NOTICE IS HEREBY GIVEN that sealed proposals or bids for the Library Building Painting Project, No. C2519 shall be publicly opened, examined and announced on Tuesday, February 17, 2026 at 10:30 a.m. at the San Carlos City Clerk’s Office at City Hall – 600 Elm Street, San Carlos, CA 94070. Sealed bid proposals shall be received in-hand by the City Clerk before the bid opening date and time. A mandatory pre-bid meeting has been scheduled for this project on Wednesday, February 4, 2026 at 11:00 a.m., in front of the San Carlos Library.
A Class C-33, Painting and Decorating Contractor’s License is required for this work. Contractors bidding with a Class-B Contractor’s License will be deemed non-responsible and non-responsive. Work will be done and payments will be made in accordance with provisions more particularly described in the plans and specifications. The Engineer’s Estimate is between $150,000 and $200,000.
Scope of Work. The scope of work generally includes repainting the walls, including handrails and other appurtenances, of the Main-Level Foyer and Entry areas of the San Carlos Library, including the adjacent hallways leading to the stairwells and bathrooms, and the stairwells themselves. Additionally, the project includes repainting the walls, including any handrails and other appurtenances, of the Library’s Upper-Level Rotunda area above the main entryway, including the structural pillars extending from the top floor to the ceiling, but excluding the circular feature, and the adjacent staff hallway. The project also includes repainting and anti-graffiti coating of all wall surfaces, structural pillars, bollards, metal grates and latticework in the Library’s Lower-Level underground parking lot. Includes the elevator lobby area at the bottom of the stairwell, the Police entrance aisle, and the Chestnut Avenue stairway. Additionally, the project includes repainting and anti-graffiti coating of seven (7) existing light poles in the Upper-Level above ground Library parking lot. The entire scope of work described above includes all necessary surface preparation and painting for the areas described. Additional information regarding the scope of work is contained in the Bid Item Descriptions, Special Provisions, and Technical Provisions.
Bids must be accompanied by a Proposal guarantee amounting to ten (10%) percent of the bid as described in the specifications. Said guarantee shall be forfeited to the City in case the bidder depositing the same does not, within fifteen days after written notice that the contract has been awarded to the Contractor (1) enter into a contract with the City and (2) furnish Performance and Payment Bonds as described in the specifications.
The City Council reserves the privilege of rejecting any and all proposals or to waive any irregularities or informalities in any proposals or in the bidding. No bidder may withdraw their proposal for a period of ninety
(90) calendar days after the date set for opening of proposals.
As a “Public Works” project and pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for San Mateo County shall apply to this contract, as determined by the Director of the California Department of Industrial Relations.
