Invitation to Bid
1.0 Examination of Solicitation Documents and Site
The Bidder shall examine carefully the site of the proposed work and the bid documents
before submitting a bid. By submitting a sealed bid, the Bidder acknowledges that they
made such an examination and are satisfied as to the conditions to be encountered and
as to the requirements of the bid documents. All roads listed for repair are public roads
and available for inspection.
1.1 Pre-Bid Conference
A non-mandatory pre-bid meeting will be held on Wednesday June 17th, 2026 at 1 P.M.
Alaska time. In person at the Denali Borough office with a virtual option below.

2.0 Interpretation or Correction of Bid Documents
Bidders shall notify the Project Coordinator promptly of any error, omission, or
inconsistency found during examination of the bid documents and construction site.
Requests for interpretation or clarification must be made in writing via email to the
Project Coordinator at fshreeve@denaliborough.com, at least 5 working days prior to
bid opening. Answers and responses will be posted online via a bid Addendum. Any
bids submitted that do not acknowledge receipt of all Addendum will be considered non-

3.0 Bid Preparation Costs
The Denali Borough is not liable for any costs incurred by the respondent in bid
preparation.
4.0 Funding
Funding for this project will be provided by the Denali Borough, and the State of Alaska
through disaster grant AK-25-316, suppression road repair work for the 2025 Bear
Creek Fire. The total project budget is estimated to be $350,000-$450,000.
5.0 Preparation and Submission of Bids

Bidders shall submit a maximum 4 page statement of qualifications, and must include
three references with, Name and Title, Firm, Contact phone number, Project
Description, and Project Total. References may be asked to speak to the quality of a
bidder’s performance on previous contracts. Bidders shall submit a signed Bid
Certification for the proposed scope of work, signed by the Contractor. All documents
shall arrive by 10 AM on June 29, 2026. Late bids will not be considered.

5.1 Bid Contents
The following information must be included in all bids.
5.1.1 Authorized Signature
All bids must be signed by an individual authorized to bind the
offeror to the provisions of the Invitation to Bid. Bids must remain
open and valid for at least 90-days from the date set as the
deadline for receipt of bids.
5.1.2 Offeror's Certification
By completing the attached Bid Certification, Bidder certifies
compliance with the following:
5.1.2.1 The laws of the State of Alaska and the Denali Borough;
5.1.2.2 The applicable portion of the Federal Civil Rights Act of
1964;
5.1.2.3 The Equal Employment Opportunity Act and the
regulations issued thereunder by the federal government;
5.1.2.4 The Americans with Disabilities Act of 1990 and the
regulations issued thereunder by the federal government;
5.1.2.5 All terms and conditions set out in this ITB;
