Overview
The City of Minot is requesting proposals to retain qualified environmental consultants to provide Environmental Review (ER) services for housing and community development projects funded through programs such as the Community Development Block Grant (CDBG), the Home Investments Partnership Program (HOME), and Housing Trust funds.
Additional information about this solicitation is available at https://www.minotnd.gov.
Funding for these services will come from the United States Department of Housing and Urban Development Community Development Block Grant National Disaster Resilience (CDBG-NDR) grant. The consultant must follow CDBG regulations. Appropriate language will be incorporated into the consultant contract and strict compliance with all rules and regulations shall be required.
Scope of Services
Provide ER services on various projects which may include property disposition, land disposition, and construction activities across multiple sites.
Describe the project and each of the activities comprising the project, regardless of individual funding source.
Classify the activity and conduct the appropriate level of review.
Activities which are neither exempt nor categorically excluded will require an environmental assessment (EA) documenting compliance with NEPA, HUD, and with the environmental requirements of other applicable Federal laws.
Evaluate the effects of the project or the activities on the human environment.
Document compliance with applicable statutes and authorities.
Record the written determinations and other review findings required by 24 CFR Part 58.
Provide any other services related to environmental services as needed and directed by the City.

Deadline for submittal: To be considered for award, a bid or proposal must be received and accepted by the City Clerk at City Hall by 4:00 P.M. CST on Thursday, March 12, 2026.

Ensure that your bid or proposal is securely sealed in an opaque envelope/package to provide confidentiality of the bid or proposal prior to the solicitation closing. Theseservices will support compliance with 24 CFR Part 58 for various initiatives, which mayinclude property disposition, land acquisition, and construction activities across multiplesites.SCOPE OF SERVICES/PROJECT DELIVERABLESConsultants should be familiar with HUD’s CDBG funding programs and project requirements.Projects may be added or delayed based on funding availability and/or the City’s needs. Theprojects will be funded in whole or in part by the HUD CDBG program and may include:1. Infrastructure Programs2. Housing Programs3. SUBMISSIONPlease include the following information in a letter when submitting a bid for this RFP.Statement of QualificationsSubmittals will only be considered from consulting firms with experiencedpersonnel capable of providing the required services. The City may requestadditional information to verify these qualifications. Failure of firms to respondto any of the following requirements may be grounds for considering a submittalnon-responsive.To ensure a consistent review process, submissions should conform to the formatoutlined below:1. Cover LetterProvide a one-page cover letter that introduces the consulting firm and team, andinclude: The year the firm was formed. Include Name, Address, and Phone Number of the primary contact person forthe project.22. Table of ContentsProvide a detailed table of contents that clearly identifies each section and itscorresponding page number.3. Experience of the FirmProvide a description of your firm’s prior experience and qualifications inenvironmental reviews or work comparable to the proposed scope of work.4. Project Team (Key Staff) and ExperienceIdentify the proposed Project Manager and key project team members, alongtheir specific roles and responsibilities. For each individual, provide a briefresume outlining their credentials and relevant experience. If sub-consultants orsub-contractors are to be utilized by a Consultant, the Consultant shall alsosubmit a listing of such firms along with the qualifications and experience ofeach sub-consultant or sub-contractor.5. Specific Relevant ProjectsProvide descriptions of projects with similar scope that your firm and/or teamhave successfully completed in the past five (5) years. For each project, include: Project name and description Scope of work Evidence of meeting Disadvantaged Business Enterprise (DBE) contractgoals and/or evidence that adequate good faith efforts were made to meetthose goals.6. ReferencesProvide a list of three (3) verifiable references who have specific knowledge ofthe work performed by the proposed Project Team. Submit references who arefamiliar with the quality of work that is of a similar nature as listed in the scopeof work. References shall not be a firm or current employee of the submittingfirm.7. Project Understanding: Provide your general understanding of our City,project(s), and issues regarding the identified project(s). Identify any potentialchallenges, special concerns, or conflicts of interest that may be encountered.8. Unique Entity ID and System for Award Management (SAM)All firms must provide six (6) paper copies and one (1) electronic version of theirsubmission. Responses are limited to no more than 25 one-sided pages and musthave a minimum font size of eleven (11) points.Each applicant must:(i) Be registered in SAM before submitting its application;3(ii) Provide a valid unique entity ID in its application; and continue to maintainan active registration in SAM with current information at all times during whichit has an active Federal award or an application or plan under consideration by afederal agency.Criteria for Review of Statement of QualificationsA Selection Committee will be formed in accordance with FAA AdvisoryCircular 150/2100-14E, Architectural, Engineering, and Planning ConsultingServices for City Grant Projects, and the City will be the sole judge indetermining how the evaluation process shall be conducted and which firm(s)shall be considered for award and deemed to be in the best interest of the City.The following criteria will be used by the Selection Committee in evaluating,ranking, and selection of the successful firm:1. Qualifications of the Firm (20%): Preference shall be given to the firms withexperience in the projects related to the scope of work, and a demonstratedability to complete the work on time and within budget.2. Qualifications of the Project Team (Key Staff) (30%): Preference shall begiven to those firms with key staff with experience in items listed in the scope ofwork.3. Experience in Working with Local, State and FAA Regulations andProcedures (20%): Preference shall be given to project teams whose personnelhave demonstrated a strong and productive working relationship with the FederalAviation Administration (FAA) and North Dakota Aeronautics Commission(NDAC), and who possess a thorough understanding of FAA rules andregulations of cities similar to the Minot International City.4. Project Understanding (10%): Preference shall be given to those firmswhich have a comprehensive understanding of the project and local environment.5. Demonstrated ability to meet schedules, deadlines, budgets, and DBEgoals (10%).6. Capability of the branch office that will service the City to performindependently of the home office, or conversely, its capability to obtainnecessary support from the home office (10%): Preference shall be given tothose firms which have the ability to respond to on-site issues within areasonable time frame.Selection of the Consultant4It is the intent of the City to form a committee to review the Statements ofQualifications submitted and rank the qualified firm(s). Members of the selectioncommittee may consist of City Staff to include Department Heads, City CouncilMembers, and others. The City may choose to interview a shortlist of consultantsbefore making the selection. The consultants shall be notified at least seven (7)days prior to the interview date. All unsuccessful firms will be notified in writingno later than 10 days after selection of the Consultant and may contact the Cityfor debriefing. The City reserves the right to reject any and all submissions to thisRFQ, request clarification, or waive informalities/technicalities, if it is deemed inthe best interest of the City. The City assumes no responsibility for costs incurredin responding to this RFQ. All submittals to this RFQ become property of theCity.Council Selection and ContractingThe firm selected by the committee will be recommended to the City Council foraward. Upon approval, the City will negotiate a contract with the selected firm.The City anticipates a Master Service Agreement (MSA) contract with TaskOrders for each project. The MSA will be in effect for a 5-year period. If theMSA cannot be agreed upon, the City reserves the right to terminate negotiationsand then negotiate with the second and third ranked firms in order, if necessary,until a satisfactory contract has been negotiated.GENERAL INSTRUCTIONS1.
