Sealed bids for the Iowa Amphitheater at Schmitt Island Bid Package 2: Amphitheater Site Development will be received by City of Dubuque at City Clerk's Office, City Hall, 50 West 13th St., Dubuque, IA 52001 until 2 PM local time on December 5, 2024 and will be publicly opened and read aloud immediately thereafter in Conference Room B for the following public improvements:
The project includes the construction of a tensile fabric canopy, site paving, site lighting, building structures, fencing, landscaping, deep foundations, cast in place concrete, utility work and additional constructed elements, necessary for the successful development of the Iowa Amphitheater at Schmitt Island.
Bids will be received for a single prime contract.

Copies of the Contract Documents may be obtained at the Engineering Department, City Hall – Second Floor, 50 West 13th Street, Dubuque, Iowa 52001. The Contract Documents will also be available on the City’s website at www.cityofdubuque.org/bids.aspx . No plan deposit is required.
Refer to other bidding requirements described in Division 01 Section “Instructions to Bidders”.
Each prospective bidder is encouraged to attend the Pre-Bid Construction Conference to be held at 11 AM, November 19, 2024. 1855 Greyhound Park Road, Dubuque, Iowa, 52001. Meeting will be held within the existing paddock building, northeast of the Casino. Attendance by all prospective bidders is not mandatory but highly recommended
Each bid shall be submitted on the Bid Form provided with the Bidding Documents and shall be accompanied by bid security as set forth in the Instructions to Bidders, in the amount of ten (10) percent of the total bid.
Performance Bond Requirement: 100% of contract amount.
No bid may be withdrawn for a period of 30 calendar days after the date of opening.
The bidder to whom the Contract is awarded shall commence work no later than the date set forth in a Notice to Proceed to the Contractor from the Owner or its authorized representative.
The work of this Contract shall be completed on or before December 19, 2025.
The City of Dubuque in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d-2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, or disability in consideration for an award
By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa.
To the extent permitted by law, the Owner reserves the right to waive minor irregularities and to reject any and all bids.
This project is sales tax exempt. The Owner will issue an exemption certificate for the purchase or use of building materials, supplies, and equipment that will be used in the performance of the construction contract.
