ADVERTISEMENTNOTICE TO BIDDERSALLEN COUNTY, OHIOOFFICE OF THE ALLEN COUNTY ENGINEERCOUNTY & TOWNSHIP ROADS RESURFACING 2026INCLUDINGCOUNTY ROADS RESURFACING 2026 OPWC PROJECTThe following legal notice is to receive bids for resurfacing various county and township roads with Item441 Asphalt Concrete per Allen County specifications. The resurfacing will consist of an average thicknessof 1-1/2” of asphalt concrete to match the width of the existing pavement. Item 407 Tack Coat will beapplied to the existing pavement before resurfacing. The total number of miles being resurfaced isapproximately 16.06 miles of which 12.99 miles make up the COUNTY ROADS RESURFACING 2026 OPWCPROJECT, an Issue 1 funded project. Also included in the project are 33,775 square yards of asphaltplaning and 60 butt joints at various project termini and intersections. All of the roads, as listed on theproject lists, will require flaggers.All contractors and subcontractors involved with the project will, to the extent practicable use Ohioproducts, materials, services, and labor in the implementation of their project. Additionally, contractorcompliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.Bidders must comply with the prevailing wage rates on Public Improvements in Allen County, Ohio asdetermined by the Ohio Department of Commerce, Division of Industrial Compliance.Complete digital project documents are available at www.questcdn.com. Main Street,Suite 301, Lima, OH 45801, prior to the bid opening. Paper project documents are available at the AllenCounty Engineer’s Office, 1501 N. Sugar Street, Lima, OH 45801 for a fee of $42.00. Paper or electronicbids may be submitted.Bids will be received by the Clerk of the Board of Allen County Commissioners and will be opened by theClerk of said County, on Thursday, June 4, 2026 at 11:30 A.M. at the office of the Board of Allen CountyCommissioners, 204 N. Main Street, Suite 301, Lima, OH 45801.Each bidder is required to furnish with its proposal, a 10% Bid Guarantee and Contract Bond in accordancewith Sections 153.54 and 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall beissued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.3Each Proposal must contain the full name of the party or parties submitting the proposal and all personsinterested therein. Each bidder must provide evidence of its experience on projects of similar size andcomplexity, and a complete listing of all subcontractors to be used. The owner intends and requires thatthis project be completed no later than October 23, 2026. To allow proper time for the paperwork to beprocessed, the contractor will not commence work before July 21, 2026.No bidder shall be permitted to withdraw its bid for a period of thirty (30) days after the time of bidopening.The Board of Commissioners, Allen County, Ohio reserves the right to reject any or all bids submitted or towaive any irregularities pursuant to Section 9.31 of the Revised Code.
