ADVERTISEMENT FOR BIDS

Project Description. Railroad track construction along the Semo Port Railroad in Cape

Girardeau and Scott Counties, Missouri. The project will consist of track improvements

for Storage Tracks No. 1 & 2 that includes track construction, at-grade crossings and

purchasing track material. Contractor will be required to complete the track construction,

ballast, line & surfacing for the track.

Bids. Sealed Proposals for furnishing all labor, materials, equipment, tools, and other

incidental items necessary for the project will be received by the:

Bids Due on or before WEDNESDAY December 3, 2025 at 11:00 A.M. (LOCAL TIME),

at which time and place the Proposals will be opened and considered. Any Proposal

received subsequent to the aforementioned time will be promptly returned to the Bidder.

Proposal must be on the form provided and in accordance with the Contract Documents.

Bidder must be experienced in track construction and other work as described in the

Contract Documents.

Contractor must affirm that all on-site employees have completed a ten-hour OSHA

construction safety program as required under Missouri law (RSMo 292.675).

This project will be partially funded with funding from the Missouri Department of

Transportation (MoDOT) and therefore is subject to the regulations associated with that

program.

Prevailing wages will be required.

Contract Documents. Bids shall be made in accordance with the Plans titled "Storage

Tracks – Track Construction Project - MoDOT Project No. WCI25000081” dated October

30, 2025 and the Bid Documents and Specifications, titled "Storage Tracks – Track

Construction Project - MoDOT Project No. WCI25000081” dated October 30, 2025. These

will be available beginning Tuesday November 11, 2025 from the office of Martin

Hoffman, Project Engineer, Bowen Engineering and Surveying, 2121 Megan Drive, Cape

Girardeau, Missouri 63701 martinhoffman@bowenengsurv.com (phone 573-339-5900).

Electronic plans and contract documents will be provided without cost in PDF format. The

cost for printed plans and contract documents is $100. Prospective bidders that obtain

contract documents from a source other than the Project Engineer must notify the Project

Engineer in order to be placed on the official plan holders list, receive addenda and other

bid correspondence. Bids received from contractors other than those on the official plan

holders list will not be accepted.

Title VI Civil Rights Assurances. The Southeast Missouri Regional Port Authority

hereby notifies all bidders that it will affirmatively ensure that in any contract entered into

pursuant to this advertisement, businesses owned and controlled by socially and

economically disadvantaged individuals will be afforded full opportunity to submit bids in
