NOTICE IS HEREBY GIVEN THAT the City of Port Townsend will accept qualification submittals from firms specializing in assessment, repair, coating, and corrosion control of steel potable water storage tanks.
Statements of Qualifications are due by Monday December 8, 2025, 4:00 p.m. All submittals shall be sent electronically, in PDF format, to: Andre Harper, Project Manager II, Public Works, City of Port Townsend, aharper@cityofpt.us
Pre-qualification questions regarding the RFQ submittal should be emailed to the City’s Project Manager on or by 4PM, Monday December 1, 2025. Job site walk through by appointment only at the Port Townsend Water Treatment Facility job site located at 2911 20th street. Port Townsend, WA 98368.

INTRODUCTIONA. PROJECT BACKGROUNDThe City of Port Townsend owns and operates a water utility that conveys an average of one milliongallons of drinking water per day to its customers. The water system is served through a 5 MGconcrete reservoir (built in 2016) and a 1 MG steel standpipe (built in 1995). The 1 MG standpipehas not been repainted since construction. Coating of unknown type has been used to cover graffition portions of the tank’s exterior. The standpipe was drained in November 2018 for cleaning,inspection, corrosion repair, and spot painting of the interior. The steel tank is currently in service,but requires inspection, repair, and recoating of the interior and exterior of the tank.The City of Port Townsend seeks a qualified consultant to:1. Conduct a vessel condition assessment including corrosion investigation of both interior andexterior of the 1 MG standpipe.2. Provide recommended solutions for corrosion protection (i.e., cathodic protection).3. Replace or upgrade gasketing where required on sealed surfaces such as vented areas, accesshatches, and entry points.4. Replace or upgrade any protective screening including vents, access hatches or entry points.5. Prepare bid documents for tank rehabilitation and improvements.6. Provide inspection and consultation services during repair, recoating, and improvements.7. Identify ANSI/OHSA and safety-related deficiencies.B. PROJECT LOCATIONThe City of Port Townsend’s 1 MG standpipe is located at 2911 20th Street, Port Townsend, WA98368.C. QUALIFICATIONSThe consulting team shall possess the following skills:♦ Strong technical expertise in structural condition analysis sealed vessel and industrialcoatings of steel potable water tanks♦ Strong expertise in corrosion investigation, repair, and prevention♦ Strong knowledge of AWWA standards pertaining to potable water storage tankrestoration and preservation♦ Coating Inspector (AMPP Senior Certified Coating Inspector – CIP Level 3) with at least5 years as a coating inspector on relevant coating projects♦ Cathodic Protection Specialist Certification (CP4)♦ Certified Welding Inspector (CWI)♦ The ability to develop and adhere to strict QA/QC standardsII. SCOPE OF WORKA. CONDITION ASSESSMENTThe Consultant will conduct a thorough interior and exterior coating inspection, corrosioninvestigation, and structural condition analysis of the 1 MG standpipe. If the standpipe isrequired to be emptied for inspection, coordination with the Port Townsend Water Departmentwill be required such that there is mitigated adverse impact to water needs of the City.Page | 3REQUEST FOR QUALIFICATIONS, 1 MG STANDPIPE(DRAFT 01/02/24)B. REHABILITATION PLANBased on their Condition Assessment, the consultant will develop a rehabilitation plan for the 1MG standpipe necessary to ensure that the new coating system meets all applicable waterstorage tank standards including but not limited to American Water Works Association (AWWA),Occupational Safety and Health Administration (OSHA), and Association for Materials Protectionand Performance (AMPP)C. ADDITIONAL CORROSION CONTROL OPTIONSThe consultant shall develop a plan to implement additional corrosion control options (i.e.,cathodic protection).D. CONTRACTOR SELECTIONThe consultant will administer bidding assistance for rehabilitation of the 1 MGstandpipe. Assistance shall include vetting questions regarding:♦ Industrial coatings removal and application♦ Welding repair of steel potable water storage tanks♦ Corrosion mitigation♦ AWWA StandardsE. INSPECTION SERVICES1. CoatingsThe consultant or designated subconsultant will also perform comprehensive interiorinspections of the surface preparation and coating applications of the 1 MG standpipeduring its rehabilitation. The Coating Inspector will need to verify the highest quality ofcoating work is being performed on the project so that the maximum effective service lifefor the new coating system will be achieved. Inspections are to be timely and executedin a manner as to prevent unnecessary delays or rework by the Contractor. Ideally,inspections should be performed concurrently with the Contractor’s required inspectionswhenever feasible.The full-time presence of the Coating Inspector is not required on this project; howevermandatory hold point inspections are intended to cover all major aspects of the coatingwork which can affect the quality of the work and the long-term performance of thecoating system.Coating Inspector Mandatory Hold Point Inspections for the standpipe rehabilitationproject will include at a minimum the following or as specified by the manufacturer and/orthe engineer’s recommendation. The following key points of inspection have beenidentified.Pre Surface Preparation♦ Inspect standpipe interior surface prior to surface preparation to determine ifthe environmental conditions would be detrimental to surface preparation andcoating application.♦ Inspection should also determine if the substrate has defects andcontamination that would adversely affect surface preparation and coatingapplication.Page | 4REQUEST FOR QUALIFICATIONS, 1 MG STANDPIPE(DRAFT 01/02/24)Post Surface Preparation♦ Inspect steel repairs.♦ Verify specified level of cleanliness and surface profile has been achieved.Coating Application Inspection♦ Verify ambient conditions are within the required tolerances to ensure thework is performed under appropriate conditions.♦ Inspect coating for visual defects such as runs, sags, voids, holidays,pinholes, and presence of foreign matter.♦ Verify that specified dry film thickness has been achieved.Post Coating Application Inspection♦ Upon final cure of coating system, inspect for visual coating defects, measurecoating system’s dry film thickness, perform cure evaluation testing, performholiday detection testing, and perform adhesion testing.The Coating Inspector will prepare thorough written reports accompanied withphotographic documentation of inspections. Reports and photographs shall besubmitted in digital format. Inspection reports are due no later than the 5-days followingthe inspection date and will be digitally submitted to the City’s Project Manager in pdfformat.Documentation verifying that all dry film thickness gauges and other instrumentsrequiring routine calibration have been factory calibrated or field calibrated within theprescribed time frames by the applicable equipment manufacturers will be submitted tothe City Project Manager.2. Repairs and ImprovementsThe consultant shall perform comprehensive inspections of the repairs and improvementthat are prescribed in their Rehabilitation Plan and selected from the AdditionalCorrosion Control Options. The Inspector(s) must be qualified for inspection of thespecific trades involved in the project (i.e., certified welding inspector).III. PROPOSAL CONTENTS AND SELECTION PROCESSRespondents to this RFQ are requested to submit a statement of qualifications and projectapproach (SOQPA), which includes the prime consultant and all sub-consultants qualifications.All proposals shall be limited to 25 pages, not including the cover letter or resumes.The respondent should include the following information organized in the order shown below.The maximum evaluation points for each item are shown in parentheses. The total possiblenumber of points for the SOQPA is 100. The submittals shall, at minimum, include:A.
