The services are directed to enhance personal adjustment to help children transition intoproductive adulthood and to prevent or reduce future charges, out-of-home placement, and recidivism. The population that will be served by this Contract will be made up of youth referred to JCS by lawenforcement for sexually inappropriate behavior resulting in delinquency charges, including chargeswhich could result in placement on the Registry. The population will include youth who have been placedon the Registry and are required to comply with electronic monitoring.Treatment of youth with PSB requires a high degree of cooperation between the criminal justice andmental health systems. Since youth with PSB are not consistently reliable informants regarding their ownbehavior, the cooperation of a collateral network is necessary to address the secrecy related to thecommission of a sexual offense referral. Assessments of the cognitive, behavioral, biological andsociocultural factors of the individual are required in order to assist in the management of juvenile PSB.Iowa Judicial BranchJCS Update 10/15/25Page 5 of 41
