BackgroundPWD, originally established as The Palmdale Irrigation District in 1918, was formed under Division 11 of the California Water Code to deliver irrigation water to approximately 4,500 acres of agricultural land within its boundaries. Under this authority, PWD's core functions remain: to acquire, control, conserve, store, and distribute water for the beneficial use of its residents and water users.
Today, PWD is an independent special district governed by a publicly elected five-member Board of Directors, each representing a division within the service area.
PWD is located in northern Los Angeles County, within the Antelope Valley, and provides potable water to approximately 126,800 residents across the City of Palmdale and surrounding communities. PWD maintains roughly 27,100 active service connections and receives water from three primary sources:
- Groundwater, disinfected and pumped directly into the distribution system;
- Littlerock Dam Reservoir (LRD); and
- The State Water Project (SWP).
