Bids shall be publicly opened and read aloud at 2:15 P.M. that day in the Commissioners’ Meeting Room #101.
The County Commissioners reserve the right to reject any or all bids.
An original and five copies of the complete Bid must be submitted in a sealed envelope, and addressed to the Westmoreland County Controller and clearly marked on the outside of the envelope with the Bidder’s name and address and the designation:

Proposal specifications are available in the Office of County Controller,Two North Main Street, Suite 111, Greensburg PA 15601; Telephone (724) 830-3137. Persons or Firmswho obtain copies of the Request for Proposals (RFP) will be included on the Official RFP DistributionList, and will be required to give an address, telephone and FAX number and e-mail address at which theycan be contacted to receive Addenda or Notices relating to the submission of proposals.Sealed proposals will be received in the office of the Westmoreland County Controller until 2:00P.M. Tuesday, March 31, 2026 and publicly opened approximately 15 minutes later in the Commissioners'Conference Room #101 in the offices of the Westmoreland County Commissioners. Late proposals willNOT be accepted or considered. The County Commissioners reserve the right to reject, in whole or in part,any or all proposals received, and further reserve the right to negotiate the final contract terms, includingcost, subsequent to the submission of sealed proposals.OBJECTIVEThe County of Westmoreland, through its Community Development Division, (the County) solicits andrequests proposals ("the Proposal") from qualified organizations ("the Firm") to provide Lead PaintInspections/Risk Assessments and Clearance Examination services, as well as Healthy HomeAssessments, for residential housing units participating in the County’s Lead-Based Paint HazardControl and Healthy Homes Program.The County anticipates the need for:• Lead Paint Inspection/Risk Assessments for approximately 185 residential housing units• Clearance Examination services for approximately 175 residential housing units undergoinglead hazard control.• Healthy Home Assessments for approximately 75 residential housing unitsThe intent of this Request for Proposals (RFP) is to define the general specifications for the professionalservices required by the County and to set guidelines for selection.The purpose of this RFP is to solicit meaningful Proposals so that the County may select from among arange of proposals, which best meets its needs and requirements. It is further desired that the solicitationprocess will ensure competitive pricing. The County intends to hire more than one Firm to complete theservices outlined in this Proposal. Although the County may be contracting with more than one Firm,once a Firm is assigned a housing unit, the County’s intent is to keep that Firm assigned to that propertythrough completion, but reserves the right to switch Firms as determined by the County. The Countydesires to enter into a contract with more than one Firm(s) that exhibits a proven track record anddemonstrated success in undertaking these types of project related services and administration. TheFirm(s) must be willing to work County-wide.INTRODUCTIONThe Westmoreland County Lead Based Paint and Healthy Homes Program is funded through acombination of HUD Office of Lead Hazard Control and Healthy Homes grant funding andPennsylvania Department of Health appropriated federal funds of the Federal State and Local FiscalRecovery Fund (SLFRP1746). Services awarded under this RFP are initially funded through thesesources. The County anticipates the possibility of additional funding sources becoming available duringthe contract period and reserves the right to expand services or authorize additional work under the samecontract, subject to funding availability, applicable program requirements, and mutual agreement.Westmoreland County was awarded a $5 million Lead Hazard Reduction grant to perform lead paintabatement and remediation in approximately 144 homes over 48 months. An additional$700,000 was awarded to perform Healthy Home Assessments and repairs in approximately 70of the homes where lead paint abatement and remediation will be performed.In addition, the Program received Pennsylvania Department of Health (PA DOH) funding in the amountof $600,000 to perform lead paint abatement and remediation in approximately 30 residential housingunits.All PA DOH-funded activities shall follow the same guidelines, requirements, standards, and protocolsas the HUD Lead Hazard Control grant, including all applicable HUD, EPA, PA DOH, state, and localregulations.The County hereby solicits and requests proposals for two types of assessments. The Firm will beresponsible for providing Lead Paint Inspection/Risk Assessments (LIRA) services for approximately185 residential housing units, including Clearance Examination for approximately 175 residentialhousing units, and Healthy Home Assessments for approximately 75 of those residential housing units.Lead Paint Inspection/Risk Assessments Including Clearance ExaminationThe Firm will be responsible for providing Lead Paint Inspection/Risk Assessments services forapproximately 185 residential housing units including Clearance Examination for approximately 175residential housing units. These units will be located throughout Westmoreland County and will be acombination of owner-occupied and rental units. Housing units to undergo grant-funded Lead PaintInspection/Risk Assessments and Clearance Examination will be identified through grant partnersor staff throughout the duration of the grant and assigned to the Firm over the course of the grant. Amaximum of 24-hour turn-around time for all Clearance Examination samples is required, unlessspecifically authorized by a County representative to allow for a slower delivery. Firms shouldbe prepared to complete soil testing and water testing. Services will be needed and will be assigned bystaff on a per-unit basis around the first quarter of 2026 through the first quarter of 2030 at the latest,though the frequency of assignments may vary and could end before 2030, if the program meets itstargets for inspections ahead of schedule.Healthy Home AssessmentsThe firm will be responsible for providing Healthy Home Assessments services for approximately 75residential housing units. Healthy Home assessments will only be completed in units undergoing leadhazard control work. The County will determine which units will receive a Healthy Home Assessment.In addition, the Firm's staff conducting these assessments will be required to attend a Healthy Homestraining if they were not previously certified. The Firm is responsible for sending all the necessary staffto attend the training. Training will be at no cost to the Firm. The Firm will be responsible for anynecessary associated travel costs.The Healthy Homes Rating System (HHRS) is a system that rates 29 health and safety hazards for thepotential to harm residents. The HHRS provides an analysis of how hazardous a dwelling is and providesstatistical information to assist assessors in considering the effect on occupant health of any hazards inthe property. More information on the HHRS can be found on HUD's website:https://www.hud.gov/program_offices/healthy_homes.Healthy Homes inspectors are no longer required to "rate" hazards and use the HHRS, however,understanding of the 29 hazards and the ability to identify hazardous conditions in the homes are acrucial piece to the healthy homes inspections.Firms are expected to complete the Healthy Homes Assessments at the same time as the Lead PaintInspection/Risk Assessment.Firms will be required to complete Healthy Home Assessments in approximately 75 units and providea report, including a list of all health/safety hazards, which must correspond with one or more of the29 hazards.Accordingly, the County invites Firms to submit documentation of the qualifications and expertise theywould utilize to perform the requested tasks. This information, as well as other information provided tothe County in response to this RFP, will serve as the basis for selection and negotiations.SCOPE OF WORK REQUESTEDThe County reserves the right to contract with more than one Firm to complete the services outlined inthis RFP. Although the County reserves the right to contract with more than one Firm, once a Firm isassigned a housing unit, the County’s intent is to keep that Firm on that property through completion.The Firm(s) selected as a result of this RFP process shall be expected to provide the followingservices, including, but not be limited to:l. Conduct approximately one hundred and eighty-five (185) combination paint inspection/riskassessments, including a full report and a minimum of the following testing methods: X-RayFluoresce Readings, Dust Samples and Soil Samples for all properties that are identified as LeadHazard Reduction Demonstration Grant program participants.All applicable HUD, EPA, State, local and other appropriate regulations and guidelines must befollowed, including HUD Office of Lead Hazard Control and Healthy Homes and localProgram policies. STANDARD LEAD INSPECTIONS THAT MEET HUD GUIDELINESARE NOT SUFFICIENT TO MEET THE NEEDS OF THIS PROGRAM. Some examplesof OLHCHH and local requirements in addition to standard HUD guidelines include:a) Photos of all LBP components, labeled by room and side.b) Chart giving interim control AND abatement method to correct each hazard.c) XRF testing (interior AND exterior) and photos of all lead positive windows.d) Floor Plan Sketch with labeled windows.e) Dust testing of basement and porch floors.f) List of Exceptions (give reason why something was not XRF tested).g) List of Assumptions and Reasoning (list reason assumed and based on what otherXRF reading).2. Conduct approximately seventy-five (75) Healthy Home Assessments in homes where LeadPaint Inspection/Risk Assessment services have been scheduled. It is expected that the firmwill complete both the Healthy Home Assessment and the Lead Paint Inspection/RiskAssessment at the same time.3. Conduct approximately one hundred seventy-five (175) post-abatement visual andenvironmental clearance examinations for lead hazard control work completed. All applicableHUD, EPA, State, Local and other appropriate regulations and guidelines must be followed;4. The laboratory used for analysis of samples must be accredited by the National Lead LaboratoryAccreditation Program (NLLAP) and meet any appropriate state and local regulations;
