NOTICE OF REQUEST FOR PROPOSALS
ST. TAMMANY PARISH
St. Tammany Parish Government is seeking responses for the following project:
RFP# 26-4-3Opioid Abatement Settlement Grant
Responses will be received by the Department of Procurement until 2:00 p.m., Tuesday, June 2,
2026. Prices shall not be read. Each response will be evaluated by designated Parish personnel
after the submission deadline.

85. It is the Proposer’s responsibility to check the LaPAC website frequently for any possible
addenda that may be issued. The Parish is not responsible for a proposer’s failure to download
any addenda documents required to complete an RFP.
Each Response must be sealed. The outside of the envelope, box, or package shall be marked with
the Proposer’s Name and Address, the Proposal Name, the RFP #, and the Proposal Opening Date.
Responses will be received at the St. Tammany Parish Government Department of Procurement
Office, 21454 Koop Dr., Suite 2F, Mandeville LA., 70471 from each Respondent or his agent, or
by certified mail with return receipt requested.

Procurement@stpgov.org. St. Tammany Parish Government reserves the right to reject any or all
quotes and to waive informalities.

OPIOID ABATEMENT SETTLEMENT GRANT
PART I: OVERVIEW
The State of Louisiana is actively responding to the opioid crisis, a public health emergency that
has caused widespread harm across communities. As part of a national effort to address the
impact of opioid misuse, Louisiana has entered settlements resulting from litigation against major
pharmaceutical companies and distributors. These settlements are a critical step towards
remediation and provide significant financial resources for opioid epidemic abatement efforts
within the state. Louisiana is anticipated to receive approximately $354 million from these initial
settlements. St. Tammany Parish will be allotted a portion of these funds, expected to be
approximately $25 million over an 18-year period. The Louisiana Opioid Abatement Task Force
monitors the allocation of funds to ensure that the funds are used effectively to address the opioid
crisis.
1.1 Background/Purpose
The purpose of this Request for Proposal (RFP) is to obtain proposals from qualified Proposers
who are interested in providing an Opioid Abatement Settlement Grant proposal to address
prevention, treatment, and recovery services to those impacted by the opioid use disorder in St.
Tammany Parish. Submittal of a proposal does not create any right or expectation to a contract
with the Parish.
The opioid crisis represents one of the most significant public health emergencies facing
communities across Louisiana including St. Tammany Parish. Data from recent years show
that St. Tammany has consistently ranked among the parishes with the highest numbers of opioid-
involved deaths in the state. The Opioid Abatement Settlement grant is targeting local
organizations that see the need in their community and want to respond in innovative,
collaborative ways, creating pathways to recovery, resilience, and independence for communities
so greatly impacted by the opioid crisis. The goal is to bring prevention and support services to
those individuals and families impacted by opioid use disorder in St. Tammany Parish by
expanding or enhancing existing evidence-based programs. This initiative is designed to support
programs and efforts aligned with St. Tammany Parish's core strategies for opioid crisis
abatement, including prevention, treatment, and recovery support services. We invite eligible
entities and organizations to participate in this significant effort to address and mitigate the opioid
crisis in St. Tammany Parish.
