  • Summary The City and County of Denver Department of Parks and Recreation is requesting proposals for on-call parks installation, maintenance, rehabilitation, and renovation services. DPR seeks to establish a group of qualified on-call contractors for project work in various City and mountain park locations.

The City and County of Denver Department of Parks and Recreation is requesting proposals for on-call parks installation, maintenance, rehabilitation, and renovation services. DPR seeks to establish a group of qualified on-call contractors for project work in various City and mountain park locations. On-call contractors will respond to Requests for Bid Proposals for work in City parks and on structures and facilities located within City parks, including new installation, rehabilitation, and other renovation projects. The requested services also entail protection of all City assets, including the tree canopy and root structures, landscape, infrastructure, facilities, and general park operational amenities. The City anticipates awarding multiple contracts with a four (4) year term.

Proposers may apply as the prime contractor for either the MWBE or SBE RFP; please specify your preference in your submission. If awarded, proposers will only receive one contract under one RFP pool, not one for each pool.

  • 202684116: This solicitation includes Minority and Women-Owned Business Enterprise (MWBE) requirements through the City and County of Denver.
    The participation requirement for this project is 19% Minority and Women-Owned Business Enterprise (MWBE). Proposers that do not meet the MWBE requirements will be disqualified.
  • 202684117: In order to qualify for award, proposers must be a certified Small Business Enterprise (SBE) with the City and County of Denver.
    The SBE contractor self-performance requirement is 30%. Proposers that are not SBE certified will be disqualified.

IT SHALL BE CONCLUSIVELY PRESUMED THAT THE PROPOSER DID, BEFORE SUBMITTING A
PROPOSAL, CLOSELY REVIEW THE RFP, ALL EXHIBITS AND ATTACHMENTS, AND OTHER
ITEMS RELEVANT TO THE RFP.

SUMMARY OF REQUEST FOR PROPOSALS
GENERAL DESCRIPTION: The City and County of Denver Department of Parks and Recreation
is requesting proposals for on-call parks installation, maintenance, rehabilitation, and renovation
services. DPR seeks to establish a group of qualified on-call contractors for project work in various
City and mountain park locations.
This solicitation includes Minority and Women-Owned Business Enterprise (MWBE)
requirements through the City and County of Denver.
A separate RFP for Small Business Enterprise (SBE) Certified firms will be published
simultaneously under Solicitation 202684117.
Proposers may apply as the prime contractor for either the MWBE or SBE RFP; please specify
your preference in your submission. If awarded, proposers will only receive one contract under
one RFP pool, not one for each pool.

MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISE PARTICIPATION: Pursuant to
Article III of Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.) the Division of Small
Business Opportunity (DSBO) has established the following participation requirement for this
project: 19% Minority and Women-Owned Business Enterprise (MWBE). The participation
requirement must be met with certified firms, §§ 28-62, 28-66, D.R.M.C., found in the Small
Business Certification and Contract Management System, or through the demonstration of a
sufficient good faith effort. §§ 28-60, 28-64, D.R.M.C. The project is subject to additional
requirements pursuant to the D.R.M.C..

REVIEW PROCESS: The Executive Director of Parks and Recreation issued this solicitation
pursuant to the authority vested in the Executive Director by the Charter of the City and County
of Denver. The Executive Director of Parks and Recreation reserves the right to terminate,
suspend, modify the selection process; reject any or all submittals; modify the terms and
conditions of this selection process; and/or waive any informalities, irregularities, or omissions in
any submittals, as the City’s best interests may appear.
