ORGANIZED DELIVERY SYSTEM
The County of San Diego (County) is issuing this Request for Information (RFI) to seek input from all interested parties,
agencies, and stakeholders regarding Individualized Placement and Support (IPS) Supported Employment Services for Drug
Medi-Cal Organized Delivery System. The goal of the RFI is to obtain feedback and BHS is exploring supported
employment service options and industry factors to design the services needed to attain or maintain competitive employment
and provide job development and advocacy tailored to the Substance Use Disorder (SUD) treatment population.
This RFI is issued solely for information and planning purposes – it does not constitute a solicitation/Request for
Proposal/etc. or a promise to issue a solicitation in the future. This request for information does not commit the County to
contract for any supply or service whatsoever. Respondents are advised that the County will not pay for any information or
administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the
interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitations. It is the
responsibility of the potential respondents to monitor this request for additional information pertaining to this requirement.
The County reserves the right to use, without restriction, any information provided in response to this RFI. Please note that
all information provided in response to this RFI may be subject to disclosure under the California Public Records Act.

gathering only.

OVERVIEW AND BACKGROUND:
Under BH-CONNECT, Individual Placement and Support (IPS) will now be an available benefit for DMC-ODS. IPS is
already available to the Specialty Mental Health population and will now also be available to eligible adults with substance
use conditions. Supported Employment (SE) provides an array of job opportunities to help adults with serious mental illness
and substance use disorders obtain competitive employment. The program uses a comprehensive approach that is
community-based, client and family-driven, and culturally competent. Individual Placement and Support (IPS) Model is an
evidence-based model of SE for individuals with serious mental illness or substance use disorders, with the goal of helping
these individuals gain competitive employment in the field or placement of their choice.
QUESTIONNAIRE:
1. In your experience, what are the barriers for individuals with substance use disorder diagnoses seeking
competitive employment?
2. In your experience, what elements make for a successful Individudal Placement and Support (IPS) program for
the substance use disorder (SUD) population?
3. In your experience, what resources are needed for an IPS program to have successful collaboration with
community providers, including SUD programs?
4. In your experience, how does the Supported Employment (SE) approach for an individual with substance use
diagnosis differ than approaches for those with mental health diagnoses?
5. In your experience, how should SE services be provided to different populations, including individuals who speak
various languages, and reside in different regions of the County?
6. In your experience, what industries would it be important for the contractor to make connections with?
7. Do you have any additional comments, suggestions and/or input to provide?
