PUBLICSAFETYBUILDINGCLEANING SERVICES RFPGrosse Ile TownshipPublic Safety Building24525 MeridianGrosse Ile, MI 48138Submissions due by: March 23, 2026 at 3:00 pmPage 1 of 5INTRODUCTIONThe Township of Grosse Ile is requesting sealed proposals from qualified, insured cleaning service providersto provide daily janitorial services, with periodic deep cleaning, for the Grosse Ile Public Safety Building, whichhouses both the Grosse Ile Police Department and the Grosse Ile Fire Department.This is a secure public safety facility. Portions of the building contain restricted and confidential areas.Vendors must comply with all security requirements outlined herein.SCOPE OF SERVICESServices shall be performed seven (7) days per week, between the hours of 5:00 p.m. and 11:59 p.m.A. Daily Cleaning Services (Minimum Requirements) Vacuuming of carpeted areas Sweeping and mopping of hard surface floors Trash removal and relining of receptacles Restroom cleaning and sanitation Cleaning and disinfecting high-touch surfaces Spot cleaning walls, doors, and glass as needed General dusting of surfacesB. Periodic / Deep Cleaning Services Twice per year interior and exterior window cleaning Scheduled deep cleaning of floors and high-use areas Additional periodic deep cleaning as outlined in vendor proposalVendors must clearly describe all services included in their proposal.SECURITY AND BACKGROUND REQUIREMENTSDue to the sensitive nature of the facility: All personnel assigned to the building must submit fingerprints and pass a criminal backgroundcheck through the Criminal Justice Information System (CJIS).o Screening costs will be covered by the Grosse Ile Police Department. Vendors must comply with all building security requirements. Certain areas of the building are restricted and access will be controlled.Failure to meet or maintain these standards may result in termination of contract.Page 2 of 5INSURANCE AND LICENSING REQUIREMENTSVendors must: Provide proof of insurance (including general liability and workers’ compensation). Be licensed to operate in the State of Michigan. Provide proof of good standing, if applicable.MIOSHA / OSHA COMPLIANCEThe vendor shall be familiar with and follow all applicable regulations of the Occupational Safety and HealthAdministration (OSHA) and the Michigan Occupational Safety and Health Administration (MIOSHA) in theexecution of work and services.The Township of Grosse Ile shall not be responsible for enforcement of OSHA or MIOSHA regulations.Compliance is solely the responsibility of the vendor.PROPOSAL REQUIREMENTSThe proposal shall include, at a minimum:1. Full legal business name2. Legal business status (LLC, Corporation, Partnership, Sole Proprietorship, etc.)3. Tax Identification Number4. Main business address and phone number5. Primary contact person6. Proof of insurance7. Proof of Michigan licensure8. Description of work to be performed9. Total cost of services10. Clear explanation of pricing structure, including: What pricing is based on Whether supplies are included or billed separately Duration pricing is guaranteed Any escalation provisions11. Explanation of daily vs. periodic services12. References (if available)13. Acknowledgment of monthly invoice payment processPage 3 of 5PRICING AND PAYMENT Vendors must clearly itemize all pricing. Proposals must specify how long pricing will remain valid. Vendors shall indicate whether cleaning supplies and equipment are included or additional. Vendors understand payment will be made through the processing of invoices submitted on amonthly basis.The Township will not be responsible for any costs incurred by vendors in the preparation or submission ofproposals.SUBMISSION REQUIREMENTS Three (3) copies of the proposal must be submitted. Proposals must be received no later than 3:00 p.m. EST on March 23, 2026. Proposals shall be addressed to:Township ClerkTownship of Grosse Ile9601 Groh RoadGrosse Ile, MI 48138 Proposals must be sealed. The outside envelope must be clearly marked:“Grosse Ile Public Safety Building – Cleaning Services”Bids will be held in the Clerk’s Office at 9601 Groh Road, Grosse Ile, Michigan until the close of the currentbudget or six (6) months, whichever is greater.Late submissions will not be accepted.QUESTIONSAll questions or requests for additional information must be submitted in writing via email to:Wendy RobledoConfidential SecretaryGrosse Ile Police DepartmentEmail: wrobledo@grosseile.comResponses will be furnished to the questioner within three (3) business days via return email transmission.Page 4 of 5RESERVATION OF RIGHTSThe Township of Grosse Ile reserves the right to: Award bids in the best interest of the Grosse Ile Police & Fire Departments. Waive any bid irregularities in the best interest of the Grosse Ile Police & Fire Departments. Reject any and all bids for any and all reasons. Accept any proposal deemed most advantageous to the Township.CONTRACT TERMThe contract resulting from this RFP, shall be for an initial term of one (1) year, commencing on the date ofthe execution by the Township of Grosse Ile (Grosse Ile Police and Fire Departments).At the sole discretion of the Township of Grosse Ile, the contract may be renewed for up to three (3)additional one-year terms, subject to: Continued operational needs Availability of budgeted funds Compliance with all security, insurance and licensing requirements Satisfactory performance by the VendorRenewal shall be exercised by written notice from the Township to the Vendor at least thirty (30) days prior tothe expiration of the then-current term.Pricing for the initial one-year term shall remain firm as proposed. Any proposed price adjustments forrenewal terms must be clearly identified in the original proposal and shall not take effect unless approved inwriting by the Grosse Ile Police and Fire Chiefs prior to renewal.Failure to maintain required background clearances, insurance, licensure, or compliance with applicablelaws and regulations may result in non-renewal or termination of the contract.Page 5 of 5
