The City of Danville is soliciting bids for the construction of a whitewater channelalong the Dan River, designed to support recreational paddling, regional tourism,and placemaking objectives. The channel will utilize river water diverted via canalgates and will be constructed in three phases, with a price escalation cap of 5%applicable to Phases II and III.2.2 LocationA. The project site is located adjacent to Riverfront Park and the Dan River Fallsdevelopment in the River District of Danville, Virginia.2.3 General ScopeThe contractor shall furnish all labor, materials, equipment, supervision, and incidentalsnecessary to complete the construction of the whitewater channel in accordance with theapproved design plans, specifications, and regulatory requirements. The scope includes,but is not limited to:A. Phase I – New Channel Construction (East of Existing Canal)1. Mobilization and site access improvements2. Clearing, grubbing, and grading of the new channel alignment beginning just eastof the existing canal3. Excavation and shaping of the channel bed and banks4. Installation of canal gate infrastructure for water diversion5. Placement of engineered materials for channel stabilization6. Installation of erosion and sediment control measures7. Coordination with utility providers for any necessary relocationsB. Phase II – River Connection and In-River Work1. Excavation and construction of the connection point between the new channeland the Dan River2. Installation of in-river features to support whitewater conditions (e.g., boulders,drops, eddies)3. Bank stabilization and reinforcement at the river interface4. Environmental protection measures including turbidity control and habitatpreservation5. Coordination with regulatory agencies for in-water work permits and complianceC. Phase III – Modifications to the Existing ChannelIFB 25-26-055Whitewater Park1. Selective demolition, regrading, or retrofitting of the existing channel2. Integration of the existing channel into the overall whitewater system3. Installation of safety features, signage, and access points4. Final stabilization and landscaping of adjacent areas5. Site cleanup and demobilization2.4 Performance RequirementsA. All work shall comply with applicable federal, state, and local regulations, includingpermitting requirements from DEQ, USACE, and other relevant agencies.B. Contractor shall adhere to the approved construction schedule and coordinateclosely with the City’s Project Manager.C. Price escalation for Phases II and III shall not exceed 5% of the original bid amountfor those phases.2.5 Close Out DocumentsA. As-built drawings and documentationB. Daily field reports and progress photosC. Final inspection and punch list resolutionD. Warranty documentation for installed features3.0 SUPPLEMENTAL GENERAL CONDITIONS3.1 Compliance: The Contractor shall comply with the provisions of the following:The City of Danville’s “Standard Requirements & Instructions for Bidding”, Version3.0, dated July 1, 2025. Copies may be obtained from the Purchasing Office or bydownloading from the City’s website “Finance Department, Purchasing Division.3.2 Award:A. The award will be made to the lowest responsive and responsible bidderB. The City reserves the right to reject any or all bids and to waive informalities andminor irregularities.C. The bid must conform to all requirements of the IFB.D. If all bids exceed available funds, the City reserves the right under Va. Code § 2.2-4318 to negotiate with the lowest responsible bidder, following procedures in Article1.6.4 of the Supplementary Instructions to Bidders.IFB 25-26-055Whitewater Park3.3 Authority:A. The Director of Purchasing as the designee of the City Manager has the soleresponsibility and authority for negotiating, placing, and when necessary, modifyingeach and every invitation to bid, purchase order or other award issued by the City ofDanville. In the discharge of these responsibilities, the Director of Purchasing may beassisted by assigned buyers. No other City officer or employee is authorized to ordersupplies or services, enter into purchase negotiations, or in any way obligate thegovernment of the City of Danville for any indebtedness. Any purchases contrary tothese provisions and authorities shall be void and the City shall not be bound thereby.B. This procurement process, including withdrawal of bids and appeal or protests, is governedby the "PROCUREMENT CODE OF THE CITY OF DANVILLE, VIRGINIA". Copies of theProcurement Code may be obtained by writing the City of Danville Purchasing Department,427 Patton St. Room 304, Danville, Virginia 24541 and by downloading from the City’swebsite, Finance Department, Purchasing Division. The City of Danville does notdiscriminate against faith-based organizations.3.4 Method of Bid Submission:A. Bids will not be accepted both electronically and on paper. Each bidder must chooseonly one method of submission to avoid any confusion or duplication of entries. Thelatest dated and time stamped bid will be the only bid accepted and evaluated.No bid may be considered if received after the time shown on the title page. Theallowable methods for submitting are electronic and paper submission.B. Paper Submission: Bid s must be written in ink or typewritten and shall be submittedon the forms issued. Unsigned or qualified bids will not be accepted.
