Pharmacy Refill Communication and Patient Notification System

This Sources Sought Notice (SSN) is issued for market research purposes only and does not constitute a solicitation, Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB). This notice is intended solely to obtain information regarding available commercial capabilities and acquisition strategies. The Government will not reimburse respondents for any costs associated with responding.



PURPOSE



The Indian Health Service (IHS), Phoenix Area, is conducting market research to identify qualified vendors capable of providing a commercial pharmacy refill communication and patient notification solution.



The Government is also seeking industry feedback on commercial capabilities, best practices, recommended acquisition approaches, and potential revisions to the attached draft Performance Work Statement (PWS).



This requirement is being evaluated under the Buy Indian Act (25 U.S.C. ยง 5307) and HHSAR Subpart 326.6.



In addition to identifying qualified sources, the Government is seeking industry feedback regarding commercial solutions, acquisition strategies, licensing models, and the attached draft Performance Work Statement (PWS). Responses will assist the Government in refining its requirements and determining the most appropriate acquisition approach, including the potential establishment of a Blanket Purchase Agreement (BPA).



SOCIOECONOMIC STATUS



The Government is primarily seeking responses from Indian Small Business Economic Enterprises (ISBEEs) for purposes of determining the availability of qualified sources under the Buy Indian Act.



Responses are also encouraged from all other socioeconomic small business concerns, including:




  • Indian Economic Enterprises (IEEs)

  • Small Business

  • 8(a)

  • HUBZone

  • SDVOSB

  • VOSB

  • WOSB



Responses from firms that are not ISBEEs are encouraged for market research purposes and to improve the Government's understanding of available commercial capabilities. Submission of a response by a non-ISBEE firm does not affect the Government's authority to restrict competition under the Buy Indian Act if sufficient qualified ISBEE sources are identified.



DRAFT REQUIREMENT



A draft Performance Work Statement is attached.



The Government is seeking information regarding commercially available solutions capable of providing:




  • Automated prescription refill processing

  • Patient appointment and preventive health reminders

  • Integration with RPMS/EHR

  • Software licensing

  • Software maintenance

  • Technical support

  • User training



The attached draft PWS is provided for market research purposes only. The Government is considering establishing a single-award Blanket Purchase Agreement (BPA) for recurring enterprise-wide software licensing, maintenance, technical support, upgrades, training, and related professional services. The Government welcomes industry recommendations regarding the proposed acquisition strategy, commercial practices, and contract structure.



CAPABILITY STATEMENT AND INDUSTRY FEEDBACK



Interested firms should submit a capability statement (maximum five (5) pages) that includes:




  1. Company name, UEI, CAGE Code, and socioeconomic status.

  2. Whether the firm qualifies as an ISBEE and/or IEE.

  3. Description of the proposed commercial solution.

  4. Experience implementing pharmacy refill communication or patient engagement systems.

  5. Experience integrating with RPMS, VistA, EHR, or comparable healthcare information systems.

  6. Experience providing software licensing, maintenance, upgrades, and technical support.

  7. Relevant contracts performed within the past five (5) years.

  8. Geographic capability to support multiple healthcare facilities.



Industry Feedback Requested



The Government requests feedback on the attached draft PWS and acquisition strategy. Respondents are encouraged to address the following, as applicable:




  • Is the draft PWS sufficient to describe the Government's need?

  • Are any requirements unnecessarily restrictive or likely to limit competition?

  • Are there commercial best practices the Government should consider?

  • Is a single-award BPA the most appropriate acquisition vehicle for this requirement? If not, what alternative would you recommend and why?

  • What licensing model is commercially standard (e.g., subscription, SaaS, perpetual license)?

  • What service levels or performance metrics are typically provided commercially?

  • Are there additional commercial capabilities or technologies the Government should consider?

  • Is the proposed NAICS code appropriate? If not, provide a recommended NAICS and rationale.



IMPORTANT



The Government encourages respondents to provide concise, substantive feedback regarding both their capabilities and the draft requirement. Generic marketing materials, brochures, and boilerplate capability statements are discouraged unless they directly address the Government's requirement.

Submit capability statements electronically to the Contract Specialist identified in the notice.
