ME00110G-1Division-WidePROJECT SPECIAL PROVISIONSGENERALSCOPE:This contract is for annual needs of concrete bridge deck, structure and approach slab repairs,and repair and replacement of concrete bridge joints at various bridge locations inDivision 5. The Contractor will also be responsible for providing necessary traffic control.The work associated with this contract is expected to be performed primarily at night and willnot include additional payment outside of the associated nighttime line items and equipment.All work and materials shall be in accordance with the provisions of the General Guidelines ofthis contract, the Project Special Provisions, the North Carolina Department ofTransportation 2024 Standard Specifications for Roads and Structures, the NorthCarolina Department of Transportation 2024 Roadway Standard Drawings, and thecurrent edition of the Manual of Uniform Traffic Control Devices (MUTCD).MANDATORY PRE-BID CONFERENCE (Prequalifying To Bid):(7-18-06) (Rev. 12-23-25)SPI 1-14AIn order for all prospective bidders to have an extensive knowledge of the project, all prospectivebidders shall attend a mandatory pre-bid conference at 1:30 p.m., Thursday February 12th,2026.NCDOT Century Center Building BTemporary Construction Entrance to Building B – Door B-2Boiling Springs Conference Room1020 Birch Ridge DriveRaleigh, NC 27610(919)707-7160For any questions about the pre-bid conference, please contact:Kayla Cooper, EIDivision 5 Contract Engineerkncooper@ncdot.gov919-707-7391The pre-bid conference will include a thorough discussion of the plans, contract pay items,special provisions, etc.Only bidders who have attended and properly registered at the above scheduled pre-bidconference and who have met all other prequalification requirements will be consideredprequalified to bid on this project. Limited idling toprovide for the safety of vehicle occupants of off-highway equipment (e.g. to run the airconditioning) no more than 30 minutes.12. Diesel powered vehicles may idle for up to 30 minutes to minimize restart problems.Any vehicle, truck, or equipment in which the primary source of fuel is natural gas or electricityis exempt from the idling limitations set forth in this special provision.OUTSOURCING OUTSIDE THE USA:(9-21-04) (Rev. 5-16-06)SP1 G150All work on consultant contracts, services contracts, and construction contracts shall beperformed in the United States of America. No work shall be outsourced outside of the UnitedStates of America.Outsourcing for the purpose of this provision is defined as the practice of subcontracting labor,work, services, staffing, or personnel to entities located outside of the United States.The North Carolina Secretary of Transportation shall approve exceptions to this provision inwriting.NOTES TO CONTRACTOR:For the duration of this contract and all work orders assigned therein, special attentionshould be given to the Material and Equipment Storage and Parking of Personal Vehiclesprovisions described in the 2024 Standard Specifications Section 1101-8 and 1101-9 locatedon pages 11-2 and 11-3 respectively.This contract will primarily consist of nighttime interstate and primary route work. Portable lighting required for nighttime workshall abide by 2024 NCDOT Standard Specifications. Portable Lighting will be paid on a pernight basis per unit utilized.Payment will be made under:Pay ItemPay UnitPortable LightingEachHIGH VISIBILITY DEVICES:(10/25/2019) (Rev. 11/15/2022)DescriptionFurnish and install High Visibility Devices for projects on interstates and freeways. High VisibilityDevices include drums, skinny drums, stationary work zone signs and rigid portable work zone signs. Allof these devices shall be new. Used devices are not acceptable.ME00110R-55Division-WideMaterialsA) GeneralUse materials in accordance with the Manufacturer’s recommendations that will retain both durability andretroreflectivity as described elsewhere in this specification for a period of at least 36 months.The following are required High Visibility Devices to be used for work zone performance applications.• Drums• Skinny Drums (Daytime use only)• Stationary Work Zone Signs• Rigid Portable Work Zone SignsAll drums and skinny drums shall be new and meet the existing requirements of Section 1089-5 of theNCDOT Standard Specifications for Roads and Structures and shall have Grade B flexible, fluorescentorange sheeting that meets the retroreflective requirements of Section 1092-2 of the NCDOT StandardSpecifications for Roads and Structures.All stationary work zone signs shall be new and meet the existing requirements of Section 1089-1 of theNCDOT Standard Specifications for Roads and Structures. Legend overlays are prohibited and shall notbe accepted on the interstate/freeway or associated intersecting roadways. Vertical signpost reflectorstrips shall be added to all stationary sign supports. Use Grade B fluorescent orange for work zone signsupports and Grade B fluorescent yellow for exit sign supports. Install strips a minimum of 2” wide, aminimum of 6’ in length on sign supports with one sign mounted and a minimum of 4.5’ in length forsign supports with two or more signs mounted vertically.All portable work zone signs shall be new and have composite substrates as described in Section 1089-1of the NCDOT Standard Specifications for Roads and Structures. Roll-up signs do not meet therequirements of this provision. The remainder of the existing requirements of Section 1089-1 of theNCDOT Standard Specifications for Roads and Structures remain. Used sign stands are acceptable.B) Material Qualifications/CertificationsOnly use materials as listed above that are on the NCDOT Approved Products List. In addition, provide aType 3 Material Certification for all materials in accordance with Section 106-3 and Section 1087-4.(C) PerformancePoor performance of any device or sign at any site, whether or not related to a specific contract may begrounds for removing the material from the NCDOT Approved Products List and/or removing from anyproject under contract.Construction MethodsAll requirements of Section 1110-3 and Section 1130-3 of the NCDOT Standard Specifications for Roadsand Structures shall apply except roll up signs are not permitted for use.The use of skinny drums is prohibited for any nighttime lane closures on interstates/freeways.MaintenanceME00110R-56Division-WideReplace any sign or drum that prematurely fails due to any damage or defect that causes it to performunsatisfactorily with an “in kind” device of similar quality and age according to the guidelines set forth inthe American Traffic Safety Service Association’s (ATSSA) Quality Guidelines for Work Zone TrafficControl Devices. An “in kind” replacement sign or drum is not required to be new, however, it shall beless than 1 year old and have 100% of its original sheeting area and at least 85% of the retroreflectivequalities of a new device, so that it is undetectable adjacent to the original devices and signs placed on theproject.Measurement and PaymentCompensation for High Visibility Devices will be considered incidental to the Night WorkTemporary Lane Closure line item associated with the work order.ROADWAY TRAFFIC CONTROL AND WORK ZONE SAFETY:The Contractor shall maintain traffic during construction and provide, install, and maintain alltraffic control devices in accordance with these project guidelines, the Project Traffic ControlPlans, the Project Special Provisions, North Carolina Department of Transportation StandardSpecifications for Roads and Structures 2024, and the current edition of the Manual of UniformTraffic Control Devices (MUTCD).The Contractor shall utilize complete and proper traffic controls and traffic control devicesduring all operations. All traffic control and traffic control devices required for any operationshall be functional and in place prior to the commencement of that operation. Signs fortemporary operations shall be removed during periods of inactivity. The Contractor is required toleave the project in a manner that will be safe to the traveling public, and which will not impedemotorists.Traffic movements through lane closures on roads with two-way traffic shall be controlled byflaggers stationed at each end of the work zone. In situations where sight distance is limited, theContractor shall provide additional means of controlling traffic, including, but not limited to,twoway radios, pilot vehicles, or additional flaggers. Flaggers shall be competent personnel,adequately trained in flagging procedures, and furnished with proper safety devices andequipment, including, but not limited to, safety vests and stop/slow paddles. Use police officersas necessary to control traffic.All personnel when working in traffic areas or in areas within a close proximity to trafficshall wear an approved safety vest, or shirt or jacket which meets the color requirements ofthe Manual of Uniform Traffic Control Devices (MUTCD).The Contractor shall comply with all applicable Federal, State, and local laws, ordinances, andregulations governing safety, health, and sanitation, and shall provide all safeguards, safetydevices, and protective equipment, and shall take any other needed actions, on his ownresponsibility that are reasonably necessary to protect the life and health of employees on the joband the safety of the public, and to protect property in connection with the performance of thework covered by the contract.
