RFP 4061 South ‘A’ Transportation StudyProject Description
The City of Springfield is seeking an experienced consultant or firm to develop a Transportation Study using a Qualifications-Based selection process.
This project will conduct a transportation study of South ‘A’ Street in Springfield, Oregon. The study will evaluate safety, transit service, multimodal connectivity, and potential improvements along the corridor.
The project area extends from the Glenwood roundabout at South ‘A’ Street (OR 126B) and Franklin Boulevard (OR 126B/OR 225) to South 18th Street.
The study will assess current and future transportation needs, identify potential solutions, and recommend implementation strategies. It will include an evaluation of existing conditions, technical analysis, and community engagement to develop multimodal transportation options.

Project OverviewThe City of Springfield is requesting proposals to prepare a transportation study for South ‘A’Street, from the Glenwood roundabout to South 18th Street. This corridor is an important linkbetween downtown Springfield and the Glenwood area and currently operates as a fast-moving,three-lane roadway. While it carries a high number of vehicles and serves Lane Transit District’sRoute 11, one of the region’s busiest bus routes, the street is difficult and uncomfortable forpeople walking, biking or taking transit. Narrow bike lanes, tight sidewalks, and limitedpedestrian features point to the need to take a fresh look at how the street works for everyonewho uses it.It has become clear that South ‘A’ Street would benefit from a more coordinated plan thatbalances safety, access, and mobility for all users. The corridor lacks a clear vision that bringstogether transit service, walking and biking access, and the surrounding community context.The goal of this RFP is to develop a South ‘A’ Street study that identifies practical options toimprove how the corridor functions now and in the future. The study will look at currentconditions, safety concerns, travel patterns, and community needs, and will explore differentdesign approaches for the street. Public input will play a key role in shaping recommendations.The final product will outline preferred improvements and clear next steps, helping the Citymove toward a safer and better connected South ‘A’ Street.II. Overall Project Description and Scope of WorkThe City of Springfield’s purpose for issuing this RFP is to establish a contract with aTransportation Planning Consultant to complete the South ‘A’ Street Transportation Study. Thescope of Transportation Study services are described in Attachment 1 - Scope of Work.III. Proposal Submission RequirementsYour response to the Request for Proposal must contain all of the information requested in theRequest for Proposal along with acknowledgement of all addenda. A completeness check will beconducted for each submission. Incomplete submissions will not be accepted. Submissions mustinclude the items organized and numbered to correspond to each requirement below:Content requirements1. General – Proposals will be clear and concise. The City encourages green options anddiscourages the use of materials that cannot be recycled such as PVC and spiral binders,plastic or glossy covers and dividers. Further, the City encourages Proposers to print onboth sides of a sheet of paper whenever possible.2. Cover Letter – All Proposals must be accompanied by a cover letter signed by anindividual who is legally authorized to enter into a contract on behalf of the proposingindividual/firm.a. The letter must introduce the Proposal, provide an overview of yourrepresentation according to the Attachment 1 Statement of Work.b. Affirm that the Proposer accepts all terms and conditions of the Request forProposals, including the Attachment 2 Sample Contract terms and conditions.c. The letter must designate the Proposer’s contact person during the Proposalreview process.d. Identify whether you qualify as resident bidder as described in ORS279A.120 (1)(b) and if you are licensed to do business in the State of Oregon.e. Include a statement of the firm’s ability to begin work April 1, 2026 and astatement that the submission is a firm offer for a 90-day period.f. Pending Litigation: Identify any past, pending or threatened litigation oradministrative or state ethics board or similar body proceedings to which you orany of your partners are a party and which would either materially impair yourability to perform the services enumerated herein, or, if decided in an adversemanner, materially adversely affect the financial condition of your firm. Any firmselected pursuant to this RFP will be required to advise the city of anydevelopments during the term of this appointment with respect to existing and/orany new civil or criminal legal investigations, pertinent litigation and/orregulatory action involving the firm or its employees which could impact thefirm’s role or ability to perform the consulting services.3. Qualifications - Include a detailed statement of the qualifications of the firm. This shouldinclude organizational history, clients presently served, and extent of transportation studywork.4. Resumes - Include a resume for the staff assigned to this engagement.5. Approach - The proposal should set forth a work plan, including an explanation of thetransportation study methodology to be followed, to perform the services required in thisrequest for proposal.6. Fee Proposal - Do not submit the fee proposal with the proposal package. A feeproposal should be completed in conjunction with the proposal and be ready to send tothe City within 24 hours of notification of the Intent to Award notification. The feeproposal must list the total person‐hours, hourly rates, and work task and function costs.The proposal must show all costs for the project, including overhead costs, miscellaneousexpenses, and sub‐consultants, and must include the Proposer's method of calculating thefee.In addition, proposers are to break those hours down by type of employee that will beassigned to this engagement which IS required to be submitted with the proposal.A suggested format is:
