NOTICE TO CONSULTANT ENGINEERS REGARDING

A REQUEST FOR QUALIFICATIONS

April 5, 2025

The City of Cleveland, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services for preparation of several corridor plans for gateways into the City of Cleveland.

The City of Cleveland seeks qualified consultants with expertise as may be needed in regional, community and land use planning, urban design, architecture, landscape architecture, transportation planning, civil engineering, market/economic analysis, and regulatory methods, for several corridor plans. The first and main plan will focus on the 2.1 mile stretch of State Route 60 from Candies Lane to Parker Street.

BACKGROUND State Route 60 (25 th Street) is a 4-lane state highway that links Dalton, Georgia and Dayton, Tennessee and serves as the major throughfare through Cleveland. The main Interstate 75 exit to Cleveland Exit 25 is on this corridor. A large portion of this area was developed in the early 1960’s. Due to the fast growth that Cleveland is experiencing there is an expectation that redevelopment will occur. TDOT has several roadway improvements in various stages of completion and the city has been awarded several grants for multi modal projects. The city requires preparation of a master plan incorporating all existing and proposed state and city projects along with new streetscape and beautification plans.  This plan would differentiate SR 60 from any other Cleveland corridor by identifying the desired character of development along the roadway as it is built out. Ideally, the plan would include and integrate access management, design controls, roadside, traveled way, and intersection design, circulation, mobility, land use plan refinements, urban form, economic development recommendations, and methods for funding the cost of improvements.

Additionally, the city requires a corridor redevelopment and land use plan for the Exit 20 area of Cleveland. This plan would include all of Exit 20 along APD-40 to US 11 then US 11 (South Lee Highway) from APD-40 to Inman Street. This corridor is very similar to Highway 60 and will require a redevelopment plan with land use and access control recommendations.

All statements of qualifications must be received by The City of Cleveland on or before April 22, 2025, at 3:00 p.m., EST. The SOQ shall indicate the scope of services to be completed by any sub-consultants. The method of payment will be lump sum for each plan.

Evaluation

SOQ’s submitted by the deadline will be reviewed and evaluated on the following criteria (relative weight):

  1. Workload capacity, to include current work under contract (15%)
  2. Past performance on the City of Cleveland or Similar Sized City projects and grant funded projects (15%)
  3. Experience and Qualifications of the firm specific to corridor management plans (50%)
  4. Evidence that the Firms experience derives from projects that are comparable or larger in size to that expected in this Contract (20%)

The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase II Evaluation, if required.  However, the City of Cleveland reserves the right to make a selection based solely on statement of qualifications received.

Any documents submitted to the City of Cleveland in response to this Request for Qualifications are considered public record and will be open to inspection by the any member of the public.
