time-
stamped and provided to the City) of major efficiency upgrades at project
sites. These include all HVAC system installations and water heating
installations
